COTABATO CITY - The BTA’s Committee on Local Government examined the proposed Bangsamoro Local Governance Code’s Chapter VI which centered on the qualifications and disqualifications of elective local officials in the region.
CLG
Chair Atty. Raissa Jajurie highlighted the amendment that mandates all newly
elected local officials to undergo a mandatory onboarding training program by
the Bangsamoro Local Government Academy or any accredited service provider
before they can assume office.
They will attend continuing skills training programs to enhance their capability to perform official duties and functions concomitant to their elective position during their incumbency and within the first two years.
The
Ministry of the Interior and Local Government, Development Academy of the
Bangsamoro, Bangsamoro Local Government Academy, Mindanao State University, and
other concerned stakeholders will jointly design and implement these
programs.
The
training programs include the Bangsamoro culture, history, and autonomy,
capability building on leadership, local legislation, programs and project
development, sustainability, financial management, and accountability and
transparency.
Meanwhile,
the committee voted to include the disqualification of those who are related
within the second civil degree of consanguinity or affinity, whether full or
half-blood, legitimate or illegitimate, to any incumbent local official running
for an elective position, including their spouses, in the same election for any
provincial, city, municipal, and barangay elective positions in their
respective areas.
The
term of office of all local elective officials will be three years, starting
from noon on June 30, immediately following the local elections. (LTAIS-Public
