Lawmakers ensure equal representation for BARMM Special Geographic Area

MIDSAYAP  - The Bangsamoro Parliament has reassured the eight newly formed municipalities in the BARMM Special Geographic Area (SGA) that they will have a substantial voice in the governance of the region come the 2025 regular parliament.

During a public consultation with the BARMM SGA stakeholders, Committee on Rules Vice Chair Atty. Raisa Jajurie addressed concerns regarding the representation of the eight municipalities in the 80-seat Bangsamoro Parliament.

Jajurie emphasized the Parliament's commitment to thoroughly deliberating the matter in plenary, taking into account the sentiments of the people.

The Parliament Bill No. 267 proposes to have a single parliament district in the BARMM SGA, comprising the municipalities of Kadayangan, Kapalawan, Ligawasan, Malidegao, Nabalawag, Old Kaabakan, Pahamuddin, and Tugunan, with a combined population of 215,433.

While some stakeholders supported PB No. 267, which advocated for a single parliamentary district, others favored creating two districts.

Their rationale was based on population density across the eight municipalities in the SGA.

They said that this will allow more leaders to participate, promote a fair distribution of resources, provide assistance for farmers and fisherfolks, and support the youth and women’s sectors.

The Alliance of Sangguniang Kabataan-SGA proposed a transparent and inclusive process that would involve active participation from various stakeholders, including youth organizations and the Sangguniang Kabataan.

They emphasized the need for such a procedure to ensure that district boundaries are equitable and indicative of the SGA's diverse population.

In August 2023, the Parliament approved eight measures that created the said municipalities, allowing them to have their own local government unit and elect their own officials who will facilitate the delivery of basic services from the government.

PB No. 267 seeks to establish 32 single parliamentary districts in the BARMM, including four each in Maguindanao del Norte and Sur, eight in Lanao del Sur, two in Cotabato City, three in Basilan, seven in Sulu, three in Tawi-Tawi, and one in the Special Geographic Area.
