Bangsamoro lawmaker proposes engineering district office in SGA

COTABATO CITY – Bangsamoro Parliament Member Jaafar Apollo Mikhail Matalam filed a measure that will establish a district office under the Ministry of Public Works (MPW) in Bangsamoro region’s Special Geographic Area (SGA) on July 16 afternoon.


According to Matalam, the creation of an engineering district office in SGA will bolster infrastructure development and enhance public service delivery within the area, addressing the issues of inaccessibility of services due to logistical constraints.

“The establishment of this district office marks a substantial stride toward accessibility and convenience for SGA residents,” Matalam noted, adding that they will now have “direct access to essential MPW services that have been, until now, less accessible due to logistical constraints.”

Emphasizing the importance of establishing said district office, Matalam highlighted the necessity for implementation of comprehensive road networks, urgent bridge repairs, and the strategic construction of government centers.

Under BTA Bill No. 317, the SGA MPW District Office will have jurisdiction over the newly created municipalities of Old Kaabakan, Kapalawan, Malidegao, Pahamudin, Tugunan, Ligawasan, Nabalawag, and Kadayangan.

Meanwhile, the district engineer and other office staff will be appointed by the Public Works Minister upon the bill’s enactment.

Funds for the establishment, operation, and maintenance of said engineering district office will be appropriated in the annual budget of the BARMM. Co-authors of the bill are MPs Hatimil Hassan, Hashemi Dilangalen, Susana Anayatin, Mudjib Abu, Don Mustapha Loong, Michael Midtimbang, Abdulaziz Amenoden, Nabil Tan, Mohammad Kelie Antao, Romeo Sema, Ali Solaiman, Tarhata Maglangit, and Rasul Ismael.
