ARMM introduces free internet in public places
COTABATO CITY - The Autonomous Region in Muslim Mindanao (ARMM) will provide free internet connection to public places in the coming months to improve residents’ access to opportunities.
The free internet access will be funded by the ARMM’s Payapa at Masaganang Pamayanan (PAMANA) program and the Department of Science and Technology (DOST)-ARMM.
Abdelnur Campong, chief of information and communications technology of the ARMM governor's office, said PAMANA will initially provide internet connection to public places in five identified local government units – one site in each province under the ARMM.
The project aims at providing connectivity and free internet access and an avenue for service delivery mechanism enhancement in the areas of education, health, and disaster preparedness.
“The focus is to establish connectivity in government service agencies or offices to improve government services,” Campong said. He added that the connectivity is for use of the PAMANA communities availing government services such as online registration for birth certificate, marriage certificate, and National Bureau of Investigation clearance, among others.
In January and February, the project’s Technical Working Group conducted a series of site validation to find strategic places for the connections and the presence of internet service providers in the areas.
The target local government units are Datu Odin Sinsuat in Maguindanao, Marawi City in Lanao del Sur, Bongao in Tawi-Tawi, Jolo in Sulu, and Lamitan City in Basilan. A total of P50 million was allocated for the entire year under the 2016 PAMANA ARMM Fund.
PAMANA is the national government’s peace and development framework that caters specifically to peace and development issues of conflict-affected communities.
Meanwhile, the DOST-ARMM will also embark on internet connection to more than 80 identified sites across the region. The project, dubbed ‘Juan Konek’, will install free internet connectivity to public places such as plazas, parks, schools and health facilities.
“This project aims at accelerating the government’s efforts in enhancing internet accessibility for Filipinos to accelerate economic, social and educational opportunities,” DOST-ARMM Secretary Myrah Mangcabung said.
The project is the national government’s initiative directly in line with the “Internet For All” thrust identified in the Philippine Digital Strategy 2011-2016.
The project, launched in July 2015, received P3 billion in total funding. The free internet can be accessed through 7,118 sites nationwide across 967 towns. (Bureau of Public Information)

Outstanding S&T inventions in ARMM receive awards
COTABATO CITY - Outstanding science and technology inventions and research studies from different parts of the Autonomous Region in Muslim Mindanao (ARMM) were awarded recently here. Ten entries in the Sibol Award, or the Outstanding Student Creative Research – High School and College levels, and in the Likha, or the Outstanding Creative Research, competed in the 2015 Regional Invention Contests and Exhibits (RICE).
The research study ‘Guyabano Treatment for Urinary Tract Infection’ of students Marida Dalgan, Sharon Caballero, and Majera Santiago was hailed as the regional champion in the Sibol Award - College level. The three are all taking up Bachelor of Secondary Education major in General Science at the Mindanao State University (MSU) - Maguindanao.
“Marami po kasing MSU students like me na may UTI. And effective yung guyabano bilang treatment sa UTI na napatunayan ng phytochemical analysis na ginawa namin (Many MSU students suffer from urinary tract infection and we found out guyabano is an effective treatment),” Dalgan said. She said her group will conduct thorough research as preparation for the upcoming National Invention Contests and Exhibits (NICE) in July 2016.
Paula Nicole Bataga, 16, was awarded first runner-up in the high school level of the same category. A grade 10 student of ARMM Regional Science High School in Parang, Maguindanao, Bataga built a Solar-Powered Power Bank as her entry.
She said her power bank was made from recycled materials specifically broken solar panel from a lamp and a rechargeable battery from a damaged power bank. What she only bought, she noted, was an P18 crayons box that houses the power bank. Her power bank could fully charge an android phone. “I made this so that these junk materials culd be re-used.”
The 2015 RICE was part of the regional celebration of the National Science and Technology Week spearheaded by ARMM’s Department of Science and Technology (DOST). It is a nationwide activity conducted in different regions to recognize the creativity of Filipino inventors.
The 2015 NSTW bears the theme “Philippines: A Science Nation Innovating for Global Competitiveness.” Myra Mangkabung, DOST-ARMM secretary, said the celebration depicts the vision and dream of science and technology community to keep abreast with global economic integration through innovation. ARMM celebrates Science and Technology Week
COTABATO CITY - The Department of Science and Technology of the Autonomous Region in Muslim Mindanao (DOST-ARMM) formally launched here the region’s celebration of the 2015 National Science and Technology Week (NSTW) on Thursday.
The event features DOST-ARMM’s biggest and latest breakthroughs, programs, and interventions in the fields of agriculture, enterprise development, industry competitiveness, information technology, e-government, healthcare, education and disaster preparedness.
This year's theme is “Philippines: A Science Nation Innovating for Global Competitiveness.”

Myra Mangkabung, DOST-ARMM Secretary, said the celebration depicts the vision and dream of science and technology community to keep abreast with global economic integration through innovation.
DOST-ARMM awarded 11 Science and Technology Ambassadors in the fields of research and development, education, infrastructure, policy and advocacy, and governorship for their outstanding contribution and support in the development of science and technology in the region.
The ambassadors are Sulog Bra, PhD, professor at the Mindanao State University– Maguindanao; Filemon G. Romero, PhD; Yusop T. Alano, provincial board member of Basilan; Hon. Abdelrazi A. Amin, municipal councilor of Jolo, Sulu; and chairperson of Philippine Councilors League – ARMM; Hon. Cahar P. Ibay, assemblyman of the 1st District of Maguindanao; Jumelita B. Romero, PhD.; Hon. Parallel to the celebration is the 2015 ARMM Regional Invention Contest and Exhibits (RICE), a nationwide activity conducted in different regions to recognize the creativity of Filipino inventors in the country. RICE serves as the qualifying round for the National Invention Contests and Exhibit in July 2016.
The DOST- Technology Application and Promotion Institute (TAPI) oversees the invention contests. Engr. Edgar I Garcia, director of DOST-TAPI, said the invention contests serve as the avenue “to acknowledge the indispensability of Filipino inventors in the Philippine society and in the landscape of national economic development.”
On Friday, October 9, the first ARMM Halal Congress will be held as part of NSTW. The congress will feature an exhibit of halal-certified products in the region as well as a forum highlighting updates on halal technology and industry.
There will be speakers from Malaysia who will tackle the global halal industry as well as halal research and development. Other expected speakers are Director Anthony Sales of DOST-XI and Director Brenda Manzano of DOST-IX.
Raymund Liboro, DOST central office assistant secretary for climate change and disaster risk reduction, graced Thursday’s event. Aristotle Carandang, DOST – Science and Technology Information Institute director, ARMM’s Chief of Staff Rasul Mitmug, and partylist representative Sitti Djalia Turabin-Hataman were also present.

Department of Agriculture awards P1.5 million research grant to ARMM
COTABATO CITY - The Autonomous Region in Muslim Mindanao (ARMM) received P1.5 million in research grant from the Department of Agriculture’s (DA) central office during the three-day product exhibition held recently at SM Mega Mall in Mandaluyong City.
The ARMM’s Agriculture department (DAF-ARMM) booth was recognized as the best by the DA’s Bureau of Agricultural Research (BAR). The booth showcased distinct agricultural products that included water hyacinth organic fertilizer, marang jam, marang ice cream, adlay coffee ice cream, organic rice, adlay-based delicacies processed in Maguindanao, and local delicacies such as dudol, tinagtag, panganan sising and putri mandi.
DA’s Region IV-B, or Mimaropa, was awarded second place and received P1 million worth of research grant while DA Region IV-A, or Calabarzon, received P500,000 also in research grant.
With the theme “Teknolohiya ng Pansakahan at Pangisdaan: Tulay sa Mas Maunlad na Pilipinas Patungo sa Pandaigdigdigang Kakayanan”, the activity was held in line with the 11th Agriculture and Fisheries Technology Forum and Product Exhibition and as part of the 28th anniversary celebration of the agricultural research bureau.
This year's anniversary celebration focused on the global competence of Philippine products and technologies generated from research and development (R&D). DA Secretary Proceso Alcala, former secretary William Dar, and BAR Director Nicomedes Eleazer graced the opening and viewing of the product exhibition.
To highlight breakthroughs and provide new perspectives on technology commercialization, the forum-exhibit showcased agricultural R&D of more than 90 exhibitors from the DA’s bureaus and attached agencies and regional field offices, as well as R&D partners such as state universities and colleges, international organizations, and the private sector.
Tong Abas, manager of the DAF-ARMM Integrated Agricultural Research Center, said his office will pursue development of the Marang-flavored ice cream and Marang jam. “Marang is abundant in ARMM and if the product will be highly favored by the public, then this will help boost the economy in the region,” Abas added.
DAF-ARMM Secretary Makmod Mending Jr. affirmed that the regional government will support the newly introduced ice cream flavors. The DA central office, however, advised ARMM exhibitors to submit business plans for their products.
The event also opened opportunities for agri-preneurs and entrepreneurs to capitalize on various R&D technologies that were already developed and generated and for the farmers and fisherfolk to showcase their own products as well as for the private sector to adopt these technologies on a commercial scale.
Among the highlights of the event was the launching of the 2015 BAR Primer, an audio-visual presentation that narrates the bureau’s vision, mission and mandate as the country’s national coordinating agency for agriculture and fisheries R&D.
In line with the event, BAR also staged “It’s Soy Time”, a soybean cooking contest with 27 partner-exhibitors from state universities and colleges as participants. The activity highlights the culinary competencies of the participants while further promoting the utilization and consumption of soybean through food creation. (Bureau of Public Information)

ARMM distributes equipment, gadgets to farming technicians
COTABATO CITY – The Department of Agriculture and Fisheries in the Autonomous Region in Muslim Mindanao (DAF-ARMM) has distributed personal protective equipment and gadgets worth P427,000 to farming technicians and units of the department’s Integrated Agricultural Research Center (IARC).
Atty. Makmod Mending Jr., DAF-ARMM Secretary, led the distribution on Thursday at the IARC Central Experiment Station in Sultan Kudarat, Maguindanao. The equipment and gadgets – comprising of rubber boots, weighing scale, moisture meter, laptop, tablets and printers – are funded by the department’s Agri-Pinoy Rice Program.
The program, one of the banner components of the Agriculture department, focuses on rice production and uplifting the lives of the farmers. Guided by the principles of the Agrikulturang Pilipino framework, the National Rice Program integrates government initiatives and interventions for the sector.
The major objectives of the program include food security and self-sufficiency, sustainable resource management, support services from farm to table, and broad-based local partnerships. The program also provides rice farmers specific interventions on technologies and services in order to increase rice yield.
Sec. Mending reiterated that the equipment and gadgets provided will boost the application of the Rice Crop Manager and the Philippine Rice Information System (PRISM). It will also improve, he said, the performance of farm technicians, agri-technologists, and extension officers.
The Rice Crop Manager is an internet-based application that offers rice farming prescriptions on nutrients applications, pest and weeds control, and water management based on the variety of inputs and site-specific conditions.
PRISM is a system that maps out rice growing areas affected by natural calamities and pest outbreaks. It also gathers and organizes information on rice yield and yield gaps. Productivity of rice farmers in the region is expected to rise significantly with the application of modern technology.
Meanwhile, after the distribution of equipment and gadgets, 50 focal persons on organic farming from different provinces of the region joined the Regional Organic Agriculture Stakeholders’ Preliminary Consultation Workshop. The activity is aimed at reviewing the importance of organic agriculture and determining the consensus of the stakeholders in the region on this issue.

ARMM launches road mapping and management system
COTABATO CITY - The Department of Public Works and Highways of the Autonomous Region in Muslim Mindanao (DPWH-ARMM) launched the Expanded ARMM Roads Mapping and Management (E-ARMM) system, described as the country’s first.
ARMM Governor Mujiv Hataman and DPWH-ARMM Secretary Don Mustapha Loong led the launching of the P2.5-million E-ARMM project on July 20. The system is aimed at establishing a database containing information on road projects including the connectivity conditions and other public infrastructure projects within the region,. This also creates a network system involving the regional office and eight district engineering offices that will serve as data repository.
“With the E-ARMM system, identification of right projects will be made easy that will lead towards accelerating the socio-economic condition of the ARMM,” said Sec. Loong. He reiterated that for the “first time in 23 years, the department will have an inventory of all national, provincial and municipal roads.”
Through the E-ARMM system the public can easily check paved and unpaved roads in the region. DPWH-ARMM now boasts of having evolved from an agency identified with corruption to being the model for transparency and top performance in the region.
DPWH-ARMM also inaugurated a P3.2-million annex building that houses the Commission on Audit office, staff house, and canteen inside the regional office in Cotabato City. Funds for the construction of the new building were taken from the department’s savings and was pursued as part of its continuing reform and providing a quality work place.
“Our department exercises prudent fiscal management, which resulted in the generation of huge savings that were usefully utilized,” Sec. Loong said. (Bureau of Public Information)
