MP Ampatuan files 10 bills in the second parliament

COTABATO CITY - Reappointed Member of the Parliament Engr. Baintan Adil-Ampatuan, has filed ten legislative measures in the second parliament, including bills that would constitute parliamentary districts, strengthen disaster risk reduction and management, and establish Cotabato City as the permanent seat of the regional government.

Among Ampatuan’s bills that were introduced on the first reading on Monday, September 26 are:
* Bangsamoro Permanent Seat Act of 2022;
* Bangsamoro Parliament’s Council Act of 2022;
* Bangsamoro Sanitation Act of 2022;
* Bangsamoro Volunteerism Act of 2022;
* establishing a Sub-District Engineering Office for the Special Geographic Area;
* Bangsamoro Parliamentary District Act of 2022;
* Bangsamoro Disaster Resilience Act of 2022;
* Bangsamoro Irrigation Coordinating Act of 2022;
* Hashim Salamat Municipality Act of 2022; and
* Halal Food Certification Act of 2022.

Ampatuan said that the legislative measures she has proposed are in support of the Government of the Day's priorities and in setting up the bureaucracy of the Bangsamoro Government.

Cotabato City, which is home to several key infrastructures that are vital, historic, and symbolic of the Bangsamoro struggle, was proposed in Parliament Bill No. 01 as the permanent seat of the regional government of the BARMM.

She explained that Cotabato City has served as the government center since the late 1970s.

Another proposed measure seeks to constitute parliamentary districts and ensure equitable representation in the Parliament.

Under the Bangsamoro Organic Law, one of the priorities of the BTA is the determination of the parliamentary districts for the first regular election of the MPs.

She also proposed establishing the Parliaments’ Council to strengthen cooperation and consultation between the executive and legislative branches of the Bangsamoro Government on planning and policy formulation.

She also filed a bill that will establish a sub-district engineering office for the Special Geographic Area to provide quality public infrastructure and maintenance services.

Considering the BARMM is a disaster-prone region, the Bangsamoro Disaster Resilience Act of 2022 seeks to strengthen disaster risk reduction and management.
 
To further address the irrigation gaps and work directly on the development of irrigation systems in the region, MP Ampatuan has also proposed the creation of an irrigation coordinating office.
 
The Bangsamoro Volunteerism Act of 2022 aims to provide a framework for volunteerism and to recognize and promote volunteerism as one of the tools for the development of vulnerable and disadvantaged communities in the region.
 
The Halal Food Certification Act of 2022 mandates all Muslim restaurants and food establishments within the region to acquire a halal food certification from the Bangsamoro government by the end of January of every current year.
 
With the resumption of face-to-face classes in the region, the Bangsamoro Sanitation Act of 2022 mandates the establishment of comfort rooms with efficient water and sanitary systems in every school.
 
Completing the 10 measures is the Hashim Salamat Municipality Act of 2022, which seeks to create a new municipality in BARMM, to be known as "Hashim Salamat Municipality," composed of 63 barangays from the six municipalities in Cotabato province, who voted in favor for BARMM during the plebiscite on February 6, 2019.
