PATIKUL, Sulu - Several youth organizations that took part in the last day of public consultation here in Patikul town lauded the inclusion of youth participation in the proposed Bangsamoro Local Governance Code.
Bensar Muin, founder of Youth Development for Patikul Association, along with representatives of other youth organizations, praised the Bangsamoro government for including the youth sector in the legislative process.They also support the anti-political dynasties provision in the proposed local governance code, which aims to give everyone in the Bangsamoro region with leadership potential an equal chance to participate.
Deputy Speaker Atty. Paisalin Tago has acknowledged the strong participation of the youth and women sectors on the proposed code.
"It shows that they are much more concerned with what is happening in their environment and want to protect the rights of the youth and women," said Atty. Tago.
Women and youth sectors, members of the academe, non-government organizations, and civil society organizations were among the active stakeholders who participated in the public consultation.
Member of the Parliament Don Mustapha Loong, meanwhile, recognized the importance not only of the position papers but also of the comments and opinions during the consultation.
He said that the participants' comments and suggestions will serve as the basis and foundation for improving the code at the committee level.
MP Tarhata Maglangit thanked the women's sector for participating in the event, assuring them that the proposed code is being carefully crafted to ensure women's participation and that the gender code will be reviewed afterward.
Charina Izuierdo-Isahac, founder of the women’s group Bansag Babai Inc., thanked the Parliament for "upholding women's and children’s rights" by incorporating the anti-violence against women and children’s desk and the Local Council for Protection of Children in the proposed code.
The Bangsamoro Parliament also received the support of the Coalition for Social Accountability and Transparency, which noted the strong role of civil society organizations in local and regional government and articulated this well in the proposed bill.
Meanwhile, Dr. Basil Jajurie, former regional health secretary and president of the University of the Philippines-Alumni Association of Sulu Chapter, expressed gratitude to the Parliament for enacting Bangsamoro Autonomy Act 28, which upgrades the Sulu Provincial Hospital into a level II health facility.
Said public consultation was also attended by Deputy Speakers Atty. Omar Yasser Sema, Abdulkarim Misuari, Atty. Nabil Tan, Benjamin Loong, and Deputy Floor Leader Atty. Jose Lorena.
The BTA Bill No. 30 provides clear direction between the local government units and the Bangsamoro government.
It is currently at the Committee on Local Government, chaired by Atty. Raissa Jajurie. All members of the committee and other members of the Parliament went to Basilan, Sulu, and Tawi-Tawi for the simultaneous public consultation on the proposed code.
