Malaysia says ISIS militants use Sabah to cross into Philippines

ZAMBOANGA CITY – Malaysia said Sabah is being used by ISIS militants in crossing into the Philippines to establish bases and wage terrorism there.

Inspector-General of Police Tan Sri Mohamad Fuzi Harun was quoted by Malay Mail on Thursday as saying that militants are looking for new bases to operate from because of attacks by allied forces on ISIS targets in Syria and Iraq.

He said Sandakan City and Tawau town in Sabah are being used by militants to enter conflict zones in Southern Philippines and also in Rakhine Myanmar.

“We are aware that in Southeast Asia, Tawau and Sandakan are being used as transit points by militants to enter Southern Philippines and Myanmar. That is for South-east Asia. In European countries, we know they are looking at Balkan states such as Bosnia and a few other nations,” he said, adding that this was from intelligence gathering and the exchange of information with police agencies worldwide.

Harun said the police are closely monitoring the matter and arrests from time to time had been made to keep militants in check. “We are also monitoring social media to check the spread of Islamic State ideology,” he said.

The report also quoted Harun as saying that the number of ISIS militants are on the decline due to allied campaign. “At one time, there were some 45,000 fighters but now, we have been informed the numbers have dropped to 35,000,” he said.

In March, Malay Mail reported that the police arrested 9 people with suspected links to an African-based terror group behind alleged plans to launch large-scale attacks in several countries. It said two of the suspects, an Egyptian and a Tunisian national, are believed to be fighters with the Ansar Al-Shariah Al-Tunisia, which is part of the al-Qaeda terror network operating in North Africa.

The two, aged 21 and 22, came to Malaysia as a transit point with the help of 7 others, five of them Egyptian nationals and two Malaysians, who provided lodgings and paid for other expenses including plane tickets to the country.

Harun’s statement coincided with President Rodrigo Duterte’s warning that ISIS and Abu Sayyaf militants may be targeting Zamboanga and told foreigners to stay away from there.

Citing a credible intelligence report, Duterte, addressing participants in the 7th Union Asia Pacific Regional Conference in Pasay City, said: “There’s a certain place which I would not recommend to anybody to go there, not just as yet, is Zamboanga. Some Europeans go there for the bird watching and they are captured and eventually they are decapitated even after the payment of ransom.”

“It is the ISIS actually. It used to be the Abu Sayyaf. Now it’s an Abu Sayyaf territory. They do nothing but to kill and destroy,” he added.

But Duterte may have confused Zamboanga City to Tawi-Tawi province when he said that some Europeans birdwatchers were kidnapped and eventually decapitated by militants.

There had been no kidnappings of foreign birdwatchers in Zamboanga City but in February 2012, Abu Sayyaf militants under Hajan Sawadjaan and suspected Moro National Liberation Front members kidnapped two European wildlife photographers Lorenzo Vinciguerra, from Switzerland; and Ewold Horn, 54, from Holland, in the coastal village of Parangan in Panglima Sugala town in Tawi-Tawi.

Vinciguerra had escaped from his guards and recovered by soldiers in December 2014 after he allegedly killed one of his guards - Juhurim Hussien - with a bolo. The fate of Horn is still unknown.

Philippine authorities blamed the Abu Sayyaf and ISIS in the twin suicide bombings of a Catholic cathedral in Jolo town in Sulu province early this year. The attacks, carried out by an Indonesian couple, had killed and injured dozens of people, mostly soldiers guarding the Cathedral of Our Lady of Mount Carmel on January 27.

The attacks on the church occurred 2 years after hundreds of Abu Sayyaf and pro-ISIS militants and civilian supporters took over Marawi City in Lanao del Sur province. The city was recovered by troops after 5 months of house-to-house and close-quarter battle that killed and wounded hundreds of soldiers, militants and innocent civilians trapped in Marawi.

Duterte’s warning came after ISIS suicide bombers struck churches and hotels in Sri Lanka that killed over 300 people on Easter Sunday.

Zamboanga Mayor Maria Isabelle Climaco Salazar said security is tight in the city and assured locals that police and military forces are in heightened alert. “We heightened the security in the city of Zamboanga and we continue to maintain a heightened level of alert as a pre-emptive measure following the Sri Lanka bombings,” she said.

Police said it is maintaining a high level of alert in Zamboanga, especially in places of worships, according to its spokesperson, Captain Shellamae Chang. (The Zamboanga Post)

Zambo power crisis over?

ZAMBOANGA CITY – The Zamboanga City Electric Cooperative or ZAMCELCO and power provider Western Mindanao Power Corporation or WMPC have finally reached a compromise agreement, ending months of power crisis here, following a meeting with the Energy Regulatory Commission or ERC on Thursday.

Both groups are locked in a bitter dispute after WMPC cut off power supply to ZAMCELCO after the cooperative now under the management of Crown Investments Holdings, Inc. and Desco Inc. refused to pay its overdue account amounting to P460 million.

For its part, ZAMCELCO insisted that WMPC, of Alsons Power Group and operated by Alto Power Management Corporation, overbilled the electric cooperative by since 2015 by P440 million and is demanding a refund.

Lawyer stands for Zambo folks
 
Zamboanga congressional candidate and prominent lawyer Wendell Sotto. 

Prominent lawyer Wendell Sotto, who is running for a congressional seat in Zamboanga, filed a motion ad cautelam (Latin word which means “for security” or “as a precaution”) on April 17 with the ERC on behalf of some 180,000 cooperative members for the issuance of a status quo ante order and it was heard Thursday during the meeting with ERC and representatives of ZAMCELCO and WMPC.

Ad cautelam” can be translated into English as “,” or “to be on the safe side.”

In his motion, Sotto said he studied WMPC’s petition against ZAMCELCO. “From my understanding, the issues raised therein are mere legal issues between two corporations on the different interpretations and applications of contract law principles.  These issues are between ZAMCELCO and WMPC hence, it should not unduly prejudice the rights and interests of Zamboangueños.”

He said local residents are suffering from daily power outages and the delivery of government services is hampered. The delivery of critical medical services in hospitals is also stifled, endangering the lives and health of many patients. Classes in schools are affected, particularly by the heat of the summer without power for ventilation, compromising the education of our children and local businesses on which so many depend are placed at risk, according to Sotto.

“We are forced to endure hours-long daily brownouts during the summer months – the hottest season of the year.  On top of this, we also have a recurring water supply shortage. Without a doubt, the daily brownouts, coupled with the water supply shortage, adversely affects the daily lives of my fellow Zamboangueños,” Sotto said.

Crown Investments Holdings, Inc. and Desco Inc. took over ZAMCELCO in January this year after bailing out the heavily-indebted and poorly-managed electric cooperative for P2.5 billion.
“As an intervener, I also filed my motion for status quo and I argued and manifested that pending the resolution of the Omnibus motion and opposition of ZAMCELCO, I asked that my motion be considered.”

“That’s the time the hearing called both parties and asked them to explore for a possible compromise, after which, a compromised was agreed upon. WMPC and ZAMCELCO agreed that by Monday, April 29, they will revert back to the Power Sales Agreement (between them),” Sotto told The Zamboanga Post by phone after the ERC hearing.

Sotto said ZAMCELCO has agreed to pay WMPC an initial of P220 million and both sides agreed to discuss how the electric cooperative will pay its remaining balance.

“At least pending the final resolution of the case, we will now have a stable supply of power following the compromise agreement between ZAMCELCO and WMPC,” he said.

DOE Audit Teams

The compromise deal was reached after the Department of Energy or DOE sent Energy Assistant Secretary Redentor Delola to Zamboanga this month to look into the crisis. Delola said a team of lawyers and engineers are also expected to arrive here soon to conduct an audit and report their findings.

He said DOE Secretary Alfonso Cusi instructed him to find a solution to solve the power crisis. “The Department of Energy is here because the Secretary (Alfonso Cusi) assigned me to look into the power situation in Zamboanga. We were made aware already of the long standing issue that we have here, lalong lalo na sa mga power outages that we have 2 to 3 hours of outages per day,” he said.

“The Department of Energy will be back and we will conduct an audit. We will bring a team of lawyers and engineers that will review the situation that we have and withy what’s happening now the Department of Energy is stepping in to help address the issue and help find a solution to this problem,” he said.
Intercession

With ZAMCELCO and WMPC locked in a legal battle, electric consumers and businesses here continue to suffer from power outages and poor utility services prompting Mayor Maria Isabelle Climaco Salazar to broker several meetings with WMPC and ZAMCELCO to find solutions to their problems.

Salazar, exasperated by the rift between WMPC and ZAMCELCO, also wrote a strongly-worded letter to the electric cooperative addressed to lawyer Jomar Castillo, of Crown Investments Holdings on April 1 and demanded it to pay WMPC and to restore normal electricity supply in Zamboanga.

“This has reference to the current power situation in our City. As you know, Zamboanga City plays a key role not only in trade and commerce, but in national security as well. Residents and businesses are complaining of longer and more frequent outages since February 4 that adversely affected our local economy prompting me to write this demand letter.”

“While we support the Investment Management Contract and laud your commitment to pump in P2.5 billion into ZAMCELCO, we can no longer tolerate the rotating blackouts. Whether there is legal basis to withhold payment to WMPC must be settled in the proper courts of law. In the meantime, our people cannot suffer further. We have been paying our monthly bills and we see no reason why we are made to suffer the consequences of the electric cooperative's refusal to pay WMPC. For Zamboanga City that is hub of trade and commerce and also hosts to the Western Mindanao Command, the stakes are too high if power outages will continue,” Salazar wrote.

Salazar also said electric consumers are demanding ZAMCELCO to provide them with better services. “We have been appealing many times to ZAMCELCO to the extent that the local government even held talks with representatives of ZAMCELCO and WMPC for them to settle their differences or legal problems because everybody is affected by this inadequate supply of electricity. We cannot go on like this and this problem must be resolved quickly,” she said.

Expensive Generator Sets

To mitigate the power crisis, ZAMCELCO said it acquired more expensive diesel-powered generators to be able to supply Zamboanga’s power demand of at least 80 megawatts, but these are only being used during peak hours.

Salazar said rotational power outages, which began in February, have already affected the local economy with many business establishments spending more on fuel to run their generators for hours on a daily basis.

Aside from power outages, ZAMCELCO's irregular supply of electricity here resulted in low voltage most of the time and residents blamed the utility firm for damages on their appliances. And worst, ZAMCELCO and WMPC traded accusations in the media while electric consumers suffer from the rift.

The power crisis in Zamboanga was worse in 2010 and for three years, the city had to endure 8 to 16 hours of blackout daily. And ZAMCELCO blamed the power crisis to El Niño weather phenomenon and the maintenance shutdown of hydro and coal-fired power plants in Mindanao.
ZAMCELCO could only wait for the construction of the 100-megawatt coal-fired power plant of Alsons Power Holdings which was originally set to begin operation in 2016 in the village of Talisayan.

But Alsons failed to start building its facility and cited many reasons for the long delay – from the failed Moro rebellion here in 2013 to the P900-million enhancement program it was demanding from ZAMCELCO as an assurance it could pay them for the stable supply of electricity.

Even today, Alsons has not started construction of its coal-fired power plant here and ZAMCELCO said it would not purchase electricity from Alsons or what it is called now the San Ramon Power, Inc. due to the current problems involving WMPC. (The Zamboanga Post)

Duterte tells foreigners to stay out of Zamboanga, warns of possible terror attacks

Suicide Bombers

In July 2018, a Moroccan ISIS suicide bomber, Abu Katheer al Maghribi, also detonated a van filled with explosives in Lamitan City in Basilan province, about 35 nautical miles south of Zamboanga.
Philippine authorities said 11 people were killed in the explosion at a security checkpoint after government militias stopped the suspicious vehicle in Bulanting village, about 2 kilometers away from downtown Lamitan.

The powerful explosion obliterated the vehicle and left a huge crater and among those killed were a woman and a child; and the militia commander whose unit is under the supervision of the army. Five soldiers and several civilians were also wounded in the explosion. The bomber came from a nearby town and heading to downtown Lamitan when his vehicle was stopped at the checkpoint.

Tight Security

“Even before the Sri Lanka incidents, security forces have always secured places of worship in the city, deploying personnel in mosques on Friday, and for churches every Sunday. It is not just Christians and Muslims watching themselves, we watch over each other,” Chang said, citing the contribution of Christian and Muslim volunteer groups that help watch over each other in their respective places of worship.

City Disaster Risk Reduction Management Officer Dr. Elmeir Apolinario said the local government and security forces conduct a series of meetings to thresh out details of a security group charged with securing churches and mosques following directives from Salazar.

Dubbed as pastoral security group, Apolinario said it is composed of members of security forces and leaders of different religious organizations to assure and assist in the protection of the worshipers. (The Zamboanga Post)

Marines take down Sayyaf sub-commander


SULU – Marines killed an Abu Sayyaf sub-commander in a clash Tuesday on the southern Philippine island of Pata off Sulu province, the military said.

It said Hapidz Abdurahman, alias Jihad, clashed with soldiers who were trying to capture him alive. The slain militant leader had a string of criminal cases filed against him, including murder.

This was also confirmed by Lt. Gen. Arnel dela Vega, chief of the Western Mindanao Command. “The Abu Sayyaf suffered another setback with the death of another sub-commander. I commend our ground forces for exhibiting the same conviction and diligence,” he said.

Abdurahman was also buried by soldiers on the island. There was no report of military casualty in the fighting that lasted only 10 minutes. Dela Vega did not say if Abdurahman was alone on the island.
Soldiers also seized a boat and a rifle from the area, according to Dela Vega, who said the military operation against the pro-ISIS group is still continuing in the restive South.

“We are building up our focused and intelligence operations to pursue, pressure, and defeat Abu Sayyaf militants in Sulu. While we are gaining a foothold with our persistent offensives, the military will continuously exert all efforts to reach out and work with the Suluanons to pave the way for peace and development in the province,” he said.

Sulu, Zamboanga condemn Sri Lanka bombings

ZAMBOANGA CITY – Sulu Governor Toto Tan on Monday joined a worldwide condemnation of the series of deadly suicide attacks on churches and hotel in Sri Lanka over the weekend.

At least 290 people were killed in the coordinated attacks on Easter Sunday in various areas in the largely Buddhist island country in South Asia.

Tan, whose province in southern Philippines was also targeted by ISIS suicide bombers in January that killed over a dozen people, branded the Sri Lanka attacks as “terroristic carnage” and called for sobriety.

“Let sobriety prevail in these troubled and trying times. Let not emotions fuel the embers of religious divide,” he said.

“We join the rest of humanity in condemning in the strongest of terms the Easter Sunday terroristic carnage in Sri Lanka. We do feel the anger and the sufferings of such dastardly acts as we are still reeling from the January 27, 2019 blasts in Jolo Cathedral when the lives of 20 peaceful churchgoing fellow Tausug were sacrificed while attending Sunday Mass,” he added.

Tan said he and the people of Sulu “join the global call to reveal the perpetrators of these condemnable acts and let justice prevail.”

The governor's father, Sakur Tan, a well-respected political leader and philanthropist, also condemned the bombings and said: “There are no words extreme enough to condemn these latest acts of terrorism. We dread to entertain thoughts that the incidences aforementioned, are meant to drive a wedge between peoples of diverse faiths. We condole with the bereaved families and the people and government of Sri Lanka. Let us stand united against any form of violence and acts of terror,” he said.

ISIS or the Islamic State in Iraq and Syria, claimed responsibility for the deadly twin cathedral blasts in Jolo town and was carried out by a pair of suspected Indonesian couple.

ISIS, in a statement released by its Amaq News Agency, said the first bomber detonated an explosive belt, while the second attacker blew himself up outside the Our Lady of Mount Carmel Cathedral over the weekend and killing and wounding dozens of people, including soldiers deployed in the area.

In Zamboanga City, Mayor Maria Isabelle Climaco Salazar also condemned the suicide attacks in Sri Lanka and ordered policemen and soldiers to tighten their security in places of worships here. “We condemned the Sri Lanka bombings and our sympathy goes out to the families of those who perished in the carnage,” she told The Zamboanga Post by phone. OPINION: Desperate black propaganda by Jun Ledesma

THE ROAD TO perdition for the gasping Liberal Party is as slippery as the fate of its senatorial candidates in the coming mid-term elections this May 13. It’s political banner “Otso Deretso” had disintegrated. By itself the party is like a powder keg out to implode. It is a mixture of leftists and rightists that offer no viable alternative but to restore the inept and corrupt regime of the two chapters of Aquino government. Just about the only credentials that the Aquino regimes are famous for is their loyalty and subservience to the United States of America. The incumbent Pres. Rodrigo R. Duterte on the other hand is a departure from his predecessor in that he restored the dignity of the Filipinos and defined what sovereignty is for the Philippines. He might have a dirty mouth but he has a heart of a true patriot.

Of late, the concerted efforts of the anti-Duterte forces has taken a desperate move aimed at demonizing the first family on the heels of the recent poll surveys showing at least 10 of Hugpong Ng Pagbabago and PDP-Laban slate making it to the magic 12. This colossal setback of the LP or “Dilawan” faction becomes even more humiliating when both Pulse Asia and the Social Weather Station registered unprecedented Trust and Approval Ratings for President Duterte. These eloquently translate to the people’s trust for Duterte-led senatorial ticket.

The attempt of Human Rights Watch and some US Congressmen to demonize and assail President Duterte is not gaining any mileage. They have exhausted whatever they can exploit from the issues of violent campaign against illegal drug syndicates, extra-judicial killings, repression of freedom of the press and the detention of Sen. Leila De Lima. Failing to generate public approval on these overused issues their wrecking crew have perceptively revved up their propaganda machinery to conjure other issues to stave off the free fall of the opposition candidates. But none of these makes a negative impact on the preference for the administration senatorial bets. By their vote of confidence, the huge majority of Filipinos is practically giving Duterte a blanket authority to pursue without let-up his campaign against drug syndicates and corruption.

The black propaganda leveled against Duterte by the unholy alliance of the Liberal Party, the CPP-NPA-NDF, the hypocritical religious terrorists and the foreign-financed media organizations have become more vicious as the May 13 polls come close.. The signatures of destabilizing forces have become obviously apparent. The the US-based National Endowment for Democracy has generously funded, directly and indirectly, local media organizations. NED is no different from Omidyar Network which funded the ouster move of a Ukraine President who was sympathetic to Russia. Omidyar is the same outfit that “invested” a huge sum of money to Maria Ressa’s Rappler. It coughed up support funds for Vera Files which in turn allocates funds for a the Philippine Council for Investigative Journalism. If that is not enough there are traitors based in the US of A that had long denounced not only their Filipino citizenship but the Philippines as well.

The ghost character “Bikoy” is among the invention of the group to tarnish the image of President Duterte and his family. It maligned even Veronica, the very young daughter of the President who is barely in her teens, in their outrageous plot to denigrate the family of the President. PCIJ threw away their much ballyhooed virtue of being investigative by reporting that Duterte has accumulated so much wealth in his incumbency as President. Like Rappler’s EJK numbers , PCIJ subscribed to the statistics culled from the perjured witnesses of Senators De Lima and Antonio Trillanes. They also believed hook line and sinker and propagated the fairy tale surrounding the mythical Davao Death Squads. Three decades had elapsed since De Lima, as chairperson of the Human Right Commission, conducted a probe on alleged extra-judicial killings in Davao City and up to the time she became Justice Secretary and now Senator, she has yet produced a single piece of evidence of the more than 2,000 victims which her witnesses claimed they personally buried in an abandoned quarry in Davao.

And now they came up with a rehashed story of the so-called “wealth” of President Duterte and his children. The parents of the President are known in Davao. His father, a lawyer, was the first elected governor of undivided Davao province. They have modest businesses and properties yet lived a frugal lifestyle. Governor Duterte to date is best remembered for his unblemished record as a politician. They were not rich if you reckon with the present crop of politicians but were neither poor. When the venerable governor died, his wife Soledad, continued with the family’s discipline keeping the good name and virtues that the late Governor “Ite” had imparted. Then Mayor Duterte and wife Elizabeth raised and nurtured their children in the same mold of discipline and frugal lifestyle.

When Nanay Soleng passed away, she left the modest fortune that she and Governor Ite had saved to all her children. By this time the marriage of Duterte to Elizabeth was annulled. The Mayor took a new partner later, Honeylet Avancena, a registered nurse who worked as supervisor for a long time in US hospital. A woman with a knack for business, Honeylet invested her savings on fast food chains. She never meddles in Duterte’s politics and shies away from the public. The few times she appears in public was when Veronica, nicknamed “Kitty” was born to the couple.

PCIJ made an issue of President Duterte’s “wealth” and the rest of the critical media feasted on it as if it is the only remaining carcass they can find in the desert. It is to their misfortune that the President lives a legendary frugal lifestyle. True that when he started off with his political career, he declared a P10-million worth of assets and liabilities. If 30 years later this increased to P28-million only a person pregnant with plot to malign another can conjure a fast math and tell the world that the increment is ill-gotten. For an institution that relies mainly on dole outs from funding agencies, this indeed can be an unexplainable mystery. And Duterte is correct that these paid propagandists are nothing but that. PCIJ, RAPPLER and Vera Files should have consulted even a student in investment and asset management for an explanation why P10 today can grow beyond P28 in 20 years. This can easily be achieved even without taking into consideration the salaries, wages and other incomes which Duterte’s family derived from legitimate business. Radioman stabbed dead in Butuan City


CAGAYAN DE ORO CITY – An unidentified assailant stabbed dead a radio man in a daring broad daylight attack Saturday in Butuan City in southern Philippines, media watchdog National Union of Journalists in the Philippines said.

It said Francis Patindol, of dxJM, was with some companions when the assailant attacked him and stabbed him in the chest outside the Alba Copy Center on Narra Road in the village of New Society. The assailant escaped after the 10 a.m. attack.

Patindol was rushed to the M.J. Santos Hospital, according to NUJP. It said the motive of the killing is still unknown although the police launched an investigation into the murder.

It was not immediately known whether the killing of Patindo was connected to his job or not, according to NUJP.

But Undersecretary Joel Egco, of the Presidential Task Force on Media Security, said Patindol’s killing was not work-related. He said the attacker, who was believed drunk when he stabbed Patindol, is now being hunted by the police.

“On the stabbing to death of Francisco Patindol in Butuan City, drunken suspect (has been) identified and is now the subject of a (police) manhunt. We have complete invest(igation) reports and photos. (The photos are) Graphic, so I will not post the pix (pictures). (It is) Not work-related. We are on it. Keep safe. Be safe.,” Egco posted on his Facebook account.

16 Catholic devotees injured in Zamboanga road mishap


ZAMBOANGA CITY – Over a dozen people were injured after a speeding passenger jeep overturned on a downhill road in Zamboanga City in southern Philippines.

The jeep was carrying devotees who were returning home from Mount Abong-Abong where a Catholic shrine and a huge cross were erected on top decades ago and visited by Christian devotees on Holy Week. An initial report said the driver lost control of the jeep and overturned.

Mayor Maria Isabelle Climaco Salazar has ordered emergency teams to the area and brought the injured to hospitals. She said 16 passengers were hurt in the accident.

She also ordered the police to investigate the driver and interview passengers to determine whether the Friday night accident was caused by reckless driving or mechanical failure.

Salazar said more than 112,000 devotees had flocked to Mount Abong-Abong for their Lenten rituals. She said 6 people were also rushed to hospital for fatigue and various health reasons, but nothing was serious.

“The Holy Week was successful and we want to thank the police and military and all those who stayed in Mount Abong-Abong to ensure security and order so devotees may pray solemnly to God,” Salazar said.

On Saturday, Salazar deployed many teams to clean up the trash, mostly plastic bottles and food wraps, left behind by devotees and visitors. (The Zamboanga Post)

Police ammo dump explodes in Davao City


DAVAO CITY – A powerful explosion inside a police camp on Saturday morning destroyed an ammunition dump and forced civilians to flee in President Duterte’s hometown in southern Philippines.

Colonel Alexander Tagum, commander of the Davao City police force, said they were investigating the powerful blast in the dump where seized explosives and grenades, including vintage bombs were being stored.

“We cannot speculate right now on what cause the explosion. Our EODs and investigating the blast. There was no report of casualties in the explosion,” he told reporters outside the police camp later in the day.

He said the facility also stored UXO or unexploded ordnance, but it was unclear whether the blast was accidental or not. Tagum said members of the the local and regional EOD or Explosive Ordnance Disposal teams were tasked to investigate the explosion. (With a report from Rhoderick Beñez.)

2 BIFF militants killed, soldier wounded in North Cotabato fighting


KIDAPAWAN CITY – Security forces killed 2 senior commanders of the pro-ISIS group called Bangsamoro Islamic Freedom Fighters in fierce fighting Saturday in North Cotabato province, south of the Philippines, officials said.

Officials said one soldier was also wounded in the clash that erupted in Olandang village in Midsayap town where policemen, backed by army soldiers, were sent to arrest wanted senior BIFF commanders.

“Combined troops of  34th Infantry Battalion and Midsayap Municipal Police Station were serving warrants of arrest when they were fired upon by heavily  armed men under Mando Mamalompong that ensued a heavy exchanges of fire. The terrorist group were ready to confront the security forces as they were occupying fortified positions,” said Lt. Col.  Glenn Loreto Caballero, the battalion commander.

He said Mamalompong, commander of the BIFF’s 2nd Division, who was also the spokesman of the militant group, and Nur Hamid were both slain in the fighting. Soldiers also seized two automatic rifles from the area.

Brig. Gen. Alfredo Rosario, commander of the 602nd Infantry Brigade, said security forces tracked down the militants after civilians passed off information to the military on the hideout of Mamalompong. “The successful operation is attributed to the information shared by the local residents who did not want terrorists' presence in their area,” he said.

Authorities have tagged the BIFF, whose leaders have pledged allegiance to ISIS, as behind the spate of attacks on military and civilian targets in the province. (With a report from Rhoderick Beñez.)

Ayon kay Lt. Col. Ramel Hojilla, hepe ng Kidapawan City police, galing umano ng Kabacan ang biktimang si Alwente Tabaosares, 45,  na sakay ng kanyang motorsiklo ng buntutan ito ng dalawang lalaking naka-motorsiklo rin at saka ito binaril ng malapitan sa Purok 6 sa Barangay Balindog.

Residente ng Purok 1-A, Barangay Katidtuan sa Kabacan, North Cotabato ang biktima. Naisugod pa sa pagamutan si Tabaosares, ngunit hindi na rin ito naisalba ng mga duktor.

Troops capture Sayyaf fighter, recover cadaver in Sulu

SULU – Army soldiers hunting down Abu Sayyaf rebels have captured one gunman and recovered a cadaver of a militant on Wednesday in the southern Philippine province of Sulu, the military said.

The Western Mindanao Command said Aldie Wajid, a follower of rebel leader Hajan Sawadjaan, was seized by soldiers in Taung village. Wajid’s .45-caliber pistol and a loaded magazine were also recovered by soldiers.

It said Wajid was handed over to the police after an interrogation by soldiers.

Another group of army soldiers who recovered the cadaver buried the remains in Pangkayahan village.

There were no reports of fresh fighting in Sulu, but the military said troops continue their operations, searching for Abu Sayyaf rebels who are still holding several Filipino and foreign hostages in the province.

Abu Sayyaf leaders have pledged allegiance to ISIS and vowed to fight for a separate homeland in the restive South where security forces are also battling terrorism and communist insurgents.

Terror attacks over the past years had killed many civilians while communist rebels have doubled their assaults on military and police targets after accusing President Duterte of insincerity in peace talks. (The Zamboanga Post)

DOE steps into Zambo power crisis, auditors coming over

ZAMBOANGA CITY – Following public criticisms and mounting complaints of daily power outages against the Zamboanga City Electric Cooperative or ZAMCELCO, the Department of Energy or DOE is now looking into the problem that has seriously affected the local economy.

Electricity supplier Western Mindanao Power Corporation or WMPC, operated by Alto Power Management Corporation, has cut off power supply to ZAMCELCO - now under the management of Crown Investments Holdings, Inc. and Desco Inc. - after refusing to pay its overdue account amounting to P460 million from only P235 million in February.

Crown Investments Holdings, Inc. and Desco Inc. took over ZAMCELCO in January this year after bailing out the heavily-indebted and poorly-managed electric cooperative for P2.5 billion. Now ZAMCELCO claims that WMPC had over billed the electric cooperative since 2015 by P440 million and is demanding a refund.

WMPC, a partnership between Alsons Consolidated Resources, Inc. and Toyota Tshusho Corporation of Japan, also operates diesel plants of the Mapalad Power Corporation in Iligan City and the Southern Philippines Power Corporation in Sarangani province.

Energy Assistant Secretary Redentor Delola was sent to Zamboanga City recently where he met with Mayor Maria Isabelle Climaco Salazar to discuss the power crisis. Salazar, exasperated by the daily power outages, demanded that ZAMCELCO pay up its overdue accounts to WMPC and resolve the crisis. She also brought the matter repeatedly to the attention of the DOE and the National Electrification Administration or NEA.

“The Department of Energy is here because the Secretary (Alfonso Cusi) assigned me to look into the power situation in Zamboanga. We were made aware already of the long standing issue that we have here, lalong lalo na sa mga power outages that we have 2 to 3 hours of outages per day.”

“We went around the city and talked to some people kung ano yun talagang nangyari, we talked to some members of the Regional Development Council and we talked to the good Mayor kung ano yun problema. When we reviewed the entire thing, nakikita natin na the one that is causing our problem that we have right now is the dispute between Investment Management Team (IMC) which recently came in to manage ZAMCELCO and one of the (power) supplier (WMPC),” Delola said.

He said the power problem in Zamboanga has worsened, adding, Cusi instructed him to find a solution to solve the power crisis in Zamboanga. He said a team of lawyers and engineers are also expected to arrive here soon to conduct an audit and report their findings.  

“Yun po ang gustong i-parating ng ating Secretary ng Department of Energy, the DOE will look into this one, we will find ways to finally settle, or finally find a solution to this problem na matagal na natin nai-experience na lumala lang ngayon. And hopefully we can help also the new IMC team to really rehabilitate and improve the services in Zamboanga,” Delola said.

“The Department of Energy will be back and we will conduct an audit. We will bring a team of lawyers and engineers that will review the situation that we have and withy what’s happening now the Department of Energy is stepping in to help address the issue and help find a solution to this problem,” he added. 

It was unknown whether former ZAMCELCO officials had knowledge of the overbilling or not, but many executives had been sacked the past years by NEA on corruption allegations, but none of them had been criminally charged.

With ZAMCELCO and WMPC locked in a legal battle, electric consumers and businesses here continue to suffer from power outages and poor utility services. ZAMCELCO also stopped buying electricity from WMPC and is now scouting for new power suppliers.

It also acquired more expensive diesel-powered generators to be able to supply Zamboanga’s power demand of at least 80 megawatts, but these are only being used during peak hours and the same problem remains the same.

Salazar said rotational power outages, which began in February, have already affected the local economy with many business establishments spending more on fuel to run their generators for hours on a daily basis. The lack of household electricity also put heavy burden on residents and many of them rely on ZAMCELCO for power supply because they cannot afford to buy their own generators.

Salazar has written a strongly-worded letter to ZAMCELCO and demanding it to pay WMPC and to restore normal electricity supply in Zamboanga. A copy of the April 1 letter addressed to lawyer Jomar Castillo was also posted on Salazar’s Facebook page and reads: “This has reference to the current power situation in our City. As you know, Zamboanga City plays a key role not only in trade and commerce, but in national security as well. Residents and businesses are complaining of longer and more frequent outages since February 4 that adversely affected our local economy prompting me to write this demand letter.”

“While we support the Investment Management Contract and laud your commitment to pump in P2.5 billion into ZAMCELCO, we can no longer tolerate the rotating blackouts. Whether there is legal basis to withhold payment to WMPC must be settled in the proper courts of law. In the meantime, our people cannot suffer further. We have been paying our monthly bills and we see no reason why we are made to suffer the consequences of the electric cooperative's refusal to pay WMPC. For Zamboanga City that is hub of trade and commerce and also hosts to the Western Mindanao Command, the stakes are too high if power outages will continue.”

Salazar also said electric consumers are demanding ZAMCELCO to provide them with better services. “We have been appealing many times to ZAMCELCO to the extent that the local government even held talks with representatives of ZAMCELCO and WMPC for them to settle their differences or legal problems because everybody is affected by this inadequate supply of electricity. We cannot go on like this and this problem must be resolved quickly,” Salazar said.

Aside from power outages, ZAMCELCO's irregular supply of electricity here resulted in low voltage most of the time and residents blamed the utility firm for damages on their appliances. And worst, ZAMCELCO and WMPC traded accusations in the media while electric consumers suffer from the rift. 

Since 2010, Zamboanga suffered from severe power curtailment – as much as 6 hours a day and at worst, 14 hours or more. And ZAMCELCO blamed the power crisis to El Niño weather phenomenon and the maintenance shutdown of hydro and coal-fired power plants in Mindanao.
ZAMCELCO could only wait for the construction of the 100-megawatt coal-fired power plant of Alsons Power Holdings which was originally set to begin operation in 2016 in the village of Talisayan.

But Alsons failed to start building its facility and cited many reasons for the long delay – from the failed Moro rebellion here in 2013 to the P900-million enhancement program it was demanding from ZAMCELCO as an assurance it could pay them for the stable supply of electricity.

Even today, Alsons has not started construction of its coal-fired power plant here and ZAMCELCO said it would not purchase electricity from Alsons or what it is called now the San Ramon Power, Inc. due to the current problems involving the two groups. (The Zamboanga Post)

'Batuta' ni Duterte

MULI NA naman nahaharap sa kontrobersyal ang Pangulong Rodrigo Duterte matapos nitong ipag-yabang ang kanya umanong “malaking ari” sa isang campaign rally sa Puerto Prinsesa City sa lalawigan ng Palawan kamakailan lamang.

Pinagpistahan naman ito ng mga international newspapers at news agencies, ngunit sa karamihan ng mga Pilipino ay isang kabastusan umano ang naging pahayag ni Duterte.

Sinabi pa ni Duterte na malimit itong maglakad ng nakahubad sa dormitoryo noong ito ay nag-aaral pa. “Sa totoo, ang lalaki is measured by his character. Pagwapo-gwapo ka diyan tapos paglabas ng titi, maliit pala. Pasalamat ako sa tatay ko. At least pinalabas niya ako sa buhay, highly equipped,” sambit pa ni Duterte.

Sa lahat ng mga naging Pangulo ng Pilipinas ay tanging si Duterte lamang ang “pinaka-bastos” - mula sa paghahalik sa mga kababaihan sa publiko, pagmumura sa Santo Papa at mga alagad ng Diyos, at gayun rin sa mga Presidente ng ibang bansa at opisyal ng United Nations, at ngayon ay tungkol naman sa kanyang ari ang naging paksa sa harap ng maraming tao, kabilang ang mga kababaihan - ayon sa mga kritiko ng Pangulo.

Subali’t kung tatanungin si Duterte ukol sa mga puna at paratang ng kabastusan sa kanya ay ipupukol naman nito sa “dilawan” o sa Liberal Party at ibang oposisyon ang mga bintang at sasabihing “black propaganda” lamang ito kontra sa kanya. Ilang beses na rin sinabi ni Duterte na ang nakikita at naririnig ng publiko sa kanya ay ang tunay nitong katauhan at hindi rin nito babaguhin ang mga puna laban sa kanya.

Sinabi rin nito kanyang sasabihin ang anumang naisin dahil siya ang Pangulo ng bansa.
Kaliwa’t-kanan rin ang banat nito sa “Otso Diretso” sa bawat campaign rally, ngunit pare-pareho lamang rin ang kanyang mga sinasabi tungkol sa mga kandidato nito sa Senado. Maging si senatorial candidate at abogadong si Chel Diokno ay tinira rin ni Duterte at tinawag pang “pangit.”

Ultimo gilagid at mga kilos at salita ni Diokno, na nag-silbing chairman ng Free Legal Assistance Group (FLAG) at founding dean ng Dela Salle, ay hindi pinalampas ni Duterte. “Eh, wala parang magsalita tsetse. Yung tatay niya, doon ako saludo. Pero ito? Kalaki pa ng gilagid mukha, 'yung, pangit,” wika pa ni Duterte. Ang ama ni Chel ay ang abogadong si Jose Diokno, na naging senador at Justice secretary noon at siyang founder ng FLAG na siyang nagbibigay ng free legal services sa mga maralitang walang kakayahang kumuha ng abogado.

Ipinag-yabang rin ni Duterte ang umano’y pagkakaroon ng maraming girlfriends at hinamon pa si Chel ng paramihan ng babae. “Ang sabihin niya…pangit ka rin. O! Sige, totoo ka? Harapan diyan sa Luneta, magdala ka. Ilan ang girlfriends mo? Sige kay dalhin ko 'yung akin. Yung pinaka-maraming girlfriend, yun ang gwapo,” ani Duterte.

Sa mga tagapag-tanggol ni Duterte, ilang beses rin nilang sinabi na dapat ay huwag seseryosohin ang lahat ng sinasabi ng Pangulo at kalimitan ay pawang mga pagbibiro lamang ito upang patawanin ang publiko. (Mindanao Examiner)

Troops comb Sulu’s jungles, islands in Sayyaf hunt


SULU – Government troops continue their assault on Abu Sayyaf lairs where security forces have been combing the hinterlands and islands in the southern province of Sulu.

Just recently, soldiers killed 2 pro-ISIS militants, but three infantrymen were also wounded in the clashes in Bangkal village in Patikul town.

The military said one of those killed, known only by his alias Barak Ingog, allegedly helped carry out a twin suicide attacks by an Indonesian couple on a Catholic church in the capital town of Jolo in January this year that killed and wounded dozens of people, mostly civilians and soldiers. The other slain militant, Nasser Sawadjaan, was a nephew of Abu Sayyaf leader Hajan Sawadajaan.

The military did not say whether soldiers recovered the bodies of the slain militants, although it reported that troops recovered an M16 rifle in the area. It said Ingog was one of the facilitators of the bombing of the Cathedral in Jolo town on January 27 this year while Sawadjaan was a nephew of Abu Sayyaf leader Hajan Sawadjaan.

There were no reports of civilian casualties, but Governor Toto Tan has deployed social workers and dispatched food aid since March to assist villagers who were affected by the military campaign. It was unknown whether the regional government had sent aid to Sulu, one of 5 provinces under the newly-created Bangsamoro Autonomous Region in Muslim Mindanao. (The Zamboanga Post)

Koronadal residents warned vs. rabies


KORONADAL CITY – The local government urged residents to vaccinate their pet dogs and cats and stay away from animals infected with rabies after a five-year old boy died from the virus.

Government veterinarian Dr. Charlemagne Calo said the whole of Koronadal is now under “Code Red” because of the boy’s death. She said the have intensified efforts to contain the disease and prevent new infections. Calo said the lone fatality was from Zone 3. No other details were available on the boy’s death.

He said the have conducted a series of vaccination against rabies for dogs and cats to stop the possible spread of the disease to adjacent communities. "There were already some confirmed cases of rabies in some of our neighboring municipalities so we're also monitoring that.

Aside from the door-to-door vaccination, we also vaccinate pet dogs and cats in our office at the city demonstration farm," Calo said.

He said Koronadal has over 13,500 pet dogs based on latest census and urged owners to make sure that their pets are vaccinated against rabies as well as monitor and take care of them properly. "Under the Rabies Act, the owners of unvaccinated pets that will bite humans will be responsible and cover all the costs for the treatment of the victims," he said. (Anna liza Cabrido)

Sub-standard products seized in Cebu, Bohol


CEBU CITY – The Department of Trade and Industry (DTI) said it has seized sub-standard products from construction materials to household appliances during a crackdown on business establishments in Cebu and Bohil that do not comply with the product standard laws.

DTI Regional Director Asteria Caberte said among those seized items were construction materials, household appliances, electrical and other consumer products that did not bear the Philippine Standard and Import Commodity Clearance marks.

Caberte said the confiscation was the result of intensified enforcement operation against erring establishments in the region that do not comply with the product standard laws. She did not identify the establishments and owners of the seized products. “The DTI encourages our manufacturers, importers, and distributors to sell only those critical products that passed quality and safety tests,” Caberte said.

She said they will continue the campaign against establishments that sell uncertified, inferior or substandard products. (John Rey Saavedra)

Mga sibilyan takot maiipit sa labanan sa North Cotabato


KIDAPAWAN CITY – Balot umano sa takot ang mga residente sa bayan ng Magpet sa North Cotabato province dahil sa sunod-sunod na sagupaan ng mga sundalo at rebeldeng komunista.

Nangangamba ang mga taga-Barangay Balite at Mahongkog na baka sila ang maipit sa sagupaan o kaya ay gawing hostage ng mga rebelde o mapagkamalang mga rebelde. Ito ay matapos na 3 sibilyan ang inulat na nawawala ng maipit sa labanan ng dalawang grupo.

Sinabi ni Barangay Balite Chairman Edgar Hantoc na takot na takot ang mga magsasaka na pumunta sa kanilang sakahan dahil sa mga sundalo at baka muling makasagupa doon at sila ay madamay. May mga impormasyon na nagagawi umano sa mga barangay ang grupo ng mga New People’s Army dahil sa presensya ng mga sundalo doon.

Hinihingian na rin ng mga identification cards ng militar ang mga residente sa nasabing mga barangay upang makasigurong hindi kalaban ang mga ito.

Kinumpirma naman ito ni Lt. Col. Rey Alvarado, commander ng 72nd Infantry Battalion. Ayon kay Alvarado, nagpapatrulya ang mga tropa sa naturang bayan dahil sa mga ulat na may mga rebelde sa mga barangay. Seguridad umano ng mga sibilyan ang pino-protektahan ng mga sundalo. (Cherry Mae Exim)
