Bills extending validity of 2022 Budget, Special Development Fund filed in the Bangsamoro Parliament

COTABATO CITY - Two proposed measures extending the budget of the Bangsamoro region and the Special Development Fund have been filed in the Bangsamoro Parliament.

The Cabinet Bill No. 128, introduced by the Government of the Day, seeks to extend the Bangsamoro General Appropriations Act until December 31, 2023, except for personnel services.

This will amend Section 48 of the general provisions of the 2022 General Appropriations Act of the Bangsamoro.

If passed, all appropriations authorized in the 2022 GAA, except for personnel services, will be available for release and disbursement for the same general and special purposes until the end of 2023.

While the amount appropriated as a share of the constituent LGUs on the income taxes collected within the BARMM will also be available for disbursement until December 31, 2023.

All unreleased and lapsed appropriations will revert to the Bangsamoro Treasury under a special fund for reappropriation at the end of the validity period.

According to the bill, all ministries and offices will strictly observe the validity of appropriations and the reversion of funds.

Appropriations for infrastructure capital outlays will only be valid for obligation until the end of 2023, while construction, inspection, and payment should be completed until the end of June 2024.

Similar to other appropriations, the MOOE allocations and additional capital outlays are valid through the end of 2023, but delivery, inspection, and payment may extend until March 2024.

The appropriations for personnel services will only be valid for obligations and disbursements until December 2022.

The Ministry of Finance, Budget, and Management is authorized to issue the necessary guidelines for the effective implementation of the cash budgeting system.

Meanwhile, Cabinet Bill No. 127 seeks to extend the 2020 and 2021 Special Development Funds.

Under the proposed measure, all appropriations will be available for release and disbursement for the purpose specified until December 2023.

The Bangsamoro Organic Law provides a special development fund of P5 billion a year for 10 years to rebuild, rehabilitate, and develop conflict-affected communities in the Bangsamoro region.

The SDF will be utilized based on the Bangsamoro Development Plan, which was approved by the Parliament and the Bangsamoro Economic and Development Council in 2020.

The Bangsamoro Development Plan outlined the overall direction of the BARMM and was consistent with the development thrusts of the national government. It serves as the roadmap for the region’s development, containing strategies and priority projects responsive to the needs of the Bangsamoro people.
