PH, Japan to boost cooperation on broadband infra, cybersecurity

MANILA - The governments of the Philippines and Japan have signed a memorandum of cooperation (MOC) to strengthen cooperation and development in the field of information and communications technology (ICT), notably to boost broadband infrastructure and cybersecurity.

In a statement on Wednesday, the Department of Information and Communications Technology (DICT) said the MOC, signed between the DICT and Japan’s Ministry of Internal Affairs and Communications (MIC) on Feb. 9, would allow for cooperation in the improvement of broadband infrastructure in the Philippines, the diversification of 5G suppliers and development of the 5G network, and the development of capacity-building programs for cybersecurity.

“Further, the MOC will strengthen the cooperation of the two countries for the smooth transition to Digital Terrestrial Television Broadcasting and for the utilization of the Emergency Warning Broadcasting System in the Philippines,” the DICT said.

It would reinforce previous areas of cooperation on digital transformation, big data and artificial intelligence, the Internet of things, and cultural relationships through broadcasting content.

Through the MOC, the two countries will work within five years in the formulation of joint ICT projects, exchanging professionals, delegations, and information on ICT policies, technologies, and regulations. “To promote areas of cooperation, liaison with other government agencies, industrial, academic, and professional organizations is also encouraged,” it said.

DICT Secretary Ivan John Uy welcomed the signing of the MOC and stronger ICT ties with Japan. “As a developing country, we are sure to gain valuable insights and support from Japan, especially in the field of ICT,” Uy said.

The signing of the MOC was witnessed by President Ferdinand R. Marcos Jr. during his five-day official working visit to Japan from Feb. 8 to 12.
