NBI busts ‘online’ abortion ring in Cebu

THE NATIONAL Bureau of Investigation (NBI) has recently nabbed five operators of a Cebu City abortion clinic that offers services via social media.

NBI Officer-in-Charge Director Eric Distor said in a statement on Friday that criminal charges will be slapped against suspects Joey Guirigay, Francisca Rebamonte (Frank), Gloria Gabutin (Amay), Meryteissie Rural (Daday), and Amparo Gemarangan (Paring), who were all arrested on April 29, 2021.

Operatives of NBI-Central Eastern Visayas Regional Office (NBI-CEVRO) transacted with Guirigay, who is also facing rape complaints.

Guirigay uses Facebook account @Michelle Mayer and offers abortion services, ranging from PHP9,500 (a set of abortion pills) to PHP30,000 for suction abortion to be performed by an alleged licensed obstetrician-gynecologist in a private clinic.

The poseur-client agreed to meet the suspect on April 29 near Chong Hua Hospital I Fuente Osmeña. They were fetched by Rebamonte and taken to Gemarangan in Talisay City.

While waiting for Gemarangan to complete the preliminary interview with the poseur-client, Rebamonte asked for the payment of PHP30,000.

As soon as the marked bills were handed over, NBI-CEVRO operatives appeared.

Guirigay, who called Rebamonte for an update on the payment, was put on speaker phone.

He then instructed Rebamonte to get in touch with Gabutin and Rural who will facilitate the abortion in Barangay Labangon.

The NBI operatives proceeded to the site and arrested Gabutin and Rural outside a hotel.

“By the confluence of events, NBI-CEVRO concluded that all the five subjects had a prior agreement and considered to have conspired to commit the crime of intentional abortion,” the NBI statement read.

The five were presented for inquest proceedings before the Talisay City Prosecutor’s Office on Monday. (
