MAYOR BENG Climaco signed into the ordinance on comprehensive anti-discrimination that protects and enhances the right of the people to human dignity, reduces social, economic and political inequalities, and removes cultural inequities.
In signing the ordinance, Climaco declared that it is, therefore,
imperative to address and end all forms of discrimination, “in so doing, the City
adheres to the basic principles of human rights, equality, equity, and equal
access to resources and to development as so declared under the Constitution.”
Ordinance 543 aims to curtail discrimination in all facets of life
in Zamboanga, be they persons with disability, senior citizens and the elderly,
children, youth, people living with Human Immunodeficiency Virus, women,
lesbians, gays, bisexuals, transgender, people with different religious beliefs
and affiliation and the indigenous peoples, among others.
Under the ordinance, Zamboanga strongly recognizes the fundamental
right of every human being regardless of race, color, civil and social status,
sex, sexual orientation, gender identity, gender expressions, language,
religion, national or social origin, culture and ethnicity, property, birth or
age, disability and health status, creed and ideological beliefs, and physical
appearance to be free from any form of discrimination.
Violators of the ordinance shall be fined with P5,000 or an
imprisonment of one year or both at the discretion of the court. In addition,
the offender shall be required to undergo a mandatory anti-discrimination
