Palace orders 2-year grace period to transfer RO’s to Pagadian City

 A TWO-year grace period was given to the remaining regional offices situated in Zamboanga City or wherever they are currently located to transfer in Pagadian City as per Office of the President Memorandum Circular (MC) No.78.  

The City Government of Pagadian headed by Mayor Samuel S. Co appealed the regional directors of all departments and agencies of the national Government in Region-IX to be compliant and responsible with the circular in a consultative meeting yesterday evening.
“I hope all the regional offices will follow the will of the President,” Co said.
As much as possible, Co wants all regional offices completely deployed in the Regional Government Center (RGC) within two years from the effectivity of the circular (June 25,2020) and reminds that any violation shall be dealt with in accordance with Civil Service laws, rules, and regulations.
Co also admitted that he was challenged in directing some offices to transfer in Pagadian City leaving him no choice but to lift the moratorium. “If that’s what they want, let’s play the game. I have no choice because I was being challenged."
As of now, twenty-eight (28) regional offices are fully transferred and eight (8) partially transferred. As per the construction of their offices in the regional center, twelve (12) were completely constructed, three (3) with ongoing construction and ten (10) agencies constructed their offices outside RGC.
The transfer of these agencies including the employees will be supervised by the National Economic and Development Authority (NEDA) with the Regional Development Council (RDC) to make sure transporting process would not take long.
“Pagadian will give free ride for employees, free hauling of things and transport of regional office to Pagadian. It is all our expense and make sure that we’ll not ask any centavos," Co added.
Meanwhile, the regional offices of the Department of Trade and Industry (DTI), Department of Labor and Employment (DOLE) and Department of Tourism (DOT) will remain in Zamboanga City considering the city is the commercial and industrial center of the region. Nevertheless the memorandum requires their presence in Pagadian City.
On or before 2022, the regional offices are expected to be fully operational in the RGC at Pagadian City. (By Jayson R. Aucensillo)
