THE DIPLOMATIC ties between Kuwait and the Philippines is in a litmus test so to speak. This after a helpless and hopeless maid was rescued by elements of the Embassy without coordinating with the local authorities, video recorded the operation and then broadcasted the episode for reasons which can only be described as sublime idiocy.

Since nobody wants to own responsibility, President Rodrigo Duterte took the cudgels but deeply disturbed by yet another OFW’s life was in peril he begged the Overseas Filipino Workers in Kuwait to come home.

The critics of Duterte, long hankering for issues to diminish the trust and popularity of the President, suddenly emerged from the catacombs, feast on the issue like hungry hyenas. That should make them salivate and happy for now.

We knew for a fact that Kuwait employs about 250,000 OFWs. Contrary to general perception that they are mostly domestic helpers a large number of them are in Iraqi’s vital oil and construction industries, help man health and other technical services. I would like to believe that employing Filipinos is not only on account of the OFWs industry and capability but at one time in the most critical balance in the history of Kuwait, the Philippines sent an armed contingent to help them fight against the invading forces of Iraq and help in the restoration of peace and stability in the Gulf states, Kuwait included.

That, for me, was the tie that binds the two distant countries. There were impulsive acts, knee-jerk reactions but when passions settles down sober talks and rational decisions have to be made. The reciprocal sacrifices and favors are etched in the history of both countries.

IF President Duterte appeals to OFWs to consider coming home I want to believe that it is on account of an impending shortage of skilled labor and engineers given the mega-infrastructure projects which will be implemented soon under the Build Build Build program of the Duterte administration. The Philippines is in the fulcrum of shifting geopolitics in Asia. It has slowly weaned itself from the umbilical cord of mother America and stands shoulder-to-shoulder with China, Russia, and Japan and remains a steadfast member of the ASEAN. The dramatic growth of China and the sustained economy of Japan plus a new-found friendly relations with Russia open brighter prospects for OFWs.

There is reason to recall our OFWs. Years back, then President Gloria Macapagal Arroyo wanted to recall domestic helpers so that under TESDA they can be retrained and to upgrade their skills. This, on account of the fact that our DH are English speaking and the children of their employers are taught by them not only English but Arithmetic. The program however was objected to by labor groups and non-government organizations for the flimsy reason that the DH will be displaced. It was grand stupidity.

This time however, the Duterte government can pursue that program. Rather than exporting domestic helpers, under the tutelage program of TESDA they can now find placements in countries like China, Singapore, Korea and Japan as Domestic Tutors. This will translate to raising not only their status to a professional level but conversely their take home pay. Given that credentials I am sure they will not be treated like slaves and end up in a freezer. (Jun Ledesma)

Sayyafs seize 2 cops, 2 civilians in Sulu


SULU – Security forces launched a massive operation to rescue four people, two of them policewomen, who were seized by Abu Sayyaf militants in Sulu province in the Muslim autonomous region in Mindanao.

Policemen and soldiers were searching for police officers Benierose Alvarez and Dinah Gumahad who are assigned with the crime laboratory and engineering department and civilians Jakosalem Blas and Faizal Ahidji.

They were travelling on a motorcycle taxi on Sunday afternoon when about a dozen gunmen flagged down their vehicle in Liang village in Patikul town and took them away. Police have identified the gang’s leader as Mujir Yada.

It was unknown why no policemen and soldiers were guarding the highway or why authorities failed to prevent the abductions despite an extended martial rule on the whole southern region.

Just recently, Abu Sayyaf militants also killed the 38-year old Edmiraldo Sollano, an employee of the Sulu Integrated Provincial Health Office in the capital town of Jolo. Sollano gunned down while driving home on a motorcycle in San Raymundo village on April 12. The attackers also drove off with Sollano’s motorcycle.

Military and police authorities have miserably failed to impose tight security not only in Jolo, but elsewhere in the province, including Patikul town where the Capitol Building is located.

Abu Sayyaf militants had previously attacked Jolo and kidnapped innocent civilians despite the presence of military and police camps in the town. Even the town’s police headquarters are not safe anymore and also attacked in the past.

Police and military checkpoints and patrol were also limited in many towns and by nightfall there are hardly any soldiers and policemen guarding vital government installations in Jolo and nearby areas.

Governor Toto Tan has repeatedly rallied his mayors to work hard in protecting their communities and at the same time working hard to lure investors to put up business in Sulu. Tan had repeatedly ordered authorities to impose a tighter security in the town and for the military to help police in maintaining peace and order in the province.

The Department of the Interior and Local Government has removed last year the supervision of the local executives over the police, which relied heavily on the support of local governments in their campaign against criminality. (Mindanao Examiner)

Soldier killed, 2 more wounded in NPA clashes in South

DAVAO CITY – One government soldier was killed and two more wounded in fierce clashes with communist rebels Sunday afternoon in Davao del Norte province in southern Philippines, the army said.
It said the fighting erupted in the town of Asuncion where troops from the 46th Infantry Battalion engaged members of the New People’s Army in a running gun battle. There was no report of enemy casualties, but soldiers recovered 8 high-powered firearms and an improvised explosive left behind by rebels after the gunfight.
The army said fighting also broke out in Laak town in Compostela Valley province between soldiers and rebels, but there had been no reports of casualties on both sides. It said the insurgents belong to the Pulang Bagani Command 4 of the NPA’s Sub-Regional Command under the Southern Mindanao Regional Committee.
Army officials did not release the identities of its casualties, however, radio reports claimed that Private First Class Arman Campos was killed in the clashes while the wounded were Privates First Class Ruben Lambac Jr. and Ralph Ryan Baldomar.
The fighting coincided with ongoing efforts by the government to reopen stalled peace talks with rebels who are waging a secessionist war for decades for the establishment of a Maoist state in the country. (With a report from Rhoderick Benez)

Davao police kill 2 robbers

DAVAO CITY – Police killed two of three gunmen who held up a couple in Davao City in southern Philippines after they opened fire on the cops who were trying to arrest them.
The gunmen were tracked down by the police to their hideout in the village of Toril, but instead of surrendering peacefully they engaged authorities in a firefight and eventually shot dead. The gun fight occurred before dawn Saturday.
The third gang member managed to escape, but is being hunted down by the local police. Their identities remain unknown. Police said the trio held up the couple in the village of Bago Gallera. (Mindanao Examiner)

3 injured in Koronadal City bombing


KIDAPAWAN CITY – Three people were wounded in a bomb attack Sunday outside a Catholic church in Koronadal City in South Cotabato province in the restive region of Mindanao where security forces are battling terrorism and insurgent groups.

Police said the explosive went off near the church’s entrance. The injured civilians were rushed to hospital.

A second explosive was also recovered in a trash bin and detonated. No individual or group claimed responsibility for the bombing which occurred while the whole region is under an extended martial rule following a deadly ISIS attack in Marawi City last year.

It was unknown whether ISIS fighters were involved in the latest bombing.

In May 2015, police foiled an attempt to bomb a provincial bus bound for Koronadal City after a passenger discovered an improvised explosive and alerted the driver. The bomb – wrapped in a newspaper and plastic sheet – was placed at the rear of the bus, owned by Yellow Bus Line, which came from Tacurong City in Sultan Kudarat province.

The bus driver and his conductor immediately informed the police about the explosive and ordered passengers to disembark so authorities can retrieve the bomb and disarmed it. Previous bombings in the troubled region were largely blamed to Islamic militants. (Rhoderick Beñez)

IS fighters storm houses of apostates, execute them in Basilan province


ZAMBOANGA CITY – The SITE Intelligence Group, a U.S. terrorism monitor, has reported Saturday that Islamic militants attacked the houses of apostates in the southern Filipino province of Basilan.

Quoting an IS report, it said: “The Islamic State (IS) reported in Naba 129 that fighters on Basilan Island in the Philippines stormed the homes of apostates and killed them.”

The Terrorism Research and Analysis Consortium also reported the same information and said “Islamic State releases newspaper Al Naba 129 on 27 April 2018 – Battles South of Damascus, Syria; ISK attack in Kabul, Afghanistan; Basilan, Philippines Claim.”




Access to the news on both sites and details of the reports are exclusive to paying subscribers. It was unknown how many people were killed or whether the victims were all Muslims or not, but the province is under the Muslim autonomous region.

There was no immediate reports both from the Philippine military and police on the reported attacks. Regional Governor Mujiv Hataman also said he had no reports about the attack and suggested it could be a propaganda by IS. “We have no reports about it. Baka propaganda lang nila yan,” he told the regional newspaper Mindanao Examiner.

But it was the second time since last year that IS claimed deadly attacks in the Philippines.
In June 2017, IS, in a quick communique, took responsibility for the lone wolf attack at the casino of the Resorts World Manila which U.S. President Donald Trump called it a “terrorist attack.”

At least 3 dozen people were killed in the attack that the Islamic State claimed was carried out by a lone Filipino gunman, the 42-year old Jessie Carlos, whose nom de guerre was Abul Al-Kahir al-Arkhabili. It said the daring attack was carried out by one of its jihadists who later shot himself in the head in one of the hotel rooms after setting fire gambling tables and carpets that suffocated the victims.

The Islamic State, in a statement released through its Amaq News Agency, said: “With God’s help, our brother Abul Khayr al-Arkhabili managed to hide with his machine gun among a group of Christians, who fight Islam, inside a Resorts World resort in Manila, Philippines, where he opened fire on them, killing and injuring about 100 of them, until he, eventually, died as a martyr.”

Police said Carlos was a heavily indebted due to gambling and strongly denied the IS claim that he was a jihadist. (Mindanao Examiner)

ARMM has highest growth rate record, ranks 6th out of 17 regions


COTABATO CITY - Governor Mujiv Hataman of the Autonomous Region in Muslim Mindanao (ARMM) said the five-province region in southern Philippines registered a higher growth rate of 7.3% and far from the 0.4% growth rate in 2016, and it even surpassed the national growth rate of 6.7%.
“Masaya ako dahil papasok tayo sa isang transition mula ARMM government to Bangsamoro government nang nag-iwan tayo ng isang mark na kailangan . Magiging challenge din ito sa mga susunod na mamumuno sa atin,” Hataman said after the Philippine Statistics Authority (PSA) in ARMM made the announcement on Thursday.

Hataman called on the region's line agencies to continue their good work. “Panawagan ko sa lahat, isustain natin kung ano na ang naabot natin at lalo pa nating taasan,” he said.
PSA-ARMM’s OIC Regional Director Razulden Mangelen said the region’s economy was lifted mainly by the recovery of the Agriculture, Hunting, Forestry, and Fishing sector.

National Statistician Lisa Bersales also commended the efforts of the regional government in the message she delivered during the event. “We thank the government of Governor Hataman for being our source of information and for helping us advocate for proper data which enabled us to give the right information,” Bersales said.

“We partnered with ARMM, and with the Bangsamoro eventually, to know more about the information that we come up with as we provide the best information for the lives of the people,” she added.

ARMM ranked 6th among the 17 regions in the country in terms of GDRP growth rate, and remains as the only predominantly agricultural region.
