COTABATO CITY ― A measure that seeks to strengthen public-private partnership (PPP) in the Bangsamoro region has advanced to its first reading in the plenary.
Member of Parliament Jaafar Apollo Mikhail Matalam, the principal author of PB No. 243, has emphasized the importance of the private sector as the driving force behind trade, commerce, and industry in the Bangsamoro region.
Acknowledging
the contributions of the private sector to economic development, Matalam
stressed the necessity of PPPs in delivering various services to the region.
He said
that such partnerships are instrumental in ensuring these services are not only
more accessible but also of higher quality, affordability, and timeliness. He
further emphasized the PPP’s potential to foster inclusive growth within the
Bangsamoro region.
Citing
global success stories, MP Matalam referenced how other locales and regions
worldwide have harnessed the power of PPPs to provide improved, cost-effective,
and timely services to their communities.
He
reiterated that the proposed framework in the bill is more than just the
establishment of partnerships; it also encompasses a comprehensive regulatory,
economic, legal, and logistical structure.
Under PB
No. 243, the BARMM government, through suitable and feasible PPP modes, will be
empowered to undertake various developmental projects. These projects may cover
areas such as energy and power, renewable energy, waste-to-energy initiatives,
roads, bridges, highways, and more.
Once the
bill is enacted into law, the BARMM will proceed to identify specific priority
developmental projects that will be implemented through various PPP modalities.
