The bill introduces a climate risk assessment framework defined as a systematic process to identify and analyze potential hazards and evaluate the vulnerabilities of exposed people, property, services, livelihoods, and the environment.
The proposed measure aims to mitigate risks associated with both natural and man-made calamities.
Member of Parliament Amilbahar Mawallil, one of the principal authors of PB No. 297, emphasized the need for integrating risk reduction strategies into the planning and budgeting of government projects to ensure the safety and sustainability of the Bangsamoro communities.
Under PB No. 297, any proposed development project in BARMM must undergo a comprehensive risk assessment before receiving approval. The assessment will identify potential hazards, evaluate the project area’s vulnerability, analyze the impacts of these hazards, and assess the project’s resilience.
The Bangsamoro Disaster Risk Reduction and Management Council will provide expert insights into disaster risk reduction strategies and management practices.
The bill also proposes to establish a Regional Information Management System for Disaster Resilience, which will serve as a database for disaster risk reduction and climate change data. It includes geographic information on geo-hazard assessments and climate risks, facilitating informed decision-making and planning.
The principal authors of the bill are MPs Amilbahar Mawallil, Atty. Rasol Mitmug Jr., Dr. Hashemi Dilangalen, and Hamid Malik.
