OPINION: Desperate black propaganda by Jun Ledesma

THE ROAD TO perdition for the gasping Liberal Party is as slippery as the fate of its senatorial candidates in the coming mid-term elections this May 13. It’s political banner “Otso Deretso” had disintegrated. By itself the party is like a powder keg out to implode. It is a mixture of leftists and rightists that offer no viable alternative but to restore the inept and corrupt regime of the two chapters of Aquino government. Just about the only credentials that the Aquino regimes are famous for is their loyalty and subservience to the United States of America. The incumbent Pres. Rodrigo R. Duterte on the other hand is a departure from his predecessor in that he restored the dignity of the Filipinos and defined what sovereignty is for the Philippines. He might have a dirty mouth but he has a heart of a true patriot.

Of late, the concerted efforts of the anti-Duterte forces has taken a desperate move aimed at demonizing the first family on the heels of the recent poll surveys showing at least 10 of Hugpong Ng Pagbabago and PDP-Laban slate making it to the magic 12. This colossal setback of the LP or “Dilawan” faction becomes even more humiliating when both Pulse Asia and the Social Weather Station registered unprecedented Trust and Approval Ratings for President Duterte. These eloquently translate to the people’s trust for Duterte-led senatorial ticket.

The attempt of Human Rights Watch and some US Congressmen to demonize and assail President Duterte is not gaining any mileage. They have exhausted whatever they can exploit from the issues of violent campaign against illegal drug syndicates, extra-judicial killings, repression of freedom of the press and the detention of Sen. Leila De Lima. Failing to generate public approval on these overused issues their wrecking crew have perceptively revved up their propaganda machinery to conjure other issues to stave off the free fall of the opposition candidates. But none of these makes a negative impact on the preference for the administration senatorial bets. By their vote of confidence, the huge majority of Filipinos is practically giving Duterte a blanket authority to pursue without let-up his campaign against drug syndicates and corruption.

The black propaganda leveled against Duterte by the unholy alliance of the Liberal Party, the CPP-NPA-NDF, the hypocritical religious terrorists and the foreign-financed media organizations have become more vicious as the May 13 polls come close.. The signatures of destabilizing forces have become obviously apparent. The the US-based National Endowment for Democracy has generously funded, directly and indirectly, local media organizations. NED is no different from Omidyar Network which funded the ouster move of a Ukraine President who was sympathetic to Russia. Omidyar is the same outfit that “invested” a huge sum of money to Maria Ressa’s Rappler. It coughed up support funds for Vera Files which in turn allocates funds for a the Philippine Council for Investigative Journalism. If that is not enough there are traitors based in the US of A that had long denounced not only their Filipino citizenship but the Philippines as well.

The ghost character “Bikoy” is among the invention of the group to tarnish the image of President Duterte and his family. It maligned even Veronica, the very young daughter of the President who is barely in her teens, in their outrageous plot to denigrate the family of the President. PCIJ threw away their much ballyhooed virtue of being investigative by reporting that Duterte has accumulated so much wealth in his incumbency as President. Like Rappler’s EJK numbers , PCIJ subscribed to the statistics culled from the perjured witnesses of Senators De Lima and Antonio Trillanes. They also believed hook line and sinker and propagated the fairy tale surrounding the mythical Davao Death Squads. Three decades had elapsed since De Lima, as chairperson of the Human Right Commission, conducted a probe on alleged extra-judicial killings in Davao City and up to the time she became Justice Secretary and now Senator, she has yet produced a single piece of evidence of the more than 2,000 victims which her witnesses claimed they personally buried in an abandoned quarry in Davao.

And now they came up with a rehashed story of the so-called “wealth” of President Duterte and his children. The parents of the President are known in Davao. His father, a lawyer, was the first elected governor of undivided Davao province. They have modest businesses and properties yet lived a frugal lifestyle. Governor Duterte to date is best remembered for his unblemished record as a politician. They were not rich if you reckon with the present crop of politicians but were neither poor. When the venerable governor died, his wife Soledad, continued with the family’s discipline keeping the good name and virtues that the late Governor “Ite” had imparted. Then Mayor Duterte and wife Elizabeth raised and nurtured their children in the same mold of discipline and frugal lifestyle.

When Nanay Soleng passed away, she left the modest fortune that she and Governor Ite had saved to all her children. By this time the marriage of Duterte to Elizabeth was annulled. The Mayor took a new partner later, Honeylet Avancena, a registered nurse who worked as supervisor for a long time in US hospital. A woman with a knack for business, Honeylet invested her savings on fast food chains. She never meddles in Duterte’s politics and shies away from the public. The few times she appears in public was when Veronica, nicknamed “Kitty” was born to the couple.

PCIJ made an issue of President Duterte’s “wealth” and the rest of the critical media feasted on it as if it is the only remaining carcass they can find in the desert. It is to their misfortune that the President lives a legendary frugal lifestyle. True that when he started off with his political career, he declared a P10-million worth of assets and liabilities. If 30 years later this increased to P28-million only a person pregnant with plot to malign another can conjure a fast math and tell the world that the increment is ill-gotten. For an institution that relies mainly on dole outs from funding agencies, this indeed can be an unexplainable mystery. And Duterte is correct that these paid propagandists are nothing but that. PCIJ, RAPPLER and Vera Files should have consulted even a student in investment and asset management for an explanation why P10 today can grow beyond P28 in 20 years. This can easily be achieved even without taking into consideration the salaries, wages and other incomes which Duterte’s family derived from legitimate business. But attack dogs can never comprehend this. (Jun Ledesma)

OPINION: DPWH 'White Elephant' by Jun Ledesma

A WHITE Elephant stands right in the center of the capital town of Davao del Norte. A flyover that straddles right in the heart of the business district of Tagum City and bannered by the Department of Public Works and Highways among its mega-projects in the Davao region.

Why this was prioritized by DPWH over the Samal-Davao bridge, Davao City’s Matina crossing and Ulas long gestating flyover projects defy sanity. The 1.6-kilometer flyover is four-lane infrastructures which when finished will kiss the edge of every existing buildings among these are banks, malls, fast-food joints and the traditional restaurants which the locals patronize.

No one has come up with the exact figures as to how much this project cost but sources said it is anywhere from P3.5 to P4-billion pesos. But I don’t blame businessmen and city official for not knowing how much is the budget for the structure. There was no consultation done and the Regional Development Council was not even informed by DPWH that the gargantuan project is going to be erected in Tagum City.

The incumbent governor of Davao del Norte, Anthony del Rosario, who is the concurrent Chairman of RDC, was kept outside the loop by Sec. Mark Villar in the planning of such an expensive project. If that is queer enough, businessmen affected by the long and wide span only learned about it when they woke up one morning construction equipment were pounding the street which was virtually rendered closed to traffic.

Everybody thought that the project was initiated by DPWH until ousted Speaker Bebot Alvarez and his sidekick Edwin Hubahib came out in the open to convince the residents of Tagum that the flyover is a mark of a progressive city and that it will benefit especially the city residents “labi na ang mga kabus” (especially the poor). When I asked Governor del Rosario why he seemed to be ignorant of the project, his answer almost floored me.

Del Rosario who is running for Congressman in the 1st District of Davao del Norte against Alvarez confessed that indeed he, as governor and as Chair of RDC, was never informed by DPWH. He said that he later accosted Secretary Villar why a project of such magnitude in terms of cost and impact was never referred to the RDC. He said he was told by Villar that he (Villar) saw that item in the General Appropriation Act and they just proceeded to implement it. Del Rosario later confronted Tagum Mayor Alan Rellon whether he was aware of it and whether the mandatory public consultation was made. Rellon told him that he did. Del Rosario later discovered that indeed there was consultation done but was only between the Mayor and the project contractors.

Will the flyover really benefit the city residents and business community? For now the residents are still day-dreaming the flyover is a mark of a modern city. They are not aware that the structure will be a veritable nightmare which will haunt them no end. Affected business establishments can only do two things: relocate if they can afford or close shop. Either way hundred of employees will lose their job. What of the residents? Of what use is the white elephant to them? Nothing but suffering.

Why would a project like a flyover be a White Elephant? In the days of yore, it is said that the Kings of Siam (Thailand today) would give away white elephants to people they dislike for it cost a fortune to maintain the animal which is of practically no use to the recipient.

In modern times a White Elephant is a possession which is so expensive and difficult to maintain and yet cannot be disposed of despite the fact that is of little use at all. In today’s usage, a White Elephant is like a business venture, facility or infrastructure “considered so expensive but without use or value”.

Money is scarce and it behooves on city and national planners and politicians to see to it that projects should benefit people. Imagine if those billions, which must have been inserted in the budget, was spent to build a dam in Saug river. Easily more than 12,000 hectares of arable land could have been irrigated, four towns including Tagum could have been supplied with potable and less expensive water and if coupled with a hydro-power plant could deliver maybe 250 megawatt of electricity to Davao del Norte Electric Cooperative.

Tagum is a city with enormous possibilities. A city planner, who asked not to be identified, suggested that easily DPWH could have designed a beautiful circumferential highway around the city to divert the flow of traffic away from the center of the town. He said he was impressed with the city planning and beautification initiated by former Tagum City Mayor Rey “Chong” Uy. Sadly he said it is now ruined by what could be a potential and the biggest White Elephant in the country.
Sadly too, Tagumenyos are not aware this White Elephant is for them an unkind and severe punishment. (Jun Ledesma)

OPINION: Davao City’s Bulk Water Project by Jun Ledesma

DAVAO CITY is providentially endowed with great and unique resources: fertile soil, rivers and streams, forest reserves where lies the recharge areas of its rich aquifers. Much of its watershed areas had been raped by loggers who made fortunes out of the mahoganies that they cut and exported. Many of them neither looked back nor share a tenth of the billions they earned from the timber lands of Davao City. Most of them were the first to erect tall buildings in Makati and Manila bearung their names. Some would now and then go back to Davao and elsewhere in Mindanao to run for elective positions and we were crazy to elect and re-elect them until they die.

But the Divine Providence looks at us with kindness. Davao’s watersheds lie next to the slopes of the majestic Mt. Apo and close to Mt. Talomo and Mt. Tipolog. These mountains are all veritable recharge areas of the city’s valuable aquifers - structures of permeable rocks where the underground water are contained and trapped. These underground layer of water-bearing porous rocks are found in an area not too far from the city and so vast one might think it is inexhaustible.

It is not.

Five decades ago, you can drive a ten-foot pipe in Dumoy and copious volume of sparkling water would gush out without need of a pump.  Low-cost subdivisions sprouted in the area. When finally Davao City set up the Davao City Water District it started to extract underground water to supply consumers in a few subdivision dwellers and in the city center. The city population then was barely 600,000. As the city prospered it drew hundreds of migrants from nearby provinces. Fast forward to 2013 the population had doubled and many satellite growth centers prospered. The demand for water conversely increased. In that year, DCWD had 56 production wells scattered in about five barangays.

Meanwhile  population increased in the northern district of the city unmindful of the fact DCWD can hardly provide adequate supply of water. The water district drilled several wells in Panacan and Cabantian Barangays but the aquifers in those parts yield obnoxious-smelling water and in not a few wells the volume of water extracted is not sustainable. Hydrologists  theorized that the aquifers is clayish and hardly permeable and the odor indicates that organic matters centuries back had fossilized ergo the foul smell and the yellowish hue of the water.

In 2012 DCWD decided to address the problem of water shortage and the threat that the main aquifers of the city might be depleted and subsidence might occur. The Board of Directors of DCWD Chaired by Ed Bangayan, cited the case of Cebu were sea water permeated its aquifers on account of over-extraction. Inan, Laguna where pavements collapsed. The threat on the main Davao City main aquifers is even more horryfying since the area is adjacent to the shorelines.  This was brought to the attention of then City Mayor Rodrigo Duterte who promptly directed the water district to look for alternative source of water.

DCWD lost no time and found Tamugan and Panigan rivers a perfect source. Tests conducted showed that the water quality of the twin rivers is the same as that of Dumoy wate. Because the river beds are of boulders and stones the turbidity is not an issue. Furthermore in the severe dry spell that occured in 2012 the water level in Tamugan and Panigan never receded. DCWD then partnered wirh Apo Agua Infrastructura Inc. a consortium of J V Angeles Construction Corporation (JCACC) and Aboitiz Ventures. The joint venture was to embark on a Bulk Water Project that would deliver at least 300-million liters of potable water daily to the present consumers of DCWD and to an added mostly residential clients in seven barangays in District 2 which were unserved even to date.

When Mayor Duterte appointed me as member of the DCWD Board, I chaired the Committees on Environment and Community Relations. On the first week after I was sworn in, I motored to Tamugan to meet with the tribal community there and see where the source of Tamugan river. From the barangay proper I could see the imposing Mt. Tipolog. Trekking closer to the river bank, i could hear the rumbling water gorging out of a huge water vein in the river bank. What disturbed me though are cavendish banana being cultivated near the barangay hall. I was told the land owner is a grower of Sumifru.

Later I visited a barangay in Tawan-tawan where Panigan and Tamugan rivers confluence and where the weir infrastructure of the the project be constructed. It is at this point where the water intake commence and then flow all the way to the treatment complex. The noonday sun added brilliance to the clear and chilly water but then again, as I stressed, it has to be treated.

Am writing this piece for I keep watching the exciting developments surrounding one of Davao City’s mega-project. Even as my short stint in the DCWD board ended two years ago I imposed upon myself to do an extra mile to keep my fellow Davaowenyos informed. The bulk water project is not just about water supply, it is also about caring for the environment, conserving and rehabilitating our natural resources. (Jun Ledesma)

Sa akong pangagpas, niining duha ka panghitabo, ang pag-implementar sa balaod militar dili hugot ug ang mga lakang sa seguridad kulang. Wa  itago ni Pres. Rodrigo Duterte ang grabe niyang kasuko sa pagpamomba nga kaduha pa gyud gihimo, sa sulod ug sa gawas sa simbahan.

Ang nahitabo sa Jolo dapat nga maghatag og bug-at nga leksyon sa atong mga magbalantay sa balaod ug kalinaw. Ako mismo personal nga nakaobserbar sa mapasagaron nga kinaiya sa mga elemento sa kapulisan nga gitahasan sa pagbantay sa kahusay ug kalinaw sa Redemptorist Church sa Davao. Imbes moposte sila sa mga estratehikong lugar o maglakawlakaw nga usa-usa o paris-paris aron sa pag-obserbar sa palibot sa simbahan, tua hinoon sila nagpunsisok sa usa lamang ka suok nga landong ug nagsige og tabi o nagsige og text.

Samtang ang Moro National Liberation Front, kinsang lider si Nur Misuari, lupig pay igsoon ni Presidente Duterte, ginatawagan sab.

OPINION: Weakness and apathy invite aggression by Jun Ledesma

THE DEADLY blast in Jolo of Our Lady of Mount Carmel Cathedral ushered gory memories of similar vicious bombing incidents of San Pedro Cathedral in Davao City. These dastardly and bestial attacks especially on the house of worship are condemned by both Christian and Islamic religions and can only be carried out by extremists. The first attack on the San Pedro Cathedral and the Mt Carmel were carried out under the aegis of martial law. The Davao incident was during Marcos and now this assault on The church in Jolo. The Davao tragedy happened in the waning days of martial law regime. I must say that in both incidents the enforcement of martial rule is not as tight and the security measures wanting. Pres. Rodrigo Duterte has not hide his anger on how the twin blasts were carried in and out of the church.

What happened in Jolo should give an expensive lesson to our law enforcers. I have personally witnessed the lackadaisical attitude of police elements that are supposed to keep the security at the Redemptorist Church in Davao. Instead of posting themselves in one or two in strategic parts or moving around the church, they are all clustered in one corner where it is shaded either rumor mongering or texting.

The homemade bomb used in Jolo must be something big considering the extent of the damage and the number of people killed and maimed. If the security was tight enough the bombs could not have been brought inside the church.

All these are beyond us now. After we bury the dead we should continue to care for the wounded. The president has ordered a stand down in Jolo and an all-out-offensive against the terrorists that seemed to move around freely, kidnapping people be they Christians or Muslims, foreigners or locals, men or women, children or adults. Police and military should not waste their time thinking and analyzing whether the perpetrators were ISIS or Abu Sayyafs, politically motivated or terrorist attack. It is plain carnage and whoever carried this out must be pursued to the ends of the earth and annihilated. The supremacy and strength of the government forces against these criminals must prevail because weakness and apathy invite aggression. Stop moonlighting as security guards of mining firms in Tawi-Tawi. That is not your sworn duty.

The Bangsamoro Organic Law had been ratified. It is a demonstration of sincerity of the Duterte administration in fulfilling the desired autonomy in what was once the autonomous region of Muslim Mindanao. It is now the turn of The Moro Islamic Liberation Front to demonstrate its sincerity to assist the government in hunting down the perpetrators. As to the Moro National Liberation Front, whose leader Nur Misuari, is a veritable brother to President Duterte, you know every inch of the ground of the island provinces of Sulu and Tawi-Tawi, the time has come to prove you are worthy of your friend trust and confidence. Join hands with him to end once and for all the evil that lurks in your region for there is no better time than now to make your land and your people prosper. (Jun Ledesma)

OPINION: Even the heavens rebuke Andaya by Jun Ledesma

EX-MAJORITY Floor Leader Rolando Andaya’s attempt at dramatics is a foolishly childish adventurism it only invited speculations why he cannot come to terms with Budget Sec. Ben Diokno on the figures which he claimed were insertions made by the former. He assailed the idea of having P114-billion for DPWH flood control projects and went on with his careless allegation that Diokno has a favored contractor to undertake the project. What a preposterous notion. Here in Davao City for example, we urgently need funds to fortify riverbanks and de-silt river beds which had become too shallow due to unimpeded soil erosion thereby causing flood waters to breach through embankments. This is happening now as I write this piece and that makes Andaya’s objections to the world’s typhoon and flood-prone country misplaced if not idiotic.

 

Some quarters had therefore speculated that Andaya’s attempt to shake the Palace by the Pasig might just be a symptom of some inevitable development. Something that could divert the nation’s wrath on him than make a diluvial issue out that flood-control budget. Isn’t it a simple truth that whatever figure is proposed, inserted or deleted at the end of the day it is the Lower Chamber, where he is or was Majority Floor Leader, has the control and final say? True to everybody’s hunch as the events unfurled, the Sandiganbayan came out with a denial of his appeal to dismiss the graft charges against him along with the scam queen Janet Napoles etal. Andaya did not cease from his verbose innuendos he took a jab at the Sandiganbayan for setting his arraignment on the 194 cases of graft and malversation cases with a snide “what a timing” remarks. Sandiganbayan presiding Justice Amparo Cabotage-Tang gave him a rap on the knuckles for which he profusely apologize later.

 

Even the heavens conspired against Andaya. A storm ravaged the Bicol regions inflicting severe damage to crops and claimed several lives on account of floods and erosions. Secretary Diokno who shunned congressional inquiry for having been subjected to a debasing inquisition must have an ally in the heavens to argue his case. It’s like a thunderous rebuke on Andaya like “hey you i - - - - those flood control projects are badly needed”. The message should resonate to the lonely castle of Vice Pres. Leni Robredo who had criticized Agriculture Sec. Manny Pinol for proposing to set aside a budget to de-silt rivers that overflows with a normal rainfall thereby inundating rice farms. VP Leni smirked at the idea saying “nakawin lang ang pera dyan”. A statement from a simpleton who happens to be the second most powerful person in the country. She dropped the statement without suggesting an alternative on how river siltation can be addressed.

 

Palace Spokesman, Sec. Sal Panelo, did not find Andaya’s diversionary expedition funny, he challenged the later to just file his charges against Secretary Diokno in court. But I do not think that that will happen now as the heavens had spoken and the Majority Floor Leader had stepped down (or was there a silent coup?). Deputy Speaker Fredinil Castro has taken over his post in what was euphemistically described as “term sharing” or to put it rather bluntly, “a graceful exit”. (Jun Ledesma)

OPINION: Dirty tricks on Cusi, et al. won’t wash by Jun Ledesma

NOT TOO long ago a wrote a piece about the headline of a  Manila-based tabloid  “Abante” and its website which facetiously assailed the integrity of Energy Sec. Al Cusi, PNOC Pres. Reuben Lista and TRANSCO Pres. Melvin Matibag. I was initially curious about the issues they raised against Matibag which to me are patently incredulous. The author of the headline story alleged that the Transco President was asking for millions of pesos from electric firms in Mindanao to be connected to the Transco grid in Visayas. In the same story the writer claimed that Matibag was demanding for a share in the payment of right of ways  from property owners where the Transco transmission cables and towers were erected.

I was quite amused with how the story ran. I recalled that just about that time I warned about the creeping destabilization moves and oust-Duterte  plot from political, religious, media and ideological forces that had connived  to discredit the administration of Pres. Rodrigo Duterte. The story that was headlined by Abante was however ridiculous and flippant in that there was not even an inch of a power cable that would connect Visayas and Mindanao and the National Transmission Corporation (Transco) power pylons and cables had been  there for years before the new appointees of Duterte assumed. Right there and then i knew there’s a wrecking crew parading as investigative journalists that is on the job for some party of interest.

Some oligarch are hanging on to the thin thread of whatever bit of power-influence remains  when the corrupt Aquino administration exited.  They were testing the waters under the Duterte regime.

I didn’t know that the Philippine National Oil Company, its President, former Admiral Reuben Lista, was also an object of the same character assassination by the same publication and writers. As we all know, PNOC is also under Cusi’s Department of Energy. The pattern of the insidious attacks on the integrity of the officials of the  agencies under DOE and Cusi himself had become obviously a crass demolition job  although the architect of the nasty attack remains incognito. We could however surmise that only those with rabid interest on the assets of PNOC and other agencies under DOE must be behind the vicious and libelous news.

Cusi, Matibag and Lista have become victims of fake news both in print and social media where they were crucified as if they had committed graft and are facing charges in the Ombudsman.  Because they do not have friendly access to the mainstream media they did a last recourse: asked the National Bureau of Investigation to probe into the concocted charges against them. What I learned of late is that the NBI found no single complaint, administrative or criminal, filed against the three in the Ombudsman or the Government-Owned and Controlled Corporations. In short the attacks on the integrity of Cusi, Matibag and Lista were just to damage their reputation as public officials. Any which way you look at the news story there is no mistaking it partakes of a veritable cyber-crime and libel.

The era of character assassination often funded by the influential and the famous to exact fear on government officials and cow them to grant their demands in varied  forms of contracts  had ended with the start of the Duterte administration. Just do it in a conduct which is right, legally defensible and make sure your company and the people representing your firm have legitimate credentials.  Remember Manny Pangilinanan demanding for a refund of P3-billion  from the government in exchange for  the return of Cure frequency to NTC?

Duterte in a side remarks during his speech at NEDA anniversary said that he will release the BIR revenue investigators to conduct a probe on PLDT/Smart  empire. In less than 24 hours Pangilinan  meekly complied. In the case of Lucio Tan, he dutifully paid his tax liability and he got a pat in the back. Duterte went on to praise him for making Philippine Airlines worthy of carrying the Philippine flag.  Of course we all know what happened to  the mighty owner of Mighty Cigarrettes.  What am saying as a piece of advice to businesses men who wants to pull a fast one: Do not stretch your luck too far. OPINYON: Damgo sa tawo nga gabudlat ang mata ni Jun Ledesma

DI NAKO masabtan ngano nga si Jose Ma. Sison ma-headline pa gihapon bisan og ang iyang mga pamahayag bunga lamang sa iyang imahinasyon. Iyang gipahayag sa pinakaulahi niyang deklarasyon nga sa tuig 2019 ang prinsipal nga agenda sa CPP/NPA mao ang pagpalagpot kang Pres. Rodrigo Duterte. Kataw-anan ug makalolooy tungod kay sukad sa unang adlaw nga ningbiyahe siya padulong sa yuta sa pantasya kun asa gusto niya nga ipundar ang iyang maka-komunista ug kontrolado nga gobyerno, kanunay na siyang nakigkomplot sa mga disipulo sa mga romantiko sa politika ug nagpahimulos sa uban nga di modawat sa gipili sa mayoriya ug nakigkunsabo sa mga tawo nga pareha ni Joma nga hilig manglaktud sa tamang proseso.

Dili na konektado si Joma sa realidad ug wa makatabang nga tua siya nagpuyo sa laing nasud ug wala sa Pilipinas nga giinsister niya nga maoy tumong sa iyang pakigbisog apan ningbahag ang ikog ug wa mobalik aron pangunahan ang gikapoy na nga panon sa armado nga nagtuo pa gihapon sa iyang damgo sa utopia. Di sab siya kabiya sa maanindot nga kinabuhi sa Netherlands.

Gibasol ni Joma ang gobyernong Duterte sa pagtalikod sa peace talk. OPINYON: Banggiitang Professor sa UP mosuporta kang Bong Go ni Jun Ledesma

DI SILA kaila apan nakadungog na sa usa’g usa. Wa gani ni sila magkita pero nakahibalo ang kada usa kun unsay ilang mga gimbuhaton sa ilang tagsa tagsa ka trabaho. Si Bong Go, ang pinakasinaligan ni Pres. Rodrigo Duterte sa paghimo sa mga gimbuhaton nga ginatawag og programa sa corporate social responsibility sa Buhatan sa Ehekutibo, ningkumpisal nga di siya kaharong kang UP Prof. Clarita “Claire” Carlos tungod sa pagkahalangdon sa iyang posisyon sa natad sa edukasyon. Sa iya sab nga kabahin, bilib sab kaayo si Professor Carlos sa gipanghimo ug sa agi sa kanhi Special Assistant to the President isip konpidante ug magtatambag sa Presidente ug tig-implementar sa programa sa social outreach sa iyang boss.

 

Dili kinaiya ni Bong Go ang pagbutang sa iyang pangalan sa mga sudlanan sa mga hinabang ngadto sa mga nanginahanglan. Di gani ni siya mangutana og asa ka nga kampo sa politika. Way bale kaniya og pro-Aquino ka ba o Romualdez ba sa paghatag og mga hinabang sa mga biktima sa bagyo o sunog o pasyente nga nagkinahanglan og medical assistance. (Na-getz ninyo?)

 

Nakadungog na si Professor Carlos sa programa sa Malasakit Center ni Presidente Duterte. Sa wa pa siya moluwat pagka SAP human niya og file sa kandidatura pagka Senador, nakatukod na si Bong og pipila ka Malasakit Center sa nagkalainlaing bahin sa nasud. Pwedeng mabaylobaylo ang pangalan sa Malasakit Center ug iyang pangalan. Pareha ra ni sa Lingap Center nga nagatabang sa mga pobreng pasyente sa Davao City. Si Bong Go ang in-charge sa programa sa panahon nga siya pa ang executive assistant ni Mayor Duterte. Mao ni ang rason nga sinati na kaayo niya ang tumong ug mga kalihokan sa maong mga center.

 

Pero wa tuyoa nga magsugat gyud ang mga dalan sa UP Professor ug sa SAP kanhi. Ang drayber ni Carlos giataki sa kasingkasing ug kinahanglan nga dalhon og dinalian sa ospital. Tungod kay retiradong sundalo, gidala siya sa Veterans Hospital nga ninglabas nga kulang og mga kahimanan pag-atiman sa pasyente nga naistrok. Human sa 1 1/2 ka bulan, makalakawlakaw na siya og hinay ug di na siya nguhal! Dako gyud nga kausaban sa tinuod lang!

 

Ang nakaparat kay human sa amot-amot para sa iyang dakong balayranan sa ospital, duna pay nabilin nga dakong kantidad nga utang sa Philippine Heart Center.

Pinaagi sa usa ka estudyante nako niadto, gipahibalo nako ang kanhi SAP, nga wa kaila nako, ug wa magdugay, gibayran niya ang nabilin nga utang!

 

Wow! Agig balos, akong gitanyag ang akong serbisyo sa consultancy ngadto kaniya, way bayad, bahin sa nasudnong depensa ug tulomanon sa internasyonal. Wa siya motubag… Pagka manggiluy-on nga tawo! Salamat!” Katapusan sa mensahe.

Sama kang Bong wa pa mi magkita ni professor pero higala mi sa Facebook. Ginabasa nako ang tanan niyang ginapatik tungod kay ang iyang maalamon nga diskusyon sa nagkalainlaing tema ilawom sa langit pwerte ka bililhon nga way sama. Giasoy nako ang usa ka adbokasiya ni Bong Go bahin sa kabatan-onan ug mao ni ang iyang komentaryo:

 

“Serafin Ledesma Jr, usa ni ka dalayegong plano para sa atong kabatan-onan!

Naglaum ko nga si kanhi SAP Go makahunahuna sab og tabang og pundar og mga pampublikong library nga dunay mga pasilidades para sa tanang tawo bisag unsay edad apil ang mga tigulang sama nako nga hapit na mokabat og 10% sa atong pangkinatibuk-ang populasyon.

 

Ang atong kabatan-onan dili angay nga magsige lang og suroysuroy sa mall! Mabuhay ka, kanhi SAP Go! Ako naglaum nga di madugay mahimo kang usa sa mga decision maker sa atong nasud aron mas mopaspas ang katikaran! Saludo!’’

Bitaw, naay pipila ka kandidato nga swerte kun di man gipanalanginan. Apan di lang ni bendisyon kay dako kaayo ni og epekto tungod kay ang suporta gikan sa usa ka inila ug respetadong professor di lang sa University of the Philippines kundili sa han-ay sa mga manggialamon sa akademya.

OPINION: Adventurism in Talaingod town by Jun Ledesma

THIS HINTERLAND town is home to gentle and peaceful indigenous tribe – Talaingod. The local and the provincial government have seen to it that their culture and traditions are preserved. Even the curriculum of their education dovetails with these as observed in the Davao del Norte State College- Datu Jose Libayao extension school. The Salugpongan community school supported by the leftist organizations does something else. Something extremely radical is happening in the school reviving that adventurism in the 1960s when cell meetings and teach-ins are covertly conducted with the Red Book as the bible alongside the lessons of dialectic materialism.

We were told by Gov. Anthony del Rosario that Salugpongan had been taken over by leftist elements and took advantage of the frailties of the innocence of the children of the indigenous peoples. The tribal council had since then demanded for the closure of the school as this has become a veritable ground to pursue the communist ideology and training ground for child-armed revolutionaries.
A number of armed encounters were reported in what was once a peaceful mountain town. Some of the tribal leaders were victims of atrocities. We always get conflicting reports.  Communist partylists always beats military in propaganda and would blame the Armed Forces and their para-military units for the deaths of the lumads. Not because they have anything to do with the murder of tribal leaders but they would go through the process of investigation before coming out with their version of incidents. The military and police always are losers in propaganda warfare.

Take the case of the recent incident in Talaingod that hugged the front pages of newspapers and lead story in broadcast networks. There is an apparent attempt at discrediting the AFP even as Ka Satur Ocampo, President of Bayan Muna, and ACT Teacher Rep. France Castro were caught herding school children towards Salugpongan in an unholy hour. Teach-ins, we used to call this before ...or during Ka Satur’s time. This time however, the Red Book of Chairman Mao had become irrelevant considering how modern China has become the 2nd most advanced economy in the world, thus the ideologues of today would rather use video presentation and perverted versions of the national anthem to hypnotize the kids in their leftist adventurism.

Foreign Affairs Sec. Teddy Locsin must have thought that the time lapse when he and Ka Satur were in Congress together had withered his former colleague especially when he had gone through the torturous martial regime and, as the Secretary puts it, “we protected him against warrants of arrests”. Fine. But Locsin should realize that Satur is no longer in the halls of Congress or the streets in Manila where he can shout his slogans and incendiary speeches. This time, his friend Satur, refuses to believe that the China of his time is just a chapter in history and there is no time machine invented to bring them both together at least during their halcyon days in Congress. Satur got stuck in his utopia and he wants to resuscitate this moribund plot by inveigling the innocent tribesmen of Talaingod to embrace his cause.

The military this time caught Satur and his colleagues Red handed. The Lumads, worried about their missing children, denounced the leftist leaders that include a number of protestant pastors (?) for kidnapping their kids. Neither Governor del Rosario nor Mayor Libayao and the tribal chieftain were informed of the activity which the suspects intended to do in that unholy hour of the night when the children ought to be asleep amidst the soporific  monotony of crickets chirps.

That they were there to rescue the children from military atrocity does not stand to reason. That to me, to borrow the word of Locsin, is bullshit. It is no secret however, that children and adults of the various indigenous tribes from Talaingod, in Davao del Norte, Agusan provinces and North Cotabato are pitiable spectacles whenever rallies are staged in Davao City. They bear placards that denounce government, dictatorship of whoever sits in Malacanang and the usual ‘imperyalistang Americano’. Young and innocent children, some barely in their teens bellows the banal slogans so worn out as their slippers, with eyes wide open as they stare at concrete edifices much taller than lawaan trees in their backyards.

But why do they hold rallies in Davao City. For one, in Duterte city they do not need permits to staged rallies. Moreover, they organizers love it here because Davao is not only the center of commerce and trade of the south, it is also the communication center. The demonstrators are covered live nationwide by TV and radio stations and their stories are carried by print media. Perfect outputs for pan-handling NGOs in their solicitation of funds from generous but ignorantly naive donor foundations in Europe, Canada and America.

Satur Ocampo and his comrades are surprisingly out on bail given the existence of martial law  in Mindanao but they should absorb lessons from this experience in that commercialism and ideological adventurism don’t mix. (Jun Ledesma)

OPINION: Bong Go wins a top endorser by Jun Ledesma

THEY DO NOT know each other but they have heard of each other. They have not even met but each knew what they do in their respective endeavors. Bong Go, the most trusted man of Pres. Rodrigo Duterte when it comes to performing the tasks in the corporate social responsibility program of the Executive Office,  confesses he looks to UP Prof. Clarita “Claire” Carlos with awe. In turn she admires what the former Special Assistant to the President had been doing not only as confidant of the Chief Executive but in implementing the social outreach projects of his boss.

Bong Go as we know, does not put his name on the countless package of assistance he extends to the needy. He does not even ask if one is in the opposite side of the political spectrum. He does not ask whether you are pro- Aquino or a Romualdez in dispensing aid to typhoon or fire victims or a patient needing medical assistance. (Get my drift?)

Professor Carlos heard of the President Duterte’s Malasakit Center program. Before he bowed out as SAP when he files his candidacy for Senator, Bong had already established several centers all over the country. His name is synonymous to Malasakit Center. This is similar to Davao City ‘s “Lingap Center” which caters to poor patients. Bong Go was in-charge of the program when he was still executive assistant to then Mayor Duterte, ergo he is no stranger to what the centers are for.

The UP Professor and the SAP had an accidental encounter. The driver of Carlos had a stroke and has to be rushed to a hospital. Being a retired soldier, he was brought to the Veterans Hospital which turned out lacked the facilities to attend to a stroke victim. Next option was the Philippine Heart Center where he was admitted and treated. Bills were mounting and the poor driver and Claire’s financial resource were getting thin. When it was time to leave and settle the bills, they were told that everything had been paid for.

Here is Prof. Carlos post on my FB wall: “Serafin Ledesma Jr, Thank you for that note re my rant vs this hospital for our retired military.  Just to update:  he is recovering well and quick, too, with a combined laser and acupuncture therapy!  After just 1 1/2 months, he can now walk slowly and no longer slurs! Monumental changes really!

The best part is that, after crowd funding for his huge hospital bill, there was a fairly big amount still left to be paid at the PhilHeart Center.  Thru a former student, I reached out to former SAP, who did not know me, and in no time at all, he paid all the bills outstanding! 

Wow! In turn, I offered my consulting services to him, pro bono, on defense and foreign policy matters.  He has not responded ... what a kind person!! Thank you!”  End of message.

Like Bong I have not met the professor but we are friends on Facebook. I read all her posts since her brilliant discourse on varied subjects under the sun are priceless. I posted a story about one of Bong Go’s advocacy for the youths and she has this to say: “Serafin Ledesma Jr, what a laudable plan for our young!  

I hope former SAP Go will also think of helping set up public libraries which will have facilities for all age groups including the old people like me, who will  soon reach 10% of our total population.  Our young people cannot just be malling all the time!  These public libraries can double as community centers where the youth are trained on disaster mitigation and adaptation and training for all aspects of leadership, too! 

Mabuhay ka, former SAP Go!  I hope you will soon be a decision maker to make things happen!  Saludo!’’

Some candidates can indeed be lucky if not blessed. But this is not just blessing, it is also significant considering that the support comes from a respected professor not only from the University of the Philippines but from the academe.

Atong paminawon si UP Prof. Clarita Carlos. Dako ko nga magdadayeg niining usa ka higante sa mga intelektuwal tungod kay ang iyang mga ginapatik sa Facebook puro mga bulawanong hiyas nga libre niyang gipanghatag. Niadtong niaging buwan sa usa ka higayon, pwerte niyang sukoa kay ang iyang drayber na-istrok sa kasingkasing ug gidala gilayon sa Veterans Hospital kay retiradong sundalo. Naputong ug nasuko kaayo si Propesora Claire sa ospital tungod kay ninglabas man nga mora og kulang sa mga pasilidades nga gikinahanglan sa pasyente. Si Bong ang iyang kaban sa kasayuran, tigtubag sa mga tawag, appointment secretary, ubp., ubp. Ang orasan sa iyang lawas pareha sa Presidente ug bisan asa siya moadto, tua sab si Bong.

Kaniadto, si Presidente Duterte mismo ang moatiman sa mga panginahanglan sa mga biktima sa mga katalagman, sa panagsangka sa mga armadong pwersa ug kadtong nagkinahanglan og tabang sa tambal. Ang tumong sa maong proyekto mao ang pagtabang sa mga pasyente nga nagkinahanglan og atensyon sa ospital sa gobyerno o bisan pribado. Gitukod sab ni Duterte ang special clinic para sa mga bata nga dunay kanser. Ang opisina ni Bong Go ang in-charge sa pagtabang sa mga benepisyaryo. Sa sinugdanan ang “Lingap” gipundar para lang sa taga Davao City apan daghang pasyente gikan sa ubang probinsya nga gidala sa mga ospital sa Davao ang mahutdan sab og pundo ug gitunolan sa gikinahanglan nga tabang. Dugang pa, ang cancer clinic nahimo na nga kompletong ospital. Nagaatiman na kini og mga pasyente gikan sa Mindanao ug Visayas. Dili lang ang mga batang pasyente ang ginatagaan og kapuy-an, ang ilang mga ginikanan o bantay duna say kapuy-an.

May mga talagsaong panghitabo sa mga flash floods kaniadto sa Davao City ug usa sa pinaka grabe ningtabon og tubig sa usa ka subdivision dihang ang kusog nga bul-og sa Davao River ning-awas sa iyang tampi. Sa tungang gabii kadto nahitabo. OPINYON: Sayo nga pagtan-aw sa politika sa Davao Norte ni Jun Ledesma
