The proposed measure seeks to establish and maintain emergency runway infrastructure across all provinces in the Bangsamoro Autonomous Region.
These runways will support flight operations dedicated to reinforcing humanitarian and emergency responses.
The infrastructure aims to improve accessibility for quick response operations, particularly in distant and disaster-affected areas, by making it easier to provide humanitarian aid, emergency assistance, and transfer necessary personnel.
The Ministry of Transportation and Communications (MOTC), in collaboration with the Bangsamoro Planning and Development Authority (BPDA) and constituent local government units, will formulate plans for the establishment of emergency runways.
“By investing in emergency runway infrastructure, we are equipping ourselves with the necessary tools to better respond to disasters and humanitarian emergencies, ultimately saving lives and mitigating the impacts of crises,” said Member of Parliament Amilbahar Mawallil.
Should the bill be enacted, emergency runways will be strategically positioned across BARMM provinces, ensuring accessibility in the face of various types of disasters. These runways will be equipped with essential facilities for the efficient loading and unloading of both supplies and personnel.
The infrastructure will be designed to accommodate various types of aircraft and withstand recurring natural hazards.
The Bangsamoro Airport Authority (BAA), under the MOTC, will manage, maintain, supervise, and operate the emergency runways.
The principal authors of the bill are MPs Mawallil, Atty. Rasol Mitmug Jr., Dr. Hashemi Dilangalen, and Hamid Malik, while MPs Atty. Laisa Alamia, Atty. Suharto Ambolodto, Engr.
