7 cases filed in court since EODB passage

THE ANTI-Red Tape Authority (ARTA) on Friday said about seven cases have been filed before the Office of the Ombudsman and Civil Service Commission since the Ease of Doing Business law was passed in 2018.  

Out of the more than 9,000 complaints it accepted, the anti-red tape body said about 6,000 were issued "automatic approval" while 3,000 were tagged as "resolved".

It added that about 7,000 government agencies have also heeded to ARTA's directive to ease processing time as prescribed under the Citizens Charter.

"Bukod sa pag imbestiga at pag-aksyon sa mga kaso, ang ARTA din ay ang siyang tumutulong sa 'streamlining' ng mga proseso ng mga ahensya sa gobyerno. Makikita ito sa mga napakaraming proyektong isinulong ng ahensya nitong taon (Aside from acting on complaints, ARTA is the one helping government agencies streamline their processes. This is reflected in the projects initiated by the agency this year)," its statement read.

These initiatives include the launch of an online Business One-Stop-Shop for local government units, the streamlined processing of requirements for common towers, and the establishment of "Central Business Portal” for national agency permits.

It noted that the Philippines was able to jump 29 notches from 124th place in World Bank's Ease of Doing Business Global Ranking last year.

"Mula sa 124th place ay napunta na sa 95th place ang Pilipinas. Ito ay sa unang taon pa lamang ng RA 11032 or EODB Law at ng ARTA (From 124th place, the Philippines is now in 95th place. This is only the first year of RA 11032 or EODB Law and ARTA)," it said.

The EODB Law was signed into law in May 2018 and took effect in June 2019 following the directive of President Rodrigo Duterte to make reforms to ensure competitiveness and ease of doing business mandatory.

The law provides for government agencies to complete simple transactions within three days, seven days for complex transactions, and 20 days for highly technical transactions. (By Joyce Ann L. Rocamora)
