OUTBOUND TRAVELERS who have been fully vaccinated in the Philippines may now apply for an International Certificate of Vaccination (ICV) or "yellow card" for coronavirus disease 2019 (Covid-19) which is now available at the Bureau of Quarantine (BOQ) here.
Dr. Samuel Battung, quarantine officer at the Laoag International Airport, confirmed this in a phone interview Monday as he advised interested applicants to set an appointment and book online through this link: https://laoag-icv.boq.ph
The ICV which bears a unique Quick Response code is issued for international travelers especially for land-based and sea-based overseas Filipino workers (OFWs) that are required to present a vaccination certification to their country of destination.
“All appointments should be made online. When booking, make sure you have your vaccination card, passport, ID, and a certification from the local government unit that administered your vaccine,” Battung said.
As of the moment, the issuance of ICV at the BOQ in Laoag is exclusive for outbound travelers from Ilocos Norte only. A documentary fee of PHP300 plus an additional convenience fee of PHP70 is being collected from applicants which can be paid online or through the BOQ office upon pickup of the yellow card.
In an Aug. 5, 2021 advisory of the Department of Labor and Employment (DOLE) outlining the interim guidelines issued by the National Covid-19 Vaccination Center, outbound travelers, including OFWs, should bring to their countries of destination the government-issued proof of vaccination, if such is required.
The BOQ Medical Service is in charge of issuing the international vaccination certificate until the Certificate of Vaccination Record portal becomes fully operational, DOLE stated.
