Be warned! Zambo mayor vows justice for abused women, children

ZAMBOANGA MAYOR Beng Climaco renewed her vow to enforce the law to the fullest against any person who abuses women and children and at the same time strengthen programs to protect them from maltreatment and exploitation.

During her recent 5th State of the Children Report, Climaco underscored the importance of “Recognizing, Reporting, Recording and Referral” or 4Rs in addressing critical factors that contributed to the prevalence of violence against women and children in Zamboanga City. 

The mayor stressed that the 4Rs ensure a speedy disposition and handling of case management. “It enables a more responsive program by strategizing among networks and linkages among offices concerned,” she said, adding the 4Rs is one of major programs that will help intensify local government actions in addressing violence against women and children. 

Climaco also reported that the local government’s expanded program on immunization, maternal and child health care, including new-born screening, family planning and even adolescent reproductive health are being intensified to address the rising teenage pregnancy rate in the city amid the Covid-19 pandemic. 

While children and young people are at home due to quarantine restrictions, the mayor lamented that there has been an increase in reported cases of sexual and physical abuse among children. Thus, the women and children section unit of the Zamboanga City Medical Center continuously provide programs on cases involving violence against women and children, providing acute medical treatment, surgical treatment, monitoring of cases and follow-ups, and other relevant interventions, according to Climaco, a strong advocate for women’s and children’s rights and protection. 

Climaco reminded abusive persons of the Republic Act 9262 or the Anti-Violence against Women and their Children of 2004. “We will not tolerate abuses against women or children and we will apply the law to the fullest against all violators of RA 9262,” she said. 

Under Republic Act, the concept of violence against women and children includes not just physical violence, but also sexual violence, psychological violence, and economic abuse, including threats of such acts, battery, assault, coercion, harassment, or arbitrary deprivation of liberty. 

The law penalizes any act or a series of acts “committed by any person against a woman who is his wife, former wife, or against a woman with whom the person has or had a sexual or dating relationship, or with whom he has a common child, or against her child whether legitimate or illegitimate, within or without the family abode.” (Zamboanga Post)
