Duterte distributes land titles in Maguindanao

MAGUINDANAO – President Rodrigo Duterte led the distribution of Certificate of Land Ownership Award (CLOA) to agrarian reform beneficiaries (ARBs) in Buluan town in Maguindanao province.

Duterte on Monday awarded a total of 834 land titles to 780 farmers from 17 municipalities - Ampatuan, Buluan, Datu Abdullah Sangki, Datu Anggal Midtimbang, Datu Odin Sinsuat, Datu Paglas, Datu Saudi Ampatuan, Guindulungan, Kabuntalan, Mamasapano, Mangudadatu, Rajah Buayan, Sultan Kudarat, Sultan sa Barongis, Talayan, Talitay, and Upi.

“Kung ano man ang makuha mo sa gobyerno na lupa , hawakan mo 'yan, pwede mong ipasa 'yan sa pamilya mo. I always tell everybody, military, police, lahat, even the cabinet na tayo po ay hindi magkakaroon ng kapayapaan hanggang walang resolusyon yung  mga kapatid natin nag-rebelde na mabigyan ng lupa. Hindi natin yan madadala sa patayan, mauubos lang sa walang kakwenta-kwentang bagay,” he told the farmers.

Duterte said that he will dedicate his remaining three years in office in achieving a long and lasting peace in Mindanao. He instructed Department of Agrarian Reform (DAR) Secretary John Castriciones, who was present in the event, to give all the government’s lands to the people. “Ibigay mo na lahat yan sa panahon ko, pati bukid ibigay mo na para mataniman,” he said.

Regional Secretary Dayang Carlsum-Jumaide of DAR-Autonomous Region in Muslim Mindanao (ARMM) underscored the objectives of Monday’s event. “Mandato po ng DAR-ARMM ang pagpapatupad ng Comprehensive Agrarian Reform Program upang maipamahagi ang mga lupang sakahan sa mga magsasaka at tulungan silang umunlad at magkaroon ng maayos na pamumuhay,” she said.

She also mentioned the positive impact of the incoming Bangsamoro government to ARBs. “Panatag po ang kalooban namin sa pagsalubong natin sa Bangsamoro autonomous regional government na hindi mapapabayaan ang ating mga agrarian reform beneficiaries, bagkus bubuti pa lalo ang kalidad ng kanilang buhay na nagnanais ng pangmatagalang pangkapayapaan at kaunlaran,” she said.

For his part, ARMM Regional Governor Mujiv Hataman said: “Sa puntong ito, anumang araw ngayon ay lilisan na ang ARMM. Masaya akong bababa sa ARMM, dahil alam ko, marami tayong pinagsamahan at marami tayong nagawa. Isang halimbawa na lamang po ang araw na ito. Kahit papaano, ang ating mga magsasaka dito sa Maguindanao ay nakikinabang din sa mga titulo ng lupa na kanilang pag-aari na habambuhay."

He also thanked the President for supporting the regional government.  “Kung anuman ang natamasa niyo at kung anuman ang tagumpay ng ARMM, kung meron man kayong nararamdaman na pagbabago, hindi po mangyayari yun kung hindi tayo tinulungan ng pambansang pamahalaan. Sa ating Pangulo, nais ko pong personal na ipa-abot ang aking taus-pusong pasasalamat sa inyong suporta sa ARMM,” he said.

Wilson Balena, a Teduray from Upi and one of the beneficiaries, was emotional in thanking the regional government and the President for fulfilling his dream to have his own land. “Napakahalaga po kasi ng lupa para sa amin. Ito ay katumbas ng aming buhay at magdadala ng kinabukasan ng aming mga anak. Instrumento po ito ng kapayapaan at kaunlaran sa amin. Pagbubungkal ng lupa ang aming ikinabubuhay pero ni minsan hindi po kami nagkaroon ng lupang matatawag naming sa amin. Ngayon lang po, ngayon lang,” he said.

The CLOAs covered a total area of 1,740.3 hectares. To date, DAR-ARMM has already transferred a total area of 224,708.73 hectares to 67,801 farmers all over the region. Sixty percent of these are in the province of Maguindanao. (Bureau of Public Information)

Youth empowerment through Bangsamoro Youth Development Agenda

COTABATO CITY – The Office of the Bangsamoro Youth Affairs (OBYA) of the Autonomous Region in Muslim Mindanao (ARMM) has completed the very first document that identifies key issues and problems affecting the youth sector and it offers recommendations on how to resolve those challenges.

“We are happy and proud to share to you the very first Bangsamoro Youth Development Agenda (BYDA). We hope that this would inspire others to engage and participate more in contributing to the development of the region,” said Nizam Pabil, who was appointed Executive Director of OBYA in 2018.

Pabil said he and his team have painstakingly worked one whole year in order to achieve a milestone in addressing the region’s youth development issues and others concerns. The document also aims at articulating the ARMM’s development goals, which guided regional government offices, nongovernmental entities, and other key players on youth development these past years.

Previously, several activities and documentations were conducted by the youth agency, such as provincial youth summits, research and interviews, and various consultations. From these activities, OBYA was able to gather all relevant data and transform them into a Bangsamoro youth development roadmap.

The youth occupies a special place in the social environment and through the years, the role of the youth has evolved significantly with its active participation in nation-building becoming indispensable. OBYA was specifically created to plan, prepare, and implement development programs that will address the concerns of the ARMM’s youth sector.

It has been using relevant references to serve as guide in performing its functions and that includes the National Youth Development Plan and the Mindanao Youth Development Agenda. However, it realizes that there should be more avenues provided for the youth, especially in ARMM, to voice out their concerns and interests.

As the region welcomes the new Bangsamoro government, Pabil has high hopes that “the government will continue to support the Bangsamoro youth and that the BYDA will help guide our new leaders and other stakeholders in their pursuit to continue a youth-empowered Bangsamoro”.

Victims of Jolo cathedral bombings get aid from ARMM

ZAMBOANGA CITY - Governor Mujiv Hataman of the Autonomous Region in Muslim Mindanao (ARMM)  visited 36 of the dozens of wounded victims of the twin bombings of Sulu's Our Lady of Mount Carmel Cathedral to provide both moral support and cash assistance of P20,000 for their medical needs.
 
The survivors, who were transferred here, are undergoing treatment at the Zamboanga City Medical Hospital. DSWD ARMM Secretary Laisa Alamia said their staffs in Sulu are also ready to assist the victims and their families. 
 
According to the ARMM HEART (Humanitarian Emergency Action and Response Team), the regional government released some of P320,000 in cash and distributed the money to the victims in the hospital.
 
A total of P400,000 was earmarked as initial assistance for the people affected by the bombings, and will be distributed equally among the blast survivors and the families of the people killed by the attacks. And cash assistance of P500,000 will also be given to the parish for the renovation or repair of the cathedral.
 
While military operations against the Abu Sayyaf continue in Sulu, villagers from Latih and Bungkaong  in Patikul town were also assisted by DSWD ARMM by distributing relief goods to those who fled their homes, according to Alamia. 
 
"So far, the DSWD ARMM has monitored around 62 families displaced, from Barangay Bungkaong and other barangays to Barangay Latih in Patikul.  DSWD ARMM in Sulu started distributing relief goods to the IDPs or internally displaced persons. The number of IDPs is expected to increase in the coming days. The DSWD ARMM will continue to provide assistance to the IDPs until they can safely return to their homes," she said. (Bureau of Public Information)




Hataman, Murad and Galvez meet for smooth Bangsamoro transition

COTABATO CITY – Governor Mujiv Hataman, of the Muslim autonomous region met with Moro Islamic Liberation Front chieftain Murad Ebrahim, and Presidential peace adviser Carlito Galvez have assured a smooth transition of the ARMM to the new Bangsamoro Autonomous Region in Muslim Mindanao following the ratification of the law that created the new regional government.
 
Hataman said he hopes for an autonomy that makes full use of good governance to make a positive impact on the lives of the region’s constituents. “We must put a premium on the welfare of our people and ensure open and transparent governance if we are to build a lasting peace that benefits all,” he said.
 
The trio recently met and discussed important matters ahead of the formal transition. Hataman also highlighted the importance of the meeting and said: "It was a fruitful meeting, we discussed substantial steps on how to go about the transition from ARMM to BARMM’s Bangsamoro Transition Authority.”
 
The meeting, he said, ensured the next steps of a historic transition, where the new autonomous political entity BARMM will replace the 29-year-old ARMM. The change ensures that the region will be more autonomous in nature as well as fiscally independent, all changes which will benefit the people.
 
Currently, the ARMM has its own unitary government, the BARMM will be parliamentary-democratic and this gives it the power to enact their own laws, which will hugely benefit the people. And while the ARMM depended on approval from Congress for the region’s budget, the new autonomous government will have a budget automatically allocated from the annual block grant, amounting to 5% of the net national internal revenue.
 
Through this historic meeting, Hataman, Murad, and Galvez are facilitating matters so that the transition from ARMM to BARMM can be a conducive and productive one. (Bureau of Public Information)

Zambo mosque attacked, 2 missionaries killed

ZAMBOANGA CITY – Two unidentified men attacked a local mosque, exploding a fragmentation grenade before dawn Wednesday that killed 2 Islamic missionaries or Tablighi Jamaat in Zamboanga City in southern Philippines.

Five other missionaries were wounded in the attack on Kamalhaldikan Mosque. At least 11 people were sleeping at the mosque when the attack occurred, killing Sattal Bato, 47, and Rex Habil, 46.

No individual or group claimed responsibility for the desecration of the mosque, but the attack drew condemnation from Muslim groups and local leaders.

The attack occurred 3 days after a pair of ISIS bombers blew themselves up at the Our Lady of Mount Carmel Cathedral in Jolo town in Sulu province that left dozens of casualties. It was not immediately known whether the attack was connected to the suicide bombings or perpetrated by rival groups.

Mayor Beng Climaco condemned the attack on the mosque and called for sobriety and vigilance. Climaco ordered the police to conduct a thorough investigation of the incident, calling it a “dastardly act,” as she allayed fears the attack is a consequence of a tension between Muslims and Christians.

“We call on the people to remain sober but vigilant and let us not allow terrorists to divide the good relationship between Muslims and Christians because we remain united, practice tolerance and live together in peace,” she said.

Governor Mujiv Hataman, of the Muslim autonomous region, and the influential Ulama Council of Zamboanga Peninsula, also strongly condemned the attack. Hataman confirmed that 2 missionaries were killed and 5 others wounded in the attack.

“There is no redeeming such blasphemous murder. It is the highest form of cowardice and obscenity to attack people who are at prayer. We call on the authorities to act with alacrity and thoroughness as they investigate this latest attack, and identify and prosecute the perpetrators to the fullest extent of the law,” said Hataman.

“The goal of terrorism is to sow fear and confusion. We should not allow this to happen. We call on all people of faith - whatever their chosen faith is - to come together in prayer for peace. We must stand united against the terrorists who would divide us and, thus, destroy all that we are working to build and establish in our communities,” he added.

Muslim scholars, in a strong worded statement, called the attack on the mosque and the killings of the missioanaries, as “devilish, irrational and inhumane act.”

“The Ulama Council of Zamboanga Peninsula strongly condemns this devilish, irrational and inhumane act. We call upon the ZamboangueƱos to be calm, yet vigilant with current bombing incident in Masjid. We share the grief of the families who lost their loved ones and sincerely extend our condolences to them in the most comforting manner that a human being may,” it said. (Mindanao Examiner)
