CEBU CITY – Authorities have arrested a 49-year old South Korean national here for allegedly hacking into the international gateway facilities of Globe Telecom.
He quickly posted bail for his temporary liberty, police said. Police said Jin Sung Kim, who owns a restaurant in Cebu City, was reportedly engaged in illegal international simple resale (ISR) activities.
Police Officer 1 Glenn Patrick Mendoza said Kim was charged for violating Section 33 of Republic Act No. 8792, or the E-Commerce Law and R.A. 8383, or the Access Device Regulation Act of 1998, together with his Filipino business partner who is still at large.
Globe Telecom said ISR refers to the unauthorized routing and completing of international long distance calls using lines, cables, antennae, and/or air wave frequency, and connecting these calls directly to the local or domestic exchange facilities of the country where destined.
Operators of ISR often lease dedicated lines to make direct calls abroad and use the facilities to sell international call minutes to consumers at a much lower price.
Globe Telecom said the rampant practice of ISR is robbing off the network of revenues, which are supposed to subsidize a capital extensive local exchange network that allows landline users to enjoy competitive monthly charges. (Luel Galarpe)
