THE HOUSE of Representatives on Monday approved on final reading a bill that mandates the Technical Education and Skills Development Authority (TESDA) to institutionalize technical-vocational education and training (TVET) and livelihood programs designed specifically for drug dependents who have undergone rehabilitation.
