4-anyos bata, ginahasa at sinaktan sa Zambo

ZAMBOANGA CITY – Isang lalaki ang nahaharap sa kasong rape matapos umano nitong gahasain ang isang 4-anyos na batang babae sa Zamboanga City.
Bukod sa rape, sinaktan rin umano nito ang kanyang biktima at isa pang batang babae na 6-taon gulang lamang. Sinabi kahapon ng pulisya na nasa piitan na ang suspek na si Mhadz Maut matapos itong maaresto.
Nabatid rin na noon nakaraang buwan naganap ang panggagahasa at pananakit, ngunit kamakailan lamang ito nalaman matapos na magsumbong ang bata sa kanyang mga magulang sa takot na muling maulit ang dinanas sa kamay ng lalaking hayok sa laman.
“The victim averred that suspect sexually molested her on one occasion,” ani Chief Inspector Rogelio Alabata, ang regional police spokesman. “The accused Mhadz Mautis facing charges of one count for rape and two counts of child abuse - violation of Section 10(a) in relation to Section 3(a) and (b) of RA 7610.”
Ang RA 7610 ay ang batas sa “protection against child abuse, exploitation and discrimination.”
Kasalukuyang nasa piitan ang suspek, ngunit maaari naman itong maglagak ng piyansa sa halagang P280,000 sa kanyang pansamantalang kalayaan habang dinidinig ang mga kaso. (Mindanao Examiner)


Bebot na dumagit sa sanggol, sinampahan ng kaso

ZAMBOANGA CITY – Sinampahan na ng kasong kriminal ang isang babae na umano’y dumukot sa sanggol sa Zamboanga City.
Sinabi ng pulisya na naihain na nila ang kaso laban sa suspek na si Melody Luna, 35. Dinukot diumano ni Luna ang sanggol sa isang bahay sa Kasalamatan Drive sa Barangay Kasanyangan nitong buwan, ngunit nabawi naman ito ng pulisya matapos na maglunsad ng operasyon laban sa babae.
Sinabi ni Chief Inspector Rogelio Alabata, ang regional police spokesman, na nahaharap sa kasong “kidnapping and serious illegal detention” si Luna at hawak na ni Judge Peter Eisma, ng Regional Trial Court Branch 15, ang kaso.
“No bail bond recommended. Accused was committed to Zamboanga City Reformatory Center,” ani Alabata.
Hindi naman nagbigay ng anumang pahayag si Luna ukol sa kaso. (Mindanao Examiner)

Sayyaf bombs karaoke bar in southern Philippines

ZAMBOANGA CITY – Abu Sayyaf rebels detonated a homemade bomb at a karaoke bar frequented by soldiers in the southern Philippines, officials said.
Officials said the blast, owned by a former Muslim town mayor, damaged the bar in Busbus village in Jolo town, but there were no reports of casualties. The attack late Thursday was carried out by two men who were seen entering the bar with a bag and left minutes later before the explosion.
The motive of the attack was unknown, but officials said the bomb was detonated remotely, probably with a cell phone. Police and military investigators also recovered broken parts of cell phone.
The attack occurred despite a tight military and police security in the town following a foiled bombing of a police car parked near a busy area in Jolo. And as in previous attacks, the town mayor, Hussin Amin, did not issue any statement.
Two men on motorcycle left the improvised explosive on the patrol car while it was parked in Street 6 on the village of Kasalamatan late Wednesday. The prowl car belongs to the members of the 6th Maneuver Platoon of the Provincial Public Safety Company who were unaware of the bomb.
A civilian, who discovered the improvised bomb, informed the military about the explosive which immediately radioed the police before it could explode. A witness said two men on a black motorcycle left a black backpack containing the explosive and hurriedly escape.
Police and soldiers cordoned off the area and the army carefully disarmed the improvised explosive device.
The Abu Sayyaf had previously bombed the police headquarters in Jolo several times in the past, and also attacked military and civilian targets there in recent years. The notorious group has recently pledged allegiance with the Islamic State of Iraq and Syria and vowed to put up a strict Muslim state in the southern Philippines.
Security forces also foiled an Abu Sayyaf bombing in Isabela City in the restive province of Basilan just recently.  Basilan, one of five provinces under the Muslim autonomous region, is a major stronghold of the Abu Sayyaf. (Mindanao Examiner)


Anti-mining advocate sugatan sa atake sa Compostela Valley

DAVAO CITY – Sugatan ang isang anti-mining activist matapos itong pagbabarilin sa kanyang tindahan sa bayan ng Pantukan sa lalawigan ng Compostela Valley sa Mindanao.
Sinabi ni Hanimay Suazo, ng Karapatan human rights group, na agad tumakas ang salarin sa akalang napatay ang 60-anyos na si Teresita Navacilla. Naganap ang atake kamakalawa ng gabi sa Barangay Kingking.
Iniuugnay naman ni Suzao ang atake sa protesta ng grupo ni Navacilla sa pagpasok ng mga malalaking mining company sa sa kanyang bayan. Ibinintang ni Suazo sa 46th Infantry Battalion ang bigong pagpatay sa biktima at mga human rights defenders at leaders ng ibat-ibang mga progresibong grupo.
Nabatid na nagbabalak pumasok ang Nationwide Development Corporation at St. Augustine Gold and Copper Limited sa Pantukan at tinatayang aabot sa mahigit 1600 ektarya ang target ng mga ito.
Walang pahayag ang army ukol sa alegasyon ni Suazo, ngunit ilang beses na rin sinabi ng militar na may ugnayan ang Karapatan sa rebeldeng New People’s Army na itinanggi naman ng grupo. (Mindanao Examiner)

ZAMBOANGA SIBUGAY – Wala pa rin linaw ang pagkakapatay sa isang barangay chairman na itinumba mismo sa kanyang lugar sa bayan ng Tungawan sa Zamboanga Sibugay province.
Sinabi ng pulisya na patuloy pa rin ang imbestigasyon sa pagpaslang kamakalawa kay Arnel dela Cruz, ng Barangay Upper Tungawan. Nabatid na kandidato ito sa halalan para sa Sanguniang Bayan, ngunit hindi pa malinaw ang motibo sa kaso.
Tatlong armadong lalaki umano ang tumira sa biktima habang papauwi sakay ng kayang motorsiklo sa kanilang bahay.
Binaril sa ulo si Dela Cruz ng .45-caliber pistol at dalawang basyo ng bala ang natagpuan sa lugar.  Walang ibinigay na pahayag ang pamilya ng biktima o kung may natatanggap itong banta sa buhay. (E. Dumaboc)

Pagpasok ng kontrabando, binabantayan sa Zambo

ZAMBOANGA CITY – Mariing ipinag-utos ni Mayor Beng Climaco ang mahigpit na pagbabantay sa Zamboanga City matapos ng sunod-sunod na pagkakakumpiska dito ng mga bigas at iba pang kontrabando na ipinuslit mula Malaysia.
Kamakailan lamang ay halos 100 sako ng bigas ang nabawi ng mga awtoridad habang ipinupuslit ito ng dalawang lantsa sa isang beach sa Zamboanga City. Mabuti na lamang umano at nai-timbre ito agad ng ilang residente sa pulisya.
At nitong Enero 22 rin ay sinalakay ng mga ibat-ibang law enforcement agencies dito ang isang barko na galing sa lalawigan ng Tawi-Tawi na kung saan ay nakumpiska ang daan-daang reams ng Fort cigarettes at 400 sako ng bigas at iba pang mga kontrabando.
Ibinigay sa Bureau of Customs ang mga epektos na nakuha mula sa MV Trisia Kerstine 2. Hindi naman agad mabatid kung paanong nakaalis ito ng Port of Bongao sa Tawi-Tawi lulan ang maraming mga kontrabando. Kamakalawa lamang ay nakapag-pulong si Climaco sa pamunuan ng Bureau of Customs sa City Hall.
Talamak ang smuggling sa Tawi-Tawi ngunit walang balita na may nakukumpiskang mga kontrabando ang awtoridad doon. (Mindanao Examiner)

ZAMBOANGA CITY – Police heightened security in the southern Filipino town of Jolo after suspected Abu Sayyaf rebels tried, but failed to blow up a prowl car parked near a busy area there.
Police were tracking down 2 men on motorcycle that left an improvised explosive on the patrol car while parked in Street 6 on the village of Kasalamatan on Wednesday night. Bebot tinaga ng asawa!

ZAMBOANGA SIBUGAY – Nahaharap ngayon sa kasong kriminal ang isang lalaki matapos nitong pagtatagain ang sariling asawa sa loob mismo ng kanilang bahay sa bayan ng Malangas sa Zamboanga Sibugay.
Ayon sa pulisya, tinangka umanong iwan ni Mayeth Sumaoy, 20, ang asawang si Randy, 32, matapos ng isang matinding away na pinaniniwalaang nag-ugat sa selos ng lalaki kamakalawa lamang.
Pinagsilbihan pa umano ni Mayeth ng almusal ang asawa sa kabila ng kanilang away isang gabi na ang nakaraan. Sinabi ng pulisya na hindi pinayagan ni Randy ang asawa at naki-usap pa ito na huwag siyang iwan, ngunit desidido umano ang babae dahil sa palagiang away nila.
Dito na umano nagwala si Randy at kinuha ang itak at saka pinagtataga ang babae. Sumuko rin umano si Randy kung kaya’t agad nadala sa pagamutan ang babae. Hindi pa mabatid ang kondisyon ng babae. (Mindanao Examiner)


ARMM builds new emergency operation center

COTABATO CITY - Residents in the Autonomous Region in Muslim Mindanao (ARMM) will get better calamity assistance and services once the construction of a new, fully-equipped emergency response operation center is completed, a regional official said Tuesday.

Ramil Masukat, regional disaster risk reduction management officer, said the regional government will put up a three-storey building to serve as headquarters of the region’s Humanitarian Emergency Action ResponseTeam (ARMM-HEART).
The ARMM-HEART was created in 2013 to respond to emergency and humanitarian needs during man-made or natural disasters in the region.

Masukat said the new ARMM-HEART Operation Center, which is located inside the ARMM compound in Cotabato City, will have state-of-the-art disaster monitoring facilities and that additional rescue equipment will be made.

He said the project will augment the present capacity of the ARMM-HEART. “We have insufficient facilities and equipment to fully cater our constituents in times of calamities and disasters. The project will make the delivery of our services more effective. We will still monitor 24 hours a day, seven days a week.”

The project has a total cost of around P 97,000,000, which was earmarked from the ARMM’s General Appropriations Act for 2015. ARMM Governor Mujiv Hataman and Executive Secretary Atty. Laisa Alamia led its groundbreaking on January 18, 2016. Its construction, which is being undertaken by Maguindanao’s 1st District Engineering Office of the Department of Public Works and Highways (DPWH)-ARMM, is expected to be finished in September 2016.

Masukat said they continue capacitating their volunteers and strengthening their partnership with other stakeholders as the building of the new operation center gets underway.

“Capacity building for our volunteers will continue. We will also boost our partnership with other stakeholders like radio communication groups, people’s organizations, civil society organizations, Local Government Units, Philippine National Police, military, the International Monitoring Team, and the Coordinating Committee on the Cessation of Hostilities (CCCH),” he said.

ARMM-HEART is a convergence of agencies inclined with disaster preparedness and response. This includes the Philippine Institute of Volcanology and Seismology, Office of Civil Defense, Department of Social Welfare and Development, Department of Science and Technology, The Philippine Atmospheric, Geophysical and Astronomical Services Administration, Department of Interior and Local Government, and the Regional Planning and Development Office among others. (Bureau of Public Information)


ARMM to hold 1st Bangsamoro Women Leadership Summit

COTABATO - The Autonomous Region in Muslim Mindanao (ARMM) will conduct a leadership summit for Bangsamoro women on February 1-2 to help enhance women’s political participation in local and regional governance.

Sittie Jehanne Mutin, chairperson of the ARMM’s Regional Commission on Bangsamoro Women (RCBW-ARMM), said the 1st ARMM Bangsamoro Women Leadership Summit aims to "strengthen women's roles and leadership, power and decision-making towards transformative governance."

The summit is a joint activity of the RCBW-ARMM and the Department of Education (DepEd)-ARMM. It will be held at the Shariff Kabunsuan Cultural Complex inside the ARMM Compound in Cotabato City and is expected to draw in around 1,000 women leaders from civil society organizations, local government units and the academe. Some women educators from different parts of the region will also be invited. 

The ARMM is composed of the provinces of Maguindanao, Lanao del Sur, Basian, Sulu and Tawi-Tawi.

Mutin said they have invited at least 12 resource persons whose background and expertise are on women in local governance and other women advocacies for the two-day summit.

"The projection is to develop a critical mass of Bangsamoro women leaders who will lead and be part of the change in governance and peace building," Mutin added.

She said the summit, which carries the theme "Strengthening Bangsamoro Women's Leadership towards Transformative Governance”, will give participants “an opportunity to understand and appreciate deeper the intricacies of transformative governance that is responsive to the cultural identity of the Bangsamoro people.”

Republic Act 9710 or the Magna Carta for Women promotes the full participation and equitable representation of women in all aspects of society particularly in the decision-making and policy-making processes in government and public spheres entities in order to fully realize their roles as agents and beneficiaries of development.

The RCBW, being the principal women development agency of the ARMM, has initiated programs designed to empower and develop women's rights and welfare. The programs include trainings on basic gender and development (GAD) concepts, GAD Focal Point System, gender mainstreaming, and basic gender analysis. (Bureau of Public Information)

SULU – The colorful history of Sulu – the seat of the powerful Sultanate in the Philippines – again drew accolades and praises following a two-day book presentation on the province’s rich cultural heritage.
The Sulu provincial government in collaboration with distinguished Tausug writers, scholars and historians hosted the book presentation – Lindu Randam Sin Masa: Foregrounding Sulu History – held recently at the Sumadja Hall in the Provincial Capitol in Patikul town.
The program highlighted the syndicated and partial presentation a comprehensive book on Sulu’s rich history which aims to promote the authentic knowledge and awareness about the province.
Among the writers who spoke during the book presentation were Dr. Benjamin Bangahan, who discussed the pre-Islamic Sulu civilization; Professor Darwin Absari presented the topics on the spread of Islam and Rise of Sulu sultanate; lawyer Mehol Sadain who presented the history and the legal significance of the treaty-making power of the Sultanate of Sulu, and Dr. Abraham Sakili who presented Tausug arts and symbols.
Sulu Vice Governor Sakur Tan, the project proponent, also welcomed and inspired the visitors to the event. He said the event was also in collaboration with Professor Julkipli Wadi, Dean of the University of the Philippines (UP)-Institute of Islamic Studies; Professor Sakili, of the UP College of Arts and Sciences; lawyer Sadain; Professor Absari, the of UP Islamic Studies, Dr. BBangahan, a medical practitioner and the only Tausug lexicographer and authority on the Siná¿¡g language; and Dr. Kalbi Asain.
Others who attended the book presentation were Professor Mucha Quilling, faculty member if the Mindanao State University (MSU) in Tawi-Tawi and Executive Director of Sulu Current Research Institute; Professor Benhal Tahil, Vice President for Academic Affairs of the Zamboanga Polytechnic College; Professor Anne Christine Ensomo, of Ateneo de Manila; Chancellor Adjarail Hapas, of MSU-Sulu; Dr. Hanbal Barra, former Dean MSU Graduate Studies; Professor Alih Aiyub, faculty member of the Western Mindanao State University (WMSU) in Zamboanga City; Professor Eddie Ladja, Dean, WMSU College of Asian and Islamic Studies, Professor Arsanial Sappayani, faculty member of the Sulu State College and Dr. Anwar Anzar, Commissioner of the National Commission on Culture and the Arts.
In his speech, Tan said: “A few days back, I came across a rather intriguing statement that - there is nothing in tomorrow that was not there yesterday - or if I may say it in another way - there is nothing in the future that was not there in the past – and the twist in the idea might sit well with theoretical physics or quantum mechanics that have been astounding our knowledge of the universe with the curvature of light, the warping of time and space through the fabric of the universe.”
“On the ordinary day-to-day life we actually are going through with those ideas especially when we envision the future. All too frequently, when we think of the future there is always the past that goes with it. We look forward in consideration of the past. Both events of the timeline merge and blur our consciousness of what was there in the past to fill in the future. Perhaps nowhere is the thought more clearly laid out than the blockbuster scifi movie, Star Wars. The movie spins off into the future which is made real with the backdrops of the past civilization.”
“The scenes drift into dessert and foreboding landscape with characters in flowing robes and turbans. The storyline also revolve around the proverbial struggle between good and evil. The good possesses the ancient mystical power – the force in all of us. Evil is represented by the ultimate dark side created by high end technology and artificial intelligence robotics. Of course, the primal human instinct and spirit triumph in the end. The future is indeed defined not by its own willpower, on the advancement therein by virtue of technology; it is still the past that directs and controls the outcome,” he said.
Tan said needless to say, the stronger the foundation therein in the past, the greater is the force it bears upon the shaping of the future.
“This goes without saying then, that the occasion we are witnessing at the moment, is basically an imperative on our desire to look at history, the Sulu history, not as nostalgia or of romanticism on the glories of the past but for the simple reason that our future is in our history. I presume that the task on hand is beyond efforts of looking back at what has transpired with the mission of rectifying the errors on the accounts or to fill in the gaps on what has been missed; in short, rewriting history as one would wont to call it. What is important is the human will and the human spirit that were wielded in creating the conditions ideal to our existence as a people.”
“What force drives us? What was there that guaranteed that we have remained conscious of who we are? What makes us Tausug? Certainly, again as in the Star Wars episode, we awaken the force. Of course, this not to say the least, that we forego scholarship on our history. We need it to establish or to instil certitude that we deserve the sacrifices that our ancestors have made for us to be truly a proud and undaunted people. We need it to strengthen the foundation of our being, of our existence that we may take on our ambitions, our dreams, and our aspirations with determined will and unshaken confidence as it has always been. We are what we are because we had the will to shape what we have in the past, wielded us in a distinct way that we bear the truth of who we are,” he said.
Tan added: “Personally, this could only mean that we made the past and we make the future. Sulu’s history is not an accident of succession of events; the Tausug created the events, they made history as history. That otherwise, we will never be Tausug as we are now and be merely at the mercy of events that happens at random and in a flux. And we shall be at lost in calamities and disasters begging for donations and the like. We never do that, and will never will. It is so for the simple reason that we have faith in ourselves.”
“There is so more in store by way of Sulu’s history. The last four hundred years are strewn with accounts on the resiliency of the Tausug in times of living dangerously. Individual feats and adventures is a lifetime research and the cultures and traditions that followed equally put scholarship to the test. Nonetheless, we are led to ponder on the essential factor that set all these things into place. It may be considered herein on how the phenomenon of the “parangsabil” was wrought by the inability of the Sultan to defend the area from foreign aggression. Individuals took on the responsibility but still on behalf of the community. There is something there that we need to look into that we may understand what it means to be a Tausug or what Sulu history is. *I trust that this occasion, the meeting of the minds so to speak, will bear some substantial and significant ideas in the challenge before us – who we were, who we are and who we will be. Honestly, we are because we are, since we make history and not history taking us along in the flow of time. Let me say, the force has always been with us.”
The event ended on the third day with many of the guests touring the Ahmad Timhar Magbalu Shrine at Bud Datu and Poon Tao Kong. (Ahl-franzie Salinas)


Sulu provincial hospital celebrates Centennial anniversary

SULU – A two-day health summit capped the Centennial anniversary of the Sulu Provincial Hospital with government leaders vowing to support efforts to further improve the medical facilities and provide free services to the poor.
Dr. Farah Omar, head of the Integrated Public Hospital Office, spearheaded the summit held at the Dr. Sixto Orosa Hall of the hospital in Jolo town.
Sulu Vice Governor Sakur Tan was the guest of honor to the event which was also attended by Dr..Abdulhalik Kasim, the Assistant Secretary of the Department of Health in the Muslim autonomous region; and the regional technical staffs, including the chiefs of hospital of different municipalities and head of rural health centers, and nurses, among others.
Jolo Mayor Hussin Amin was also present in the event, as well as police and military officials and town mayors and provincial board members.
Tan, in his speech, praised the dedication of all the doctors and medical staffs, and hospital employees for the magnanimous achievement of the provincial hospital in serving the needs of the people, and even beyond their working time.
“To have lasted a century is no small feat, and to have survived that long and still going strong is remarkable. Although the hospital had gone through series of facelift, reminisces of this institution still linger in those who in one way or the other, had been served well by the Provincial Hospital. In essence, the Sulu Provincial Hospital is celebrating 100 years of challenge-driven commitment. Challenges are what shaped the psyche of the Tausug honed by experiences and lessons of their forebears.”
“This character when wrapped in the uniforms of our health sector will be rendered more meaningful especially when considering the - post 2015 inclusive agenda of leaving no one behind - to quote Dr. Fahra Omar. This is not only the call of the health sector but rather of all sectors of Filipino society who desire and demand to partake of any programs or benefits that are rightfully accruing to them,” he said.
Tan said in improving health services, the burden is not only with the Sulu Provincial Hospital, but should be with the support of its partners, which includes local municipal governments.
“Logically speaking, you can’t have public health without working with the public sector or have public education without working with the public sector in education. As we pursue improving our health services and facilities, let us not be strayed from the fact that they should be accessible and more importantly affordable. Author and critic Eula Bliss once wrote: The belief that public health measures are not intended for people like us is widely held by many people like me. Public health, we assume, is for people with less - less education, less-healthy habits, less access to quality health care, less time and money,” Tan said. (Ahl-franzie Salinas)
