‘Deduplication’ of beneficiaries delayed 2nd SAP distribution

THE DISTRIBUTION of the second tranche of cash aid under the government’s social amelioration program (SAP) will be faster once the “deduplication” of beneficiaries is completed, Malacañang said on Monday.   

In a virtual presser, Presidential Spokesperson Harry Roque made this statement after disclosing that there was no change in the number of SAP beneficiaries since it started distribution last week.
Roque’s PowerPoint presentation showed that there were 1.3 million beneficiaries who received cash aid, the same number of beneficiaries last week.
He said the Department of Social Welfare and Development (DSWD) is currently working on validating the list of beneficiaries to ensure that it is free from duplicates.
“Well, inaayos lang po iyong issue ng duplication of beneficiaries. Iyan po ang nagpapatagal (Well, they are fixing the issue on the duplication of beneficiaries. That’s the cause of the delay in the distribution)” he said.
He, however, expressed confidence that beneficiaries will be able to receive their cash aid in two days since the government will now be using automated teller machines (ATM), debit cards, GCash and PayMaya.
“Dahil automated po ang paglipat ngayon ng mga pondo, it will take only two days. So kapag matapos na po itong proseso na tinatawag nilang deduplication, mapapabilis na po ang proseso (Because the distribution of funds is now automated, it will take only two days. When the process of deduplication is completed, the process will be faster),” he added.
However, the government may also distribute cash aid through the manual means for families with no bank accounts, smartphones, computers and internet connection.
Earlier, Roque said the military and police would help in the distribution of cash aid to low-income households which do not want the automated disbursement of emergency subsidies.
SAP, the national government’s PHP200-billion program, grants monthly emergency subsidy ranging from PHP5,000 to PHP8,000 to poor families affected by the coronavirus disease (Covid-19) for April and May.
Around PHP100 billion have already been released for the implementation of the first phase of SAP.
Some 17 million low-income households living in areas under enhanced community quarantine (ECQ) and modified ECQ are expected to receive the second wave of cash aid under SAP.
Roque said the release of payouts has already begun in Benguet, including Baguio City.
Cash aid would also be distributed in the National Capital Region; Central Luzon (except Aurora), and Calabarzon; provinces of Pangasinan, Albay, Cebu, and Iloilo; and cities of Bacolod, Zamboanga, and Davao. (By Azer Parrocha)
