Is North Cotabato’s QR link safe?

NORTH COTABATO – Aside from Davao City which is implementing a mandatory “Safe Davao QR” for an effective Covid-19 contact tracing, the province of North Cotabato also has its own version of digital contact tracing app.

So far, over 127,000 people have registered in the province through this link: r12-ccts.ph, according to the Facebook page of Gov. Nancy Catamco.

It said: “This link is safe, virus-free and ad-free. Its SSL Certification is still pending and we are working on it already. This is applicable to Android and personal computers. This is NOT applicable to IOS.”

However, when the link is accessed on a computer, this warning shows:

Your connection is not private

Attackers might be trying to steal your information from r12-ccts.ph (for example, passwords, messages, or credit cards).

Help improve security on the web for everyone by sending URLs of some pages you visit, limited system information, and some page content to Google. 

This server could not prove that it is r12-ccts.ph; its security certificate is from southcotabato.ph. This may be caused by a misconfiguration or an attacker intercepting your connection. Proceed to r12-ccts.ph (unsafe)

But according to the North Cotabato Digital Contact Tracing Update, the QR code is unique per person. “All North Cotabateños should have a unique QR code. Even if you register in another place using similar data, you will have the same QR code. There is still no deadline for this. Your barangay leaders will visit you if you plan to do offline registration. But you could register online using the link above,” it said.

The notice said: “Once you register, your generated QR code will NOT be sent to your email address. In the website (link), there is a "Services" tab which you could access if you have this concern. Likewise, you could also e-mail nc.r12ccts@gmail.com for this. We will e-mail back your QR code if you fail to generate it. This CCTS system is also applicable to Region 12 (Cotabato, South Cotabato, Sultan Kudarat and Sarangani Provinces, and General Santos and Cotabato Cities). Kidapawan City is a component city under Cotabato Province.”

The QR Code does not remove the requirement for a medical certificate and travel authority for non-exempted APORs or “Authorized Persons Outside Residence” upon entering the borders of North Cotabato. (Mindanao Examiner)
