DIPOLOG CITY, Zamboanga del Norte - The Philippine Health Insurance Corporation (PhilHealth) officially launched the Guaranteed and Accessible Medications for Outpatient Treatment (GAMOT) program in Zamboanga del Norte today, May 28, 2026. The ceremonial launch, held at the Zamboanga del Norte Medical Center (ZNMC), establishes a provincial system where eligible members and their dependents can access up to Php 20,000 worth of free essential medicines annually.
The provincial rollout is a core component of the PhilHealth Yaman ng Kalusugan Program (YAKAP), which aims to shift the national healthcare system from reactively treating illness to proactive wellness. By providing free prescriptions for both chronic and acute conditions, the initiative ensures that residents can sustain long-term treatment without the financial barrier of high medication costs.
“Ang paglulunsad ng PhilHealth GAMOT dito sa Zamboanga del Norte-na kauna-unahan sa buong lalawigan-ay isang matibay na patunay na ang de-kalidad na pangangalagang pangkalusugan ay hindi na lamang isang pangarap,” stated Paolo Johann C. Perez, Regional Vice President of PhilHealth Regional Office IX. “Sa pamamagitan ng programang ito, ang mga pangunahing gamot ay hindi na magiging tinik sa inyong mga pangarap; ang mga ito ay mas abot-kaya na ngayon, mas madaling makuha, at libre para sa mga higit na nangangailangan”.
In Zamboanga del Norte, the program is supported by a robust network of 43 accredited PhilHealth GAMOT facilities as of April 13, 2026. This geographically dispersed network includes government hospitals, rural health units, and private pharmacies, ensuring that residents in both urban centers and underserved rural communities have a reliable source for medical needs.
Under the GAMOT framework, beneficiaries can access a total of 75 covered medicines. This includes 21 essential drugs available directly at YAKAP clinics and 54 maintenance and acute medications dispensed through accredited partner pharmacies. To avail of these benefits, members must first visit an accredited YAKAP facility for a “First Patient Encounter” (FPE) and clinical consultation.
“Dahil sa PhilHealth, naniniwala kami: walang pamilya ang dapat maghirap nang dahil lamang may nagkasakit,” Perez added during the ceremony.
The program utilizes a fully digital platform to streamline service delivery and ensure accuracy. Doctors at accredited clinics use the GAMOT Web Application to generate electronic prescriptions, which are then instantly accessible by partner pharmacies for faster processing. To secure member records and prevent fraud, the system is supported by the PhilHealth Check Utility (PCU), an online tool that uses facial recognition and biometrics to verify a member's identity and perform “liveness checks” before services are rendered.
The expansion comes as PhilHealth’s available funds for health benefits have significantly increased, reaching a projected P320 billion in 2026. This financial capacity allows the corporation to strengthen partnerships with both government and private healthcare providers in Region IX, ensuring a steady supply of medications for chronic ailments such as diabetes and hypertension.
Residents of Zamboanga del Norte are encouraged to select and register with their preferred YAKAP clinic through several convenient channels, including the e-Gov PH Super App, the PhilHealth Member Portal, or via onsite assistance at any PhilHealth Local Health Insurance Office (LHIO). (PR)
