Sulu lawmakers demand Locsin’s resignation over X post

ZAMBOANGA CITY – Sulu provincial lawmakers have passed a resolution strong condemning Philippine Ambassador to the United Kingdom Teodoro Locsin Jr. for his now deleted post on X, formerly Twitter, saying “Palestinian children should be killed; they might grow to become as gullible as innocent Palestinians letting Hamas launch rockets at Israel; not that they could stop them but that's no excuse.”

Canada to bring abandoned waste back from Philippines

MANILA - After President Duterte threatened to send back tons of garbage shipped by Canada to the Philippines, the Canadian Embassy in Manila the Minister of Environment and Climate Change, Catherine McKenna, announced that the Government of Canada awarded a contract to Bolloré Logistics Canada  to safely bring the waste back to Canada as soon as possible.

It said the company will begin preparation for shipping in the coming days. The removal will be complete by the end of June, as the waste must be safely treated to meet Canadian safety and health requirements. The safe and environmentally sound disposal in Canada of the waste material will take place before the end of summer 2019. The costs associated with the preparation, transfer, shipment, and disposal of the waste will be assumed by Canada.

In 2016, Canada amended its regulations to prevent future exports of such material without a permit. Canada is also looking at ways to hold the responsible parties to account.

The Embassy said Canada maintains ongoing discussions with the Philippines to ensure a positive outcome to this issue in a timely fashion. The Minister of Foreign Affairs, Chrystia Freeland, spoke to her counterpart Secretary of Foreign Affairs, Teodoro Locsin, last week to reiterate Canada’s firm commitment to promptly repatriate the waste to Canada.

“Canada values its deep and longstanding relationship with the Philippines and has been working closely with Filipino authorities to find a solution that is mutually acceptable. Canada is pleased to announce that it has awarded a contract to bring the waste back promptly and to ensure its safe and environmentally sound disposal. Canada has amended its regulations to prevent this from happening again and is looking at ways to hold the responsible parties to account,” said McKenna.

"Canada and the Philippines have a deep and valued relationship underpinned by the hundreds of thousands of Canadians of Filipino descent. The Filipino-Canadian community has made huge contributions to Canada. As I mentioned to their Foreign Secretary last week, we are committed to resolving this issue as quickly as possible. Canada misses trash shipment deadline; Duterte recalls Filipino envoys

THE PHILIPPINES recalled Filipino envoys posted in Canada after Ottawa missed the deadline on shipping out its garbage from Manila,

 

Foreign Affairs Secretary Teodoro Locsin, Jr said. "Letters for the recall of our ambassador and consuls to Canada went out.

 

They are expected here in a day or so," he said on his official Twitter account. "Canada missed the May 15 deadline. And we shall maintain a diminished diplomatic presence in Canada until its garbage is ship bound there," he added. Locsin said the Department of Finance informed him that Canadian representatives did not show up in a meeting with the Customs and "that was the trigger".

 

Presidential Spokesperson Salvador Panelo earlier warned that Canada's disposal of its garbage is "dangerously disruptive" of Philippine-Canadian ties.  He, however, assured this did not mean that there would be cutting of ties between the two countries. The Canadian Embassy has promised to “resolve the issue, including taking the waste back to Canada.”

 

On the recall of Filipino envoys back to the Philippines, the Canadian Embassy in Manila has yet to respond as of posting. More than a hundred container vans from Canada arrived in batches at the Port of Manila from 2013 to 2014. Initially declared to contain only plastic scraps, it was found to have non-recyclable plastics, household wastes and used adult diapers.

 

Late in April, President Rodrigo R. Duterte gave Ottawa an ultimatum to take back its trash. A few days after, Locsin said the deadline is on May 15, 2019. When asked to comment, Canadian Ambassador John Holmes back then declined to pinpoint the exact date. "No comment right now," he said in an email to the Philippine News Agency (PNA) on May 1. Malacañang on May 7 said the Canadian government has committed to shoulder all the expenses of shipping out all 69 containers dumped in the Philippines in 2013. (Joyce Ann L. Rocamora)

OFWs told to leave war-torn Tripoli immediately

THE PHILIPPINES HAS ordered the mandatory repatriation of all Filipino workers in Tripoli in Libya following fierce fighting between security and rebel forces.

Some 1,000 Filipinos are believed to be in the capital city, according to Foreign Affairs Secretary Teodoro Locsin Jr. who raised the alert level upon the recommendation of the Philippine embassy in Tripoli. The embassy said the current situation on the ground could no longer guarantee the safety and security of Filipinos who chose to remain in the capital.

Two Filipinos were wounded after several hospitals and residential areas had been shelled. Chargé d’Affaires Elmer Cato said the fighting in the outskirts of Tripoli will soon make it difficult for the embassy to respond to urgent requests for assistance from distressed Filipinos.

With the declaration of Alert Level IV, the embassy has now doubled its efforts in persuading Filipinos to go home. The new alert level, which covers only Tripoli and other areas within a 100-kilometer radius from the capital, was raised after a number of Filipinos suddenly found themselves in the middle of fierce fighting since last week. Rise of China means growth of Philippines, says DFA

FOREIGN AFFAIRS Secretary Teodoro Locsin Jr. reaffirmed Manila’s unwavering support to China as the rising power in the East, saying the emergence of a "new China" creates a world where the developing nations have a chance to prosper.

Locsin said the country has much to hope for, and nothing to fear from the rise of a new power. This, as it hoped for a "new world" where a state's goal to get richer is through helping others prosper.

Citing what he wrote in the Philippine-China memorandum of understanding on the Belt and Road Initiative, Locsin said there is no other country, but the new China that aspired to rise higher by helping others rise alongside her. "To put it in concrete terms, without the new China, there will be no prospect whatsoever for the developing world to grow into emerging economies. We would still be, as throughout the second half of the last century we were, at the mercy of Western markets which, on a whim, can turn us away—as they did throughout the post- and neo-colonial period," he said during a joint presser with State Councilor and Foreign Minister Wang Yi recently.

"The emergence of a new China is creating a world where the lesser have a chance. And more than a chance: cooperation for mutual benefit instead of words," he added.

On the two countries' cooperation, Locsin and Wang vowed to deepen Philippines-China relations. Although a lot of work remains to be done, there are "greater advantages" in the two nations' collaboration across a wide range of areas, he said.

"There is so much to look forward to and accomplish that will be of much greater value to both of us than those differences can ever be to each one," Locsin said as he also assured the Chinese official that Manila will look after the Chinese people in the Philippines.

"You have our assurance that the Philippines will look out for your people in my country as I have seen China look out for our people in yours," Locsin said. Prior to his presser with Wang, he met with Vice President Wang Qishan, a stalwart of the Chinese Communist Party, who also reaffirmed Beijing’s commitment to further strengthening bilateral relations with Manila.
