Cebu City under ECQ

CEBU CITY has been placed under Enhanced Community Quarantine (ECQ) following a spike in coronavirus cases.


This was also confirmed by Interior Secretary Eduardo Año, saying, only Cebu City and not the whole of Central Visayas region is under ECQ. “Hindi ang entire Central Visayas, ang Cebu City lang ang ECQ,” he said.

Central Visayas consists of the provinces of Cebu, Bohol, Negros Oriental, and Siquijor.

Año said Bohol could already be placed under Modified General Community Quarantine (MGCQ) but the local government opted to stay under General Community Quarantine (GCQ) as a precautionary measure. “As for other areas in Central Visayas, they are doing well in terms of managing the situation. They just opted to stay under GCQ because they want to limit (the) movement of people,” he said.

Año said the move to revert Cebu City to ECQ is not a form of punishment, but a chance to intensify response efforts to the coronavirus disease. He said the national government decided to place Cebu City to ECQ due to the consistent case doubling time of fewer than seven days and a significant rise in critical care utilization against critical care capacity.

Despite the spike in Covid-19 cases, Cebu City Mayor Edgardo Labella said he is determined to stand for the reversion of the city into a lower risk classification based on data that reflects a high recovery rate and low mortality rate. “I have, however, filed an appeal to return the city to general community quarantine (GCQ) based on significant data we have,” he said.

Labella said, however, that “pending resolution of that appeal, let us work together to make sure that the ECQ regulations spelled out in my Executive Order (EO) No. 082 are strictly followed”.

He also ordered the military and police to strictly enforce the stringent quarantine protocols in the city to curb the spread of Covid-19 in 80 villages.

Labella also required all hospitals – private or public – to submit to him daily Covid-19 bed occupancy reports to determine the veracity of claims that medical centers have run out of accommodations due to the rising number of patients infected with the coronavirus.

Talisay City in Cebu province has been placed under modified ECQ until June 30 for the same reason. Año assured that the government is ready to assist residents who might be displaced from work due to ECQ.

Under ECQ rules, public transportation is suspended, non-essential establishments and businesses are closed, and non-essential travels are prohibited. (Christopher Lloyd Caliwan and John Rey Saavedra)
