DAVAO CITY Mayor Sara Z. Duterte asked the security sector in Davao Region in initiating activities towards the implementation of the Public Safety and Security Plan of Metropolitan Davao.
Duterte presented to the members of the Regional Peace and Order Council XI (RPOC XI) on Wednesday (January 15) the Public Safety and Security Master Plan of Metropolitan Davao and took the chance to get the support of the security sector through the membership of the RPOC XI.
The master plan is aimed to prescribe major cross-cutting security and safety strategies, sub-strategies and directions that the metropolis shall pursue.
“ There is so much to do in terms of the master plan. May I request the Eastern Mindanao Command, 10ID Philippine Army, Philippine National Police, and Task Force Davao to already initiate the planning activities,” Duterte said.
“ Law enforcement agencies have definite area of responsibility. Criminal elements and terrorist groups take advantage of this situation by moving to another local government territory after committing a crime to avoid arrest and prosecution,” the mayor added.
Some of the important areas addressed in the master plan are the following: border security within and outside the metropolis and between each LGU; speedy detection of organized crimes; reduction of supply and demand for illegal drugs; and integrated standard operating procedure on the pursuit of perpetrators who flee from the LGU area of responsibility to the next.
More tangible areas of cooperation are the creation of public safety and security coordination centers in component cities and municipalities; installation of CCTVs in streets and public places; as well as integrated disaster response system.
The RPOC XI through the chairmanship of Davao Oriental Governor Nelson Dayanghirang immediately approved in the same council meeting a resolution adopting said Public Safety and Security Master Plan of Metropolis Davao.
The said master plan is one of the outputs of the Metropolitan Davao Development Coordinating Committee, a special committee under the Regional Development Council XI which is a transitory structure for Metropolitan Governance in Davao Region.
The MDCC, composed of 9 local government units, 16 national government agencies, 6 business organizations, and one from the academe, work together for inter-LGU cooperation, coordinated planning, investment programming, project facilitation, and monitoring of Metro Davao initiatives.
Metropolitan Davao covers the cities of Davao, Digos, Panabo, Tagum, and Samal; as well as municipalities of Davao del Sur namely Santa Cruz and Carmen.
Mayor Duterte also mentioned ongoing efforts in the creation of the Metropolitan Davao Development Authority (MDDA) which she compared as similar to but could be better than the Metro Manila Development Authority (MMDA)
A metropolitan arrangement is where a highly urbanized city and the local government units contiguous with it enter into a cooperation venture in planning and implementing urban development activities. (By Frances Mae G. Macapagat)
