PhilHealth Launches GAMOT in Zamboanga Sibugay, Offering ₱20,000 in Annual Free Medicines

IPIL, Zamboanga Sibugay - The Philippine Health Insurance Corporation (PhilHealth) officially launched the Guaranteed and Accessible Medications for Outpatient Treatment (GAMOT) program in Zamboanga Sibugay today, June 4, 2026. The landmark rollout at the Dr. George Tocao Hofer Medical Center establishes a provincial system where eligible members and their dependents can access up to ₱20,000 worth of free essential medicines annually.

The launch marks a monumental milestone in the provincial implementation of Universal Health Care, designed specifically to eliminate the financial burden on families managing chronic and acute illnesses. By providing free prescriptions, the GAMOT initiative shifts the focus of the national healthcare system from reactively treating sickness to promoting proactive wellness through primary care.

“Today, we are breaking down one of the most persistent barriers to healthcare access-the burden of out-of-pocket expenses for essential medicines,” stated Paolo Johann C. Perez, Regional Vice President of PhilHealth Regional Office IX, during the ceremony. “For too long, many of our countrymen have faced the painful dilemma of choosing between putting food on the table or buying the medicines they need to get well. True financial risk protection means that no Filipino should be driven into poverty by the cost of sickness”.

To date, Zamboanga Sibugay has established a robust network of 20 accredited PhilHealth GAMOT facilities. This geographically dispersed network ensures that residents in both urban centers and rural municipalities have reliable access to medications.

Under the GAMOT framework, beneficiaries can access 75 therapeutic categories of medicine. This includes 21 essential drugs available directly at accredited Yaman ng Kalusugan Program (YAKAP) clinics-such as maintenance medications for diabetes and hypertension-and an additional 54 medications dispensed through PhilHealth-accredited partner pharmacies. To avail of these benefits, members must first visit an accredited YAKAP facility for a “First Patient Encounter” (FPE) and clinical consultation.

The program utilizes a fully digital platform to streamline service delivery and ensure quality assurance. Doctors at accredited clinics use the GAMOT Web Application to generate electronic prescriptions, which are then instantly accessible to partner pharmacies for faster processing. To secure member records and prevent fraud, the system is supported by the PhilHealth Check Utility (PCU), an online tool that uses facial recognition and biometrics to verify a member's identity before services are rendered.

The expansion of medical assistance is supported by a significant increase in PhilHealth’s available funds, which reached a projected ₱320 billion in 2026. This financial growth allows the corporation to strengthen partnerships with both government and private healthcare providers in Region IX, ensuring a steady supply of medications for chronic ailments such as diabetes and hypertension.

“Your willingness to integrate, to upgrade your capabilities, and to embrace this program ensures that these life-saving medicines actually reach the hands of the Sibugaynons who need them most,” Perez added, addressing local healthcare partners and government units.

Residents of Zamboanga Sibugay are encouraged to register with their preferred YAKAP clinic to activate their eligibility for GAMOT benefits. Registration can be completed through the e‑Gov PH Super App, the PhilHealth Member Portal, or via onsite assistance at any PhilHealth Local Health Insurance Office (LHIO). (PR)
