Ensure unhampered PhilHealth services, Marcos tells Herbosa

PRESIDENT FERDINAND R. Marcos Jr. on Tuesday directed Health Secretary Teodoro Herbosa to ensure that the services of the Philippine Health Insurance Corp. (PhilHealth) run without a hitch, even with zero government subsidy for 2025.

Herbosa, as head of the Department of Health (DOH), concurrently sits as ex-officio chairperson of the state insurance firm.

“Make sure that services of PhilHealth remain unhampered... (The zero subsidy for 2025) should not affect the delivery of healthcare services,” Marcos said during a meeting in MalacaƱang.

PhilHealth received zero subsidy for 2025 due to its reserve funds pegged at around PHP150 billion.

At the same time, the President doubled down on his administration's pledge to prioritize critical sectors like education, healthcare, and infrastructure in the 2025 budget, stressing that social services will remain a top priority.

Marcos also pushed for a shift in the DOH’s strategy-away from a “cure” mentality and toward a stronger emphasis on “prevention,” quoting the age-old wisdom of “an ounce of prevention is better than a pound of cure.”

Likewise, the President highlighted the urgent need to digitize DOH operations to improve efficiency and service delivery-part of his vision to modernize the country’s healthcare infrastructure. (Darryl John Esguerra)
