MAGUINDANAO DEL NORTE ― After hearing concerns over a proposed measure that would establish the Municipality of Nuling in Maguindanao del Norte, the Bangsamoro Parliament committed that BTA Bill No. 223 will be thoroughly scrutinized and addressed with an inclusive approach.
During the public consultation held on Saturday, October 14, residents and local leaders expressed differing opinions on the proposed municipality. Those in favor of the measure emphasized the potential benefits, such as improved local governance, greater access to essential services, and increased economic development opportunities.
Speaking on behalf of various civil society organizations in Sultan Kudarat, Imran Mohammad emphasized the strategic benefits of streamlining the number of barangays in each municipality, enabling local leaders to more efficiently implement programs for their constituents.
Mohammad also expressed anticipation for a fair and honest plebiscite to decide the fate of Nuling.
Many residents said that the creation of a new municipality would create new job opportunities and development in their respective towns, underscoring the potential benefits that could be unlocked. However, there were also concerns raised by those opposing the proposal. These concerns centered around potential administrative challenges, the allocation of resources, and the impact on the current political landscape in the region.
Some residents argued that they receive adequate assistance from their current local government and believe there is no need for the division of Sultan Kudarat.
BTA Bill No. 223, introduced by Member of Parliament Baileng Mantawil, seeks to establish a new independent municipality in Maguindanao del Norte. The proposed Municipality of Nuling will comprise a population of 38,589 residents and include the barangays of Alamada,Banatin, Bulibod, Damaniog, Ibotegen, Kabuntalan, Kapimpilan, Katamlangan, Katidtuan, Ladia, Maidapa, Matengen, Nalinan, Nara, Pigcalagan, Pinaring, and Raguisin, with its proposed seat of government in barangay Pinaring.
Mantawil outlined three main points for introducing the creation of a new municipality, such as promoting equitable distribution of resources, expediting development, and providing equal opportunities for all residents in the region.
According to Mantawil, Sultan Kudarat, as one of the largest municipalities in terms of land area in Maguindanao del Norte, faces significant challenges in governance, resource allocation, and service delivery, making it important to address these challenges for the development of the entire community.
Mantawil also clarified that she is a non-resident of Sultan Kudarat and holds no personal political interest in this matter. Her sole objective is to champion the cause of development and ensure that every constituent in the region has the opportunity to thrive.
Nuling will become a legal entity once a majority of its residents vote in favor of the city's incorporation in a plebiscite. Under the proposed measure, the BARMM Chief Minister will appoint a mayor, a vice mayor, and eight members of the Sangguniang Bayan to lead the municipal government of Nuling.
The Bangsamoro Government will also allocate monthly financial assistance for the administration and operation of the municipality of Nuling while waiting for their own revenue allotment. (LTAIS-Public Information, Publication, and Media Relations Division)
