TO FURTHER strengthen current measures to protect the customers from coronavirus disease 2019 (Covid-19) infections, the Cebu City government is requiring establishments to secure a protocol compliance certificate (PCC).
Acting Mayor Michael Rama said on Friday establishments operating in Cebu need to obtain the certification from the Emergency Operations Center (EOC), indicating the venue capacity before the pandemic and the allowable capacity based on the existing quarantine status.
On Thursday, Rama issued Executive Order (EO) 138 extending the enforcement of “Oplan “Puyo” (stay at home), in line with the extension of modified enhanced community quarantine (MECQ) status in the city until Sept. 7.
The new EO allowed vaccinated residents to go into indoor dining in restaurants and personal care services in spas and salons here.
The issuance of the PCC is in line with the current national policy on “safety seal” certification and will be issued by the mayor’s office, through the EOC, and in coordination with the barangays, he said.
Rama said the certification will serve as an evidentiary mechanism and will be distributed in a form of an official sticker that should be permanently displayed at the entrance of public establishments.
Apart from the allowable capacity per venue, the EO will also indicate the prohibitions of a particular establishment.
“The issuance of a PCC notwithstanding, the public establishment must at all times maintain the conditions for which the PCC was granted. Any violation shall result in the immediate revocation of the PCC, without prejudice to the closure of the said establishment,” the EO read.
Meanwhile, the acting mayor also ordered the extension of the liquor ban to avoid transmission of the virus in beer joints and restaurant-bars where customers could hardly observe physical distancing.
The new EO also prohibited non-essential retail trade and service establishments to operate during the continuance of the MECQ status.
He said ambulant vendors are not allowed to operate except in certain areas duly authorized or designated by the city through the “Gasa sa Gugma” Board but still subject to the existing city ordinances and policies. (John Rey Saavedra)
