Sulu utilities told to improve services


SULU - Governor Toto Tan met with representatives of Sulu Electric Cooperative (SULECO), National Power Corporation (NPC) and Local Water Utilities Administration (LWUA) to discuss about problems affecting the supply of water and electricity in the southern Sulu province.

Tan pressed hard on the representatives of the agencies to be truthful about the whole situation so that the Provincial Government can help the utility firms in order to alleviate people's sufferings as a direct consequence of the problems.

Residents have sought the help of the Provincial Government because of the lack of water and electricity supply in many areas in Sulu. Officials of SULECO, NPC and LWUA said they will submit reports to Tan, who also volunteered to “knock on the doors of concerned national agencies in order to solve these problems of water and electricity.”

Tan, who was elected vice governor in the May 13 midterm polls, is set to step down on June 30 to formally assume his new position. His philanthropic father, Dr. Sakur Tan, is the new governor-elect. (The Zamboanga Post)

Sulu, Zamboanga condemn Sri Lanka bombings

ZAMBOANGA CITY – Sulu Governor Toto Tan on Monday joined a worldwide condemnation of the series of deadly suicide attacks on churches and hotel in Sri Lanka over the weekend.

At least 290 people were killed in the coordinated attacks on Easter Sunday in various areas in the largely Buddhist island country in South Asia.

Tan, whose province in southern Philippines was also targeted by ISIS suicide bombers in January that killed over a dozen people, branded the Sri Lanka attacks as “terroristic carnage” and called for sobriety.

“Let sobriety prevail in these troubled and trying times. Let not emotions fuel the embers of religious divide,” he said.

“We join the rest of humanity in condemning in the strongest of terms the Easter Sunday terroristic carnage in Sri Lanka. We do feel the anger and the sufferings of such dastardly acts as we are still reeling from the January 27, 2019 blasts in Jolo Cathedral when the lives of 20 peaceful churchgoing fellow Tausug were sacrificed while attending Sunday Mass,” he added.

Tan said he and the people of Sulu “join the global call to reveal the perpetrators of these condemnable acts and let justice prevail.”

The governor's father, Sakur Tan, a well-respected political leader and philanthropist, also condemned the bombings and said: “There are no words extreme enough to condemn these latest acts of terrorism. We dread to entertain thoughts that the incidences aforementioned, are meant to drive a wedge between peoples of diverse faiths. We condole with the bereaved families and the people and government of Sri Lanka. Let us stand united against any form of violence and acts of terror,” he said.

ISIS or the Islamic State in Iraq and Syria, claimed responsibility for the deadly twin cathedral blasts in Jolo town and was carried out by a pair of suspected Indonesian couple.

ISIS, in a statement released by its Amaq News Agency, said the first bomber detonated an explosive belt, while the second attacker blew himself up outside the Our Lady of Mount Carmel Cathedral over the weekend and killing and wounding dozens of people, including soldiers deployed in the area.

In Zamboanga City, Mayor Maria Isabelle Climaco Salazar also condemned the suicide attacks in Sri Lanka and ordered policemen and soldiers to tighten their security in places of worships here. “We condemned the Sri Lanka bombings and our sympathy goes out to the families of those who perished in the carnage,” she told The Zamboanga Post by phone. 2 Sayyafs slain, 3 soldiers wounded in Sulu clash

ZAMBOANGA CITY – Two Abu Sayyaf fighters were killed and 3 soldiers wounded in a clash in the southern Philippine province of Sulu where security forces are battling pro-ISIS militants since last month, officials said Tuesday.

Officials said one of those killed, known only by his alias Barak Ingog, allegedly helped carry out a twin suicide attacks by an Indonesian couple on a Catholic church in the capital town of Jolo in January this year that killed and wounded dozens of people, mostly civilians and soldiers.

The other slain militant, Nasser Sawadjaan, was a nephew of Abu Sayyaf leader Hajan Sawadajaan. Both of them were killed in a firefight Monday afternoon in the village of Bangkal in Patikul town.

Officials said the fighting lasted 40 minutes, but the military did not say whether soldiers recovered the bodies of the slain militants, although it reported that troops recovered an M16 rifle in the area.

“Firefight lasted for 40 minutes, supported by indirect fires and close air support, resulting to the neutralization of Barak Ingog, one of the facilitators of the bombing of the Cathedral in Jolo last 27 January this year. Another ASG member, identified as Nasser Sawadjaan, nephew of ASG leader Hatib Hajan Sawadjaan, was also killed during the encounter,” the Western Mindanao Command said.

There were no reports of civilian casualties, but Governor Toto Tan has deployed social workers and dispatched food aid since March to assist villagers who were affected by the military campaign. It was unknown whether the regional government had sent aid to Sulu, one of 5 provinces under the newly-created Bangsamoro Autonomous Region in Muslim Mindanao. (Zamboanga Post)

2 ISIS suicide bombers behind Jolo cathedral attack

SULU – The Islamic State in Iraq and Syria or ISIS has claimed responsibility for the deadly twin cathedral blasts in Jolo town in the southern Philippines and was carried out by a pair of suicide bombers.

ISIS, in a statement released by its Amaq News Agency, said the first bomber detonated an explosive belt, while the second attacker blew himself up outside the Our Lady of Mount Carmel Cathedral over the weekend and killing and wounding dozens of people, including soldiers deployed in the area.
The SITE Intelligence Group, a U.S. company that tracks online activity of jihadist organizations, reported that ISIS has owned to the bombings.

“ISIS, through Amaq and communiqué, claim deadly bombing on Christian church in Jolo, stating it was carried out by two suicide bombers. One detonated belt at church gate and second in church’s private lot where Filipino security forces gathered after first blast,” said Rita Katz, SITE director.
The Long War Journal also reported that ISIS describes its target in Jolo as a “Christian temple,” saying that it was bombed during a “gathering of the Crusaders to perform their polytheist rituals.”
Both reports and Amaq did not say whether the suicide bombers were foreign fighters or Filipino militants.
Ajang-Ajang

The Philippine military has largely blamed the “Ajang-Ajang Group,” a unit of the Abu Sayyaf, whose leaders have pledged allegiance to ISIS, and vowed to fight for the establishment of a caliphate in the restive region.

Lt. Col. Gerry Besana, a military spokesman, said two bombs went off in the church. One of the bombs was hidden under the seat of a motorcycle parked outside the cathedral.

Authorities said a total of 20 people were killed and over 70 others wounded in the blasts. Earlier police reports claimed 27 had died – seven soldiers, one Coast Guard and 19 civilians; and that 14 more troops were wounded and also 61 civilians and two Coast Guards.

Security Lapses

Defense Chief Delfin Lorenzana and Police Chief Oscar Albayalde flew to Jolo on Monday to oversee the investigations into the attacks. Albayalde admitted the local police force failed to implement tight security that led to the attacks.

The bombings prompted the Philippine police to impose a nationwide alert to pre-empt any acts of terrorism.

Presidential Spokesperson Salvador Panelo said there could be lapses in security and that President Rodrigo Duterte is awaiting the results of investigations. He said Duterte was so angry. “Of course he was so angry, for one. For another, he is so disappointed that despite the movement to tread the path towards peace and development, there are still some forces in that region that sow terror and kill and murder people,” he said.

Dastardly Act

Sulu Governor Toto Tan on Monday again condemned the twin bombings and called it a “dastardly act committed inside a place of worship and wrecked deaths and devastations beyond imaginable reasons, and deserves the strongest of condemnation. Words elude us at this moment of profound grief.”

He said there has never been an episode in the post-colonial history of Sulu when wars were fought due to religious differences. “Sulu can rightly claim to be the most tolerant of any Muslim-dominated provinces in the region. Neighbors before the war of the 70s are still good neighbors until this very day. We should never allow anyone or anything to destroy what we have strongly built and nurtured through generations and so endearing to last for many more lifetimes to come, Inshallah!”

“As I deeply grieve and condole with the bereaved, I beseech everyone to exercise sobriety and allow concerned authorities and all instrumentalities of government to bring the perpetrators of this heinous and inhuman act to account for what they did to Sulu and its people. They should not go unpunished,” he said.

Martial Law

It was unclear how the improvised explosives were smuggled inside the church or how it managed to pass through police and military checkpoints.

The bombings happened despite an extended martial rule in the whole of southern Philippines, and the attacks only showed how poor the security was in the capital town.

On New Year’s Eve, an improvised explosive also went off outside the South Seas Mall in Cotabato City that left dozens of casualties. A member of the MILF - tagged by the police and military as a Bangsamoro Islamic Freedom Fighter - linked to the attack was arrested by authorities during President Rodrigo Duterte's visit to Cotabato to campaign for the BOL ratification ahead of the plebiscite. His family denied all the accusation against him.

Attacks

The latest attack in Jolo was not the first time for Catholic churches in the predominantly Muslim province. In August 2013, a grenade explosion outside the cathedral wounded two civilians. And in the previous year, another fragmentation grenade exploded at the cathedral’s roof.

Previous attacks on churches were largely blamed by the authorities to the Abu Sayyaf, a small but the most notorious among rebel groups operating in the troubled region.

In December 2010, Abu Sayyaf militants bombed another church inside the police base in Jolo and killing at least six worshipers. The militants scaled the church wall undetected under cover of darkness and planted the bomb and waited the next morning before detonating the powerful explosive during a mass.

Two people were also killed and 17 others wounded when militants also detonated a huge bomb planted outside the cathedral in July 2009. A second bomb was found near the church and had been disarmed by Filipino and US troops helping the military fight terrorism.

In July 31 last year, a Moroccan ISIS soldier Abu Katheer al Maghribi, exploded his van filled with explosives in Lamitan City in the volatile Muslim province of Basilan, several nautical miles south of Zamboanga.

The Islamic State claimed responsibility for the suicide attack that left over a dozen casualties. Basilan is a known stronghold of the Abu Sayyaf. Several foreign fighters had been killed in clashes with soldiers in Basilan in recent years. (Mindanao Examiner)

Sulu governor receives PNP award

SULU – The Philippine National Police or PNP awarded Sulu Governor Toto Tan with a plaque or appreciation and citation for his unrelenting and unwavering support to the police force in the entire province.

Senior Superintendent Pablo Labra II, along with the 19 municipal police chiefs of Sulu, presented the recognition awards to Tan on Wednesday at the Provincial Capitol in Patikul town.
The award reads: “In grateful recognition of his unrelenting support to the Sulu Provincial Police Office resulting in the decrease in criminality in the Province and consistently making Sulu Provincial Police Office as the number 1 Police Office in PRO-ARMM In Anti-Illegal Drugs Campaign.”


Tan, who is now running for vice governor in Sulu, thanked the PNP under the leadership of Director General Oscar Albayalde, and members of the provincial and municipal police forces, for the awards.
He said the members of the provincial and municipal police offices led by Labra deserve the commendation more than him because of their sincere dedication and bravery to their sworn duty in protecting the people and upholding the rule of law.
“Salamat sA mga opisyal at mga miyembro ng ating kapulisan dito sa Sulu. Asahan ninyo ang patuloy na suporta ng Provincial Government sa ating mga pulis sA pagsugpo sa kriminalidad.
