Filipinos satisfied with Duterte in latest survey

The latest Social Weather Stations (SWS) survey released recently showed that 3 out of every four Filipinos are satisfied with the general performance of the administration of President Rodrigo Duterte.

The fourth quarter 2018 survey said 76% of Filipinos are satisfied while only 9% are dissatisfied and 15% are neither satisfied nor dissatisfied, for a net satisfaction rating of +66 classified by SWS as “very good”.

The pollster explained that +66 is 16-point higher compared to "very good" +50 rating obtained by the administration in September 2018. It said that the Duterte administration scored "excellent" ratings in promoting women's rights and building and maintenance of public works with +71 and +70 net satisfaction ratings, respectively.

The administration scored "very good" ratings in helping the poor (+68), protecting human rights (+62), reconstructing Marawi City (+60), fighting terrorism (+55), transparency in government activities (+54), and deciding quickly (+50). On the other hand, the administration scored "good ratings" in fighting crimes (+44), reconciling with Muslim rebels (+43), eradicating graft and corruption (+42), defending Philippine sovereignty in the West Philippine Sea (+40), reconciling with communist rebels (+39), fulfilling commitments in international treaties (+39), and foreign relations (+38).

According to SWS, the national administration’s net satisfaction rating rose by one grade in all areas.
In Mindanao, net satisfaction rating rose from very good to excellent, up by 8 points from +67 to +75 while it jumped from good to very good or up by 21 points from +42 to +63 in Visayas; from good to very good (from +40 to +60) in Metro Manila; and, also from good to very good (+48 to +65) in Balance of Luzon.

The survey was conducted from December 16-19, 2018 with 1,440 respondents and a margin of error of ±2.6 percent.

Presidential Spokesperson Salvador Panelo described the survey results as “loud and clear repudiations” of his critics and detractors who questioned his policies and reforms.

“These figures are loud and clear repudiations of the critics and detractors of PRRD who have described him as misogynistic, anti-poor and anti-human rights, and who have taken turns in questioning the Build-Build-Build Infrastructure Program and lambasting the rehabilitation and reconstruction of Marawi,” Panelo said.

He said Duterte’s critics and detractors should realize that their backlash directed at the President is ignored by those who support him. “While the Administration never impelled the vocal minority from expressing their dissent, it is time they finally realize that a sizeable but silent majority has paid no attention to their endless tirades against PRRD and the Administration, as well as its policies, particularly with respect to the aforesaid matters.

The Palace considers this increase in satisfaction rating as a vote of public confidence and a demonstration of the people’s unshakeable trust to the present Administration,” he said.

He also reassured the public that the Duterte administration will proceed with programs and services that benefit all Filipinos. “As we go into the third year of the President’s term, the Filipinos can rest assured that we would not be lulled into complacency while we continue to roll out the programs and services he started in bringing a comfortable life for all under a peaceful and corrupt-free environment,” Panelo said. Heavy rains did not stop Cebu Sinulog fest, devotees join parade

CEBU – Heavy rains on Sunday did not stop Catholic devotees from participating in one of the Philippines’ grandest religious festivals in Cebu – the Sinulog.

Over 2 million people from various parts of the country and even from abroad, joined the Sinulog parade in Cebu City.

Colored floats and different costumes by contingents many of them carrying the infant Jesus, snaked throughout the city’s roads and chanting “Viva Santo Niño” while security forces enforced tight measures around Cebu.

Senator Joseph Victor “JV” Ejercito, who is seeking re-election, also congratulated Cebu officials for the rousing success of annual festival which showcased the talent of the Cebuanos’ interpreted in various activities and programs that entertained the spectators.

Ejercito said he admires the Cebuanos for preserving and promoting the Filipino rich tradition and culture through the Sinulog Festival using modern style of performances and displays without losing its religious roots and content, which is a deep expression of honor, faith, and complete devotion to the Beloved Santo Niño.

“We Filipinos should be thankful to the local officials of Cebu and their partners in the private sector and all the Cebuanos for giving us a very lively, joyful, and memorable Sinulog Festival every year and I hope this will inspire us to contribute our share, whether individually or collectively, in promoting and preserving our rich heritage amid rapid social transformation and modernization,” he said.

Cebuanos, just like those in Mindanao and Luzon, are strong supporters of Ejercito, who is included in the top 12 of the recent SWS senatorial survey.

BI fields more personnel to airports as holiday rush begins

A TOTAL of 56 immigration officers will be deployed to different international airports to beef up their manpower in anticipation of the influx of international passengers that will enter and exit the country during the holiday break.

Bureau of Immigration’s (BI) Port Operations Division chief Grifton Medina said BI Commissioner Jaime Morente issued an order directing the concerned employees to report to their airport assignments starting this week.

“We are actually expecting an upsurge of travelers entering the Philippines by around the second or third week of December as Christmastime approaches,” Medina said.

Medina has recommended to the BI chief the implementation of a personnel augmentation scheme in view of the reported increase in the number of passengers at the Ninoy Aquino International Airport (NAIA) and other airports in the past few days.

Of the 56 BI officers given new assignments, 19 of them will be reporting to the NAIA while the 37 others were dispersed to the airports in Clark, Mactan, Kalibo, and Davao.

They are presently assigned at the BI main office and in other immigration field and satellite offices nationwide.

Medina noted that the additional manpower, and the opening of the 21 e-gates in major airports nationwide, would greatly reduce the queuing time of the traveling public.

“Our goal is to provide fast and smooth immigration inspection this Yuletide season. Our priority is the Overseas Filipino Workers who are here for Christmas. We are providing a more efficient service so that our kababayans will be able to spend more time with their families,” he added.

With this, the BI official clarified that the reassignment is only temporary and that the officials would return to their original posts in the second week of January when passenger volume at the airports is anticipated to drop.

Morente reportedly instructed Medina to “keep a close eye on the immigration lines in all international airports to ensure they are minimized”.

Likewise, he reiterated his standing directive to BI personnel in the different ports to maintain the highest state of alert during the Yuletide season.

The BI head added that they cannot allow human traffickers and other syndicates to take advantage of the holiday rush and use the country’s ports as venues for carrying out their nefarious activities. (Ferdinand Patinio)

LTO intensifies campaign vs. manufacturer, use of fake documents

THE LAND TRANSPORTATION Office (LTO) warned the public against people who demand money from them in exchange for their preferred ending of plate numbers in the registration of their vehicles.

The LTO also asked the public not to engage the services of people who manufacture fake licenses, vehicle registrations and car stickers because it is a criminal offense.

LTO chief Edgar Galvante said the agency will not just go after the manufacturers of fake LTO documents but, also those who patronize them.

“As part of our intensified campaign, the LTO will bar from obtaining or renewing the driver’s licenses of those who will be identified patronizing these illegal operations while those who will be caught manufacturing fake LTO documents will be criminally charged in court,” said Galvante, who also serves as an assistant secretary of the Department of Transportation.

LTO Executive Director Romeo Cruz said they are coordinating with the banking industry to check the use of fake driver’s license as identification. “We will provide bank management the know-how to check the fake driver’s license from the real ones,” Cruz said.

There were also reports that some car dealers and agents are asking additional payment from their clients who wanted to choose the last number of their vehicle plates claiming it as an “added service,” according to Galvante.

“I enjoin the motorists to just pay only the amount with official receipts because the agency does not charge anything above the prescribed fees,” he said, adding, they are doing the best to solve the backlog in the issuance of vehicle plates, there are these people with criminal minds who take advantage of the situation.

“We will not condone this act and put these people where they should be. We may withdraw the accreditation of the erring car dealer and their agents,” he said.

Based on the information received by the agency, a client is being charged P3,000 to P5,000 if he wants to choose the last number for the vehicle plate saying it is considered a “special plate.”

Most of the victims of this modus operandi are new vehicle owners since the government is planning to have all new vehicles coming out of the car dealerships with plates already attached to them. This is part of the LTO’s “Moving Forward” program.

The LTO clarified that to date, the agency has not accepted application for the special plate and the issuance of the same is still suspended until after the backlog on vehicular plate has been resolved. (Mindanao Examiner)

Senate to scrutinize proposed 2019 budget

SENATE PRESIDENT Vicente Sotto assured that they would scrutinize any amendments that the House of Representatives would make in the proposed 2019 National Expenditure Program (NEP) before it is approved into law.

Sotto said as far as the Senate is concerned, “nothing is written in stone,” especially in very important pieces of legislation like the General Appropriations Bill (GAB). “Before it becomes the General Appropriations Act (GAA) which is the law already, we will scrutinize it the way the Senate scrutinizes it,” he said.

He stressed that whatever the House amends in the GAB, whether a decrease or an increase in allocation, would be carefully studied by the Senate. “Hindi naman kami pwedeng magpasa lang kung ano yung dumaan sa amin dito lalo na pagdating sa budget because the budget is the single most important piece of legislation that Congress has to pass,” he said.

Sotto’s statement came out amid reports that plenary deliberations on the proposed P3.757-trillion NEP submitted by Malacañang were stalled, allegedly over the insertion of some PP55 billion allegedly intended to lawmakers’ projects in their districts.

Senator Panfilo Lacson also said careful scrutiny is needed, especially since the Senate was able to identify billions of pesos of supposed pork barrel funds in the past. “Oo, nagawa namin ito noong 2016. May P8.3 billion na na-identify. Actually nasuportahan ng kasamahan ko sa Senado, ilagay ito sa free tuition. Kaya wala pa ang batas sa free tuition, nagkaroon ng pondo na P8 billion,” Lacson said.

He added that another P86 billion in pork barrel funds were identified in the 2017 budget lumped as a single allocation for road right of way settlement of the Department of Public Works and Highways.
As for the reported P55-billion pork barrel in the 2019 budget, Lacson said the funds were allocated to the Department of Education and the Department of Transportation for projects that were allegedly identified by congressmen. “Kung kani-kanino man, yan ang hahanapin natin ngayon. Pero pork pa rin yan,” Lacson said.

Senate Minority leader Franklin Drilon warned that he will oppose the passage of the GAB itself if the insertions are retained. “I will oppose the passage of the budget and filibuster, if needed, if these pork barrel allocations or insertions remain,” Drilon said.

Senate President Pro Tempore Ralph Recto, on the other hand, expressed optimism that Congress would be able to pass the GAB on time despite the reported bickering in the House and the Senate's careful scrutiny. “We will wait for the House to pass their version of the budget. Trillanes is paranoid, says Palace

OPPOSITION SENATOR Antonio Trillanes could be in state of paranoia for claiming suspicious-looking men have been surveilling his house, Malacañang said.

Trillanes, a former coupist with the rightist group Magdalo, remains holed out the past weeks in the Senate for fear that authorities would arrest him after President Rodrigo Duterte revoked his amnesty granted by then President Benigno Aquino.

“First, it’s drama; now it appears to be paranoia,” Presidential Spokesperson Harry Roque said when asked about Trillanes’ claim after the senator released CCTV footage showing a man in a car going around several times in the subdivision where the politician’s house is located.

Trillanes said the suspicious-looking men in “unregistered” vehicles could be from the government intelligence units. Roque refuted Trillanes’ suspicion, saying only the court can issue arrest warrant against Trillanes. “I think it’s very clear, the President has left the matter to the RTC of Makati; and so as the Supreme Court,” he said.

On August 31, Duterte issued Proclamation 572 declaring void ab initio (from the beginning) the amnesty granted by the previous administration to Trillanes.

Duterte cited Trillanes’ failure to comply with mandatory requirements such as amnesty application form and admission of guilt to the crimes of rebellion he committed against former President and now House Speaker Gloria Arroyo. In his proclamation, Duterte ordered the military and police “to employ all lawful means” to arrest Trillanes, prompting the former Navy officer to seek refuge in the Senate.

Trillanes requested for temporary restraining order against Proclamation 572 but the Supreme Court (SC) turned it down. Despite the SC’s verdict, Duterte still opted to wait for RTC’s decision on the Department of Justice’s request to issue an alias warrant of arrest and a hold departure order against Trillanes.

Roque had earlier said Trillanes was just trying to dramatize the issue to gain political mileage for staying in the Senate since September 3, despite assurances from the government that he will not be arrested without a court order.

He said the SC ruling has actually removed legal impediment to arrest Trillanes, but Duterte decided to wait for the lower court’s decision out of respect.

“There is no legal impediment but there is such a thing as respect for the courts,” Roque said. Chief Presidential Legal Counsel Salvador Panelo said Trillanes’ amnesty was also null and void from the very beginning since it was former Defense Secretary Voltaire Gazmin and not former President Benigno Aquino who approved his amnesty.

Duterte, a former fiscal, has also agreed that only the President has the power to grant amnesty and pardon. (Jelly Musico)

Cebu Pacific grows Davao hub, opens a new route and adds frequencies

DAVAO CITY -  The Philippines’ leading airline, Cebu Pacific (CEB), expands its footprint at the Francisco Bangoy International Airport here with the introduction of a new route, as well as additional frequencies.

It said starting November 9, 2018, Cebu Pacific will mount daily flights between its Davao and Clark hubs, improving air connectivity between Central Luzon and Mindanao. Cebu Pacific Flight 5J 986, bound for Clark, departs Davao at 4.10 p.m. daily, and arrives at 6.05 p.m. The return flight 5J 985 departs from Clark to Davao at 1.45 p.m., with scheduled arrival at 3.40 p.m.

“Cebu Pacific has been operating flights in and out of the Francisco Bangoy International Airport since 1996. Since our maiden Davao-Manila flight, we have not only expanded operations, but consistently maintained our presence in the region. We remain committed to helping play a pivotal role in the growth of Davao,” said lawyer JR Mantaring, Vice President for Corporate Affairs of Cebu Pacific.

Since 2008, the Francisco Bangoy International Airport has been serving as one of the airline's hubs in Mindanao.

Beginning October 28, 2018, CEB will be adding flights between Davao and Cagayan de Oro (7x to 11x weekly); Iloilo (7x to 11x weekly); Dumaguete (3x-4x weekly); and Bacolod (4x to 5x weekly).  On December 01, 2018, Cebu Pacific will also be doubling its flights to and from Singapore, from twice weekly to 4-times-a-week.

“The expansion of our Davao route network will not only boost trade and tourism, but will also open opportunities for commerce, entrepreneurs and domestic investments. This in turn, will help spur economic growth and provide travelers with more route options to get to their destinations,” Mantaring said.

On top of this, CEB also opens a new route connecting Tagbilaran in Bohol and Clark. Both new routes are on an introductory sale with a base fare of P599 up to August 28, or until seats last. Travel period is from November 9, 2018 to March 30, 2019. Lowest year-round base fare for the Davao-Clark route is at P1,088, and P888 for Tagbilaran-Clark.

Aside from its Davao and Clark hubs, Cebu Pacific operates flights out of five other strategically placed hubs in the Philippines: Manila, Kalibo, Iloilo, Cebu and Cagayan de Oro (in Laguindingan, Misamis Oriental province). The carrier has maintained leadership in the domestic market with 37 destinations, 76 routes and over 2,130 weekly flights. As of end-June 2018, Cebu Pacific flew 7.6 million passengers, comprising 73% of the 10.4 million passengers flown from January to June 2018. (Mindanao Examiner)

Duterte, nagbantang itutumba ang mga tiwaling parak!

NAGBANTA ANG PANGULONG Rodrigo Duterte na ipa-papatay ang mga parak na sangkot sa mga tiwaling gawain at kriminalidad kung hindi sila magbabago.

Ito ay matapos na iharap ng pulisya kamakailan kay Duterte sa Palasyo ang mahigit sa 100 parak na umano’y sabit sa iba’t-ibang katiwalian.

Tadtad naman ng mura ang tinanggap ng mga parak sa harapan mismo ni Police Director General Oscar Albayalde at Interior Secretary Eduardo Año at iba pang opisyal ng pamahalaan. Halos bumuga ng apoy ang bibig ni Duterte sa walang humpay na pagmumura nito at kaliwa’t-kanang pagbabantay sa buhay ng mga parak.

At maging ang kanilang pamilya ay pinagsabihan ni Duterte na kung ano man ang mangyari sa mga tiwaling parak ay huwag sisihin ang pamahalaan.

“Tumingin kayo sa akin! Sampalin kayo, putang ina! Tumingin kayo sa akin dito sa mata ko, look at me! Alam mo hindi ko maintindihan kung (paano) kayong mga kriminal nakapasok sa pulis, alam mo sana ang pulis maganda ang reputation, they have improved on their image a lot, tumaas na yung respeto ng taong-bayan sa atin mga pulis, kayo yung, ang salot ng, hindi ko maintindihan kung, putang ina anong...Alam mo sa totoo lang prangkahan ko ngayon ang buong Pilipinas, pag ganoon kayo ng ganoon, putang ina papatayin ko talaga kayo,” ani Duterte.

“Masiguro ninyo yan, wala na ako magawa sa inyo mga ulol kayo, kung hindi mag, I will review your cases, kayo may mga kasalanan, na sindikato sa droga, sindikato sa corruption, meron akong Special Unit habang-buhay bantayan kayo at pag nagkamali kayo ng konti sabihin ko - patayin kayo,” dagdag pa ng Pangulo.

Hindi naman makapaniwala si Duterte kung paanong nakapasa sa pulisya ang mga akusadong parak na tinawag pa nitong mga hayup. “Bakit kayo pumasok sa pulis? Anong nakain ninyo? Itong pulis para lang ito sa mga taong may pagmamahal sa bayan at gustong makapagsilbi sa kapwa-tao. Bakit kayo nakapasok dito? Mga animal kayo. Para naman kayong putang inang mga aso na,” sambit pa ni Duterte.

Sinabi pa ng Pangulo na kung wala lamang mga opisyal na naroon sa Palasyo habang sini-sermonan ang mga parak ay pagpa-paluin na niya ito.

“May opisyal dito ninyo at kung wala ay kanina ko pa kayo pinagpapalo ng…kayong doon na may kaso, huwag na kayo mag bail, huwag ninyo akong sisihin, huwag na kayo mag piyansa magtiis kayo sa loob. Mas safer ang Pilipinas kung nasa loob kayo o kung hindi, patay kayo! Ang sunod ko, sabi noon, na itong mga kriminal sunod kayo, mga pulis ang kriminal, hindi lang ninyo sinisira ang pulis, it’s a government institution and organ of government important to maintain law and order,” ani pa ng Pangulo.

“Kayo naman ang putang ina! Ako ay nagwa-warning lang sa inyo, hindi ako nagwa-warning para pantakot, nagwa-warning ako para gawin ko, yun ang totoo. Wala na yan pantakot, alam ko hindi kayo matakot, may baril kayo, mang holdap kayo, mag kidnap kayo at patayin pa ninyo, at sinabi pa ngayon sa akin, sabi ng hepe ninyo may lumutang na naman ng patay. Putang ina, gusto ninyo talaga akong subukan kung gaano...puwes ibigay ko sa inyo, at para naman sa kaalaman ng taong-bayan ganoon talaga gagawin ko, ganoon talaga ang gawin ko. Letse kayo, yan ang usapan, wala tayong sisihan, ang nangyari sa mga droga, sinabi ko na sa inyo, ano pa naman yang putang ina, hindi pa ninyo maintindihan tapos pagnamatay kayo maraming reklamo, ke(syo) si ano, due process ke(syo) walang, eh samantalang kayo naman ang lumalaban at lumalaban talaga kayo pati kapwa ninyo pulis pinapatay ninyo dahil ayaw ninyong mahuli, yun nangyari sa mga mayor, pinapatay sarili nilang pulis, yun pa ang mga matapang yun mga, kunwari yung mga pamilya due process kainin mo yan due process mo,” dagdag pa ni Duterte.

Tinawag pa ni Duterte na “salot sa lipunan” at “walang silbi” ang mga tiwaling parak at paulit-ulit rin itong nagbanta sa kanilang harapan.

Ilang beses rin itong huminga ng malalim at huminto sa kanyang pagsasalita dahil sa sobrang galit sa mga tiwaling parak. “Walang sisihan huh! Kayong mga pamilya, tingnan ninyo mabuti yung baka isa dito babaksak, o ayan kita ninyo mga mukha nitong mahal ninyo sa buhay. Gusto ninyong kalabanin ang Gobyerno, puwes hindi kayo natatakot sa Gobyerno, oh eh di ako, sige, ako na huwag yun mga…pag bumagsak ito(ng mga parak), trabaho ko period. Eh kayong nasa loob huwag kayong paarte-arte…kagaya ang ginawa ninyo madali ang magpatay ng tao at sundan mo lang sa likod paputukan mo tapos, lakad ka lang kalma(do).”

Tahimik lamang sina Albayalde at Año sa mga pinagsasabi ng Pangulo, ngunit halata sa kanilang mga mukha ang talim ng mga salitang binitiwan ni Duterte sa mga abusadong parak. Hindi naman inilabas ng pulisya ang mga pangalan ng mga ito o kung saan sila naka-destino at hindi rin mabatid kung ikukulong ang mga ito o itatapon sa magulong rehiyon ng Mindanao. SC okays 'hold departure order' vs. crime suspects

THE SUPREME COURT has approved a rule on the issuance of a Precautionary Hold Departure Order (PHDO) against individuals facing criminal charges, SC Spokesman Theodore Te said.

 

Te said the High Tribunal, voting 11-1, approved the rule on PHDO – a written court order directing the Bureau of Immigration to prevent any attempt to leave the country by a person suspected of a crime, meted with a minimum penalty of at least six years and one day.

 

He said the rule on PHDO will take effect within 15 days of publication in two newspapers of general publication. The High Court said a prosecutor can file a PHDO application with “any regional trial court within whose territorial jurisdiction the alleged crime was committed.”

 

“For compelling reasons, it may be filed with any regional trial court within the region where the crime was committed if the place of the commission of the crime is known. The regional trial courts in the City of Manila, Quezon City, Cebu City, Iloilo City, Davao City, and Cagayan de Oro City shall also have authority to act on applications filed by the prosecutor based on complaints instituted by the National Bureau of Investigation, regardless of where the alleged crime was committed,” it said.

 

On the other hand, the SC assured that the issuance of a PHDO will not affect any findings of probable cause in the preliminary investigations of criminal complaints before the DOJ’s National Prosecution Service (NPS) and its regional and city offices.

 

“The preliminary finding of probable cause is solely based on the complaint and is for the sole purpose of issuing PHDO and shall be without the prejudice to the resolution by the prosecutor of any criminal complaint during the preliminary investigation,” it said.

 

The PHDO shall remain valid until recalled by the issuing court. “Once issued, the PHDO may be lifted by a verified motion filed by the respondent questioning the existence of probable cause or a showing that she or he is not a flight risk.

The PHDO may also be lifted to allow him or her to leave the country upon posting of a bond in an amount to be determined by the court,” it stated.

 

The Court said the PHDO may be applied for in the same manner that a search warrant may be issued, thus, a judge must first determine probable cause upon personal examination of witnesses under oath or affirmation. In addition, the judge in a PHDO application must also determine that there is a high probability that the subject will depart from the Philippines to evade arrest and prosecution of crime against him or her.

 

“The preliminary finding of probable cause is solely based on the complaint and is for the sole purpose of issuing the PHDO and shall be without prejudice to the resolution by the prosecutor of any criminal complaint during the preliminary investigation,” the Court said.

 

The ruling on PHDO issuance comes after the High Court affirmed its ruling, which declared as unconstitutional the Department of Justice's issuance of watch list orders, hold departures orders and allow departure orders to suspected criminals.

 

In July, the SC affirmed its April 17, 2018 decision granting the petitions of former President and current House Speaker Gloria Macapagal-Arroyo, her husband Jose Miguel Arroyo, and former Philippine Amusement and Gaming Corporation chairman Ephraim Genuino and his two children to declare as unconstitutional DOJ Circular No. 41.

 

The SC struck down the said circular for being violative of the right to travel under Article III, Section 6 of the 1987 Constitution. The DOJ circular had been used by then Justice Secretary and now detained Sen. Leila De Lima in issuing WLOs to prevent them from leaving the country back in 2011. (Christopher Lloyd Caliwan)

Intensify awareness, voluntary testing to curb rise of AIDS cases

HEALTH SECRETARY Francisco Duque III has reiterated that intensified public awareness and voluntary testing for human immunodeficiency virus (HIV) would make a difference in preventing the spread of acquired immunodeficiency syndrome (AIDS).

"Dapat sila ay magpa-test kasi yun ang pinakamaganda para maibsan ang pagkalat nito (They should be tested because this is the best way to control the spread)," Duque said.

The HIV/AIDS Registry of the Philippines recorded that from 1984-2006, the predominant mode of transmission was male-female sex. However, beginning 2007, the trend spiked to males having sex with males (MSM) as the predominant mode of transmission and has continually increased.

The data also revealed that there were a total of 66 deaths due to HIV/AIDS. The data further showed that sexual contact remains to be the predominant mode of transmission among the 905 cases. Of this figure, a total of 774 individuals or 86 percent were under the MSM category.

Duque said that through counseling, which is being offered in HIV testing hubs and centers, the persons who tested positive can be linked to the medical care and treatment they need. On the other hand, those who were tested negative are given information on the practice of safe sex including the use of condoms.

“We have prevention, treatment care and support interventions. In our prevention program, we have HIV-AIDS education,” he said, adding, that since it is really difficult to prevent sexual contact, the best way to prevent the further spread of HIV/AIDS is by providing protection under the government program.

More than 900 newly-diagnosed cases of HIV were recorded in the month of April alone. “There were 924 new HIV anti-body sero-positive individuals reported to the April 2018 HIV/AIDS Registry of the Philippines (HARP)," according to a data from the Department of Health (DOH) Epidemiology Bureau.

In comparison, the figure is higher than the 628 HIV cases reported in April 2017. Of the total cases for April 2018, some 19 percent or 179 had clinical manifestations of having advanced HIV infection or AIDS. The data also revealed that there were a total of 66 deaths due HIV/AIDS.
The data further showed that sexual contact remains to be the predominant mode of transmission among the 905 cases.

A total of 774 individuals or 86 percent were under the MSM category. Aside from sexual contact, another mode of transmission was needle sharing among injecting drug users, with 13 cases or 1 percent of the total number of cases.

There was also one case of mother-to-child transmission while another five cases had no data on the mode of transmission, the HARP report said. The data also showed that one-third or 30 percent (282 cases) were diagnosed from the National Capital Region. It was followed by Calabarzon (18 percent, 164 cases); Central Luzon (13 percent, 117); Central Visayas (8 percent, 71); Davao Region (5 percent, 50); and Western Visayas (5 percent, 44).

Since 1984 up to the present, the DOH recorded around 54,332 HIV cases. From the figure, around 5,700 progressed into AIDS cases while around 2,598 resulted to deaths. According to DOH, a person may die not because of HIV but due to "opportunistic infections" or complications which can occur to patients as they acquire HIV.

The DOH has been providing anti-retroviral treatment among the patients as well as free testing at its HIV hubs and treatment centers. (Leilani Junio)

Chief Justice welcomes Duterte’s stance on South China Sea issue

ACTING CHIEF JUSTICE Antonio Carpio welcomed President Rodrigo Duterte's pronouncement that the Philippines will not waver in defending the country's interests in the South China Sea or West Philippine Sea as Manila calls it despite Manila’s strengthened ties with Beijing.

“Well, that's the correct position. We should never give up our rights there. That can be reconciled. We can continue to trade with China while we continue to defend our sovereign rights,” Carpio said.
“There's no incompatibility there because we have other relations with China. We have trade. We have cultural and all other matters. But we should not do anything that will waive our rights to the West Philippine Sea,” he added.

The senior magistrate, however, said it would be better if the President elaborated on how the country will protect its sovereign rights in the West Philippine Sea.

Duterte said the Philippines remains firm in its position on the issue. “Our improved relationship with China does not mean that we will waver in our commitment to defend our interest in the West Philippine Sea," Duterte said, adding this reflects in Manila's continued engagement with the Asian giant through multilateral and bilateral channels.

In 2017, the government launched the first bilateral consultative mechanism on South China Sea with Beijing, where all issues concerning the contested area were discussed in a "frank, in-depth, and friendly manner."

The Philippines, together with several Southeast Asian countries, also engaged China towards the drafting of the framework of the Code of Conduct on the South China Sea issue during its chairmanship to the Association of Southeast Asian Nations in 2017.

These efforts paved the way for an opportunity to manage the dispute without further escalating tensions in the strategic waters, Duterte said. “Opening lines of communication and amicably managing differences have led to positive developments that include renewed access of Filipino fishermen in the areas of dispute in the Philippines' West Philippine Sea.”

Despite the issue, Duterte initially cited Manila's re-energized relations with Beijing that led to an unprecedented level of cooperation against transnational crimes. This, according to the President, led to the discovery and dismantling of shabu laboratories in the country and the arrest of Chinese chemists linked to a drug syndicate. (Christopher Lloyd Caliwan)

ConCom spells out regions' revenue sources under Federal gov’t

THE CONSULTATIVE COMMITTEE (ConCom) which drafted the proposed Federal Constitution has spelled out the sources of revenues for the federated regions in an effort to educate Filipinos about the draft.

According Ding Generoso, ConCom senior technical assistant and spokesperson, revenues will come from five sources: Regions’ own collection of taxes and fees; share of top revenue sources; share from Equalization Fund; additional funding through the General Appropriations Act; and share of income from natural resources.

Regions’ own taxes, fees Generoso explained that under Section 2 of Article XIII on Fiscal Powers and Financial Administration, federated regions shall have the power to levy and collect the following taxes, licenses and fees: Real Property Tax; Estate Tax; Donor’s Tax; Documentary Stamp Tax; Professional Tax; Franchise Tax; Games and Amusement Tax; Environmental Tax, Pollution Tax, and similar taxes; Road Users Tax; Vehicle Registration Fees; Transport Franchise Fees; and local taxes and other taxes which may be granted by federal law.

He also allayed fears that giving federated regions taxation powers would result in double taxation, noting that Section 3 of the same article clearly states that “No double taxation shall be allowed.”
“We don’t know how clearer and how more explicit we could get with a provision that says no double taxation should be allowed. If a tax is being collected by the federal government, the same tax can no longer be collected by the federated regions,” Generoso said. “Most of these taxes and fees are now being collected by the national government. What ConCom proposes is simply to transfer the collection of these taxes from the national government to the regional government.”

Share of top revenue sources Under Section 4 of the same article, Generoso said that the federated regions shall also be given a share of not less than 50 percent of all the revenues from income tax, excise tax, value added tax, and customs duties, which shall be equally divided among them and automatically released.

“What the ConCom proposes is equal share, 50 percent, of the revenue collected from these sources split halfway between the federal government and the federated region and the 50 percent of the federated regions to be divided equally among them,” Generoso said.

Share from equalization fund Generoso explained that Section 5 of the same article creates an Equalization Fund which shall not be less than three percent of the annual General Appropriations Act (GAA).

“If we compute how much tax and fees will be collected and add with the share in the 50 percent of the top four revenue sources we will see disparities--there are regions with a high total and regions with a low total. How do we address the deficit of other regions? We go to the Equalization Fund,” Generoso said, emphasizing that the fund will be distributed based on the need of each region but with priority to those that require support to achieve financial viability and economic sustainability.

The Federal Intergovernmental Commission will be tasked to determine and assess the capabilities of the region and need for it to source from the Equalization Fund, he said. Additional funding through GAA Under Section 6 of the same article, Generoso said that regions can also get their revenue from the annual GAA.

“The Congress, through the annual General Appropriations Act, may provide additional finances for the regions to effectively and efficiently deliver government services to their constituents,” the section reads. Finally, Section 7 states that federated regions are also entitled to 50 percent of all net revenues derived from the exploration, development, and utilization of all natural resources within their territory.

“Whatever revenue the government will get from the utilization of a particular resource in a region, 50 percent will automatically go to the region and it is up to regional government to distribute it to the constituent units,” Generoso said.

He further said that the most important part of federalism is giving power to the regions to appropriate their funds according to their needs and priorities and no longer decided by Congress.

“They will have the power to appropriate--whatever their priorities are whatever city, province they want to give a higher share, it’s all up to the legislative assembly of the region and the regional governor. So there’s no dictation from Manila. You don’t have to go to Manila to lobby for appropriation,” Generoso said.

Generoso said taxation is the most important power of government. “Because without taxation, no government will survive. The first power that government must exercise is the power to tax because with taxation then you can have money, resources to do every other thing,” Generoso said. (Azer Parrocha)

Palace hails all-time high foreign tourist arrivals

THE PHILIPPINES HAS recorded an all-time high foreign tourist arrivals from January to June this year and Malacañang is happy over this.

“We are pleased to announce that foreign tourists continue to discover that it’s more fun in the Philippines,” Presidential Spokesperson Harry Roque said.

According to the Department of Tourism (DOT), foreign tourist arrivals during the first half of the year had reached 3,706,721, or 10.40 percent higher compared to the 3,357,591 arrivals during the same period in 2017.

Roque also said that the month of June alone marks an 11.35 percent increase to 528,477 arrivals from 474,854 arrivals in June last year. He also announced the significant achievements of 51 out of 77 Government-Owned and -Controlled Corporations (GOCCs), whose remittances hit P31.297 billion.

“This is higher by 64 percent compared to last year’s PHP19.1 billion of the same period,” he said. The Department of Finance (DOF) stressed that the collections by mid-July have surpassed the full-year collection of the two previous years.

In 2016, the GOCC’s collections reached P27.35 billion, which increased to P30.45 billion in 2017.

Roque said the top 10 GOCC contributors are the Civil Aviation Authority of the Philippines, Philippine Ports Authority, Philippine Deposit Insurance Corp., Philippine Amusement and Gaming Corp., Philippine Charity Sweepstakes Office, Bangko Sentral ng Pilipinas, Manila International Airport Authority, Food Terminal Inc., Development Bank of the Philippines, and the Bases Conversion and Development Authority.
