Australian, Filipino troops conduct joint anti-terror exercises in Zamboanga
PAGADIAN CITY – Hundreds of Filipino soldiers took part in a joint anti-terror training exercise with Australian Army and Navy in southern Philippines, officials said Tuesday.
Second Lieutenant Angel Manglapus, a spokesperson for the 1st Infantry Division in Zamboanga del Sur province, said the exercise, which opened on Monday, will last for 27 days.
Dubbed as “Phil-Aus Exercise”, Manglapus said the training aims to enhance the combat skills, competence on urban warfare operations and interoperability of Philippine Army and Australian Defense Force.

“It will provide an opportunity to conduct combined mission planning and combined resolution of a terrorist incident,” Manglapus said, adding, the Philippine Army contingent is composed of 540 troops from various units, while Australia has 47 soldiers.
Manglapus said the joint training will strengthen the bilateral relationship between the two armies.
Brigadier General Roberto Ancan, the division commander, urged soldiers to make the most out of the training and apply it when the time comes.
Australian Ambassador to Manila, Steve Robinson, was also in Zamboanga City with the crew of the HMAS Childers, of the Royal Australian Navy (RAN), for the 7th Philippine (PH)-RAN Maritime Training Exercise.
The annual maritime exercise is inter-operability training and complements the current maritime security operations of the Armed Forces of the Philippines in terms of naval presence and deterrence of movement of lawless elements at sea.

Robinson also visited the century-old City Hall where Salazar thanked the Australian government for its continuous partnership, not only through maritime exercises, but also through programs and projects implemented following the 2013 rebel attacks in Zamboanga.
Salazar cited interventions that helped in the rehabilitation of those affected by the siege which lasted three weeks. “We pray that your partnership with us will not only bring about development, prosperity and progress of the 2 countries but also form deeper ties of the two governments,” she said.
Among the local projects funded by Australia are the Social Development Center in Santa Barbara village; the construction of houses for indigenous Badjaos, as well as literacy programs for women and children and other programs that gave Zamboanga the opportunity for growth and development.
For his part, Robinson said the possibilities are also being explored to implement more projects for the benefit of the people of Zamboanga. (The Zamboanga Post)

Security forces intercept trucks full of gunmen in Pagadian City
PAGADIAN CITY – Security forces on Monday afternoon intercepted two trucks full of gunmen in Pagadian City in the southern Philippine province of Zamboanga del Sur.
Soldiers and policemen seized assorted automatic weapons, mostly rifles, from the passengers after stopping the vehicles in the village of Danlugan.
Both vehicles had no license plates and many of those intercepted were using bonnets, according to a man who witnessed when security forces stopped the trucks and interrogated the drivers.
“These people were all using bonnets. Their vehicles have no plate numbers and its conduction stickers were covered by a tape,” said the witness, who took video from his cell phone and uploaded it on Facebook page BM Marlyn Revelo.
At least 15 people were ordered out of the vehicles as soldiers searched the trucks for weapons. The arrest of the men coincided with the election gun ban and heightened security in the country as Filipinos go to polls on May 13 to vote for new set of national and local government officials.
An unidentified army commander ordered passengers - in front of village officials, journalists and policemen, including an official from the Commission on Elections (COMELEC) - to disembark one by one from the trucks as he warned them of severe consequences if they resist violently or try to fight off security forces.
“We are searching your vehicle in front of the Barangay Captain, the COMELEC…isa-isa lang tayo bababa at kung gagawa kayo ng karahasan alam na po ninyo kung ano ang mangyayari sa inyo,” the commander said as soldiers surrounded the trucks.
The passengers, their hands raised in the air as a gesture of peaceful surrender, disembarked one by one as civilians watching not far away, cheered and clapped the soldiers who were leading the unidentified men in front of a makeshift table on the middle of the road. An army truck and several military vehicles were also spotted nearby.
The men were later frisked and searched by soldiers for any weapons and some of them yielded guns. Others carried what looked like talisman. The army official also called a police officer to read the (Miranda Warning) rights of those arrested.
Both the spokespersons of the 1st Infantry Division Lt. Col. Ray Tiongson and Major Helen Galvez, of the regional police, said they were still waiting for the official report.

Kidnapper killed, soldier wounded in Zambo clash
PAGADIAN CITY – Government soldiers killed a member of a notorious criminal gang behind many ransom kidnappings in a clash Monday that also left a trooper wounded in Zamboanga Peninsula in southern Philippines, officials said.
Capt. Clint Antipala, a spokesman for the 1st Infantry Division, said policemen, backed by soldiers, were serving a warrant for the arrest of two gang members - Juhuri Wahab Tukalan and Isnain Yacub – who are both facing murder charges in Sipakit village in Zamboanga del Norte’s Sirawai town.
Military photos released to The Times show the slain kidnap gang member Ato Lumingis and weapons recovered by security forces following Monday's clash in Zamboanga del Norte'sSirawai town.
He said gunmen attacked security personnel even before they reached the house of their targets and a firefight ensued and killed Ato Lumingis. The other gunmen managed to escape during the clashes that lasted 2 hours.
“Our troops together with the PNP were serving warrants of arrest for murder and attempted murder case against Juhuri Wahab Tukalan and Isnain Yacub under the Jamilon Tukalab group when the clash happened. The said group is notorious in kidnapping and extortion activities and are responsible in conducting ambuscades against the civilians in the area,” said Antipala, quoting a report by Lt. Col. Leon Onggao, commander of the 42nd Infantry Battalion.
“The killed lawless element was identified by his next of kin as Ato Antao Lumingis after the cadaver was turned over to the local government unit of Sirawai,” Onggao said.
Antipala said troops also recovered two rocket-propelled grenades, two 12-gauge shotguns, two improvised caliber .22, one hand grenade, magazines and various ammunition, including bandolier and assorted military uniforms. He said the wounded soldier was immediately airlifted to Zamboanga City for medical treatment.
“The encounter was the result of the collaboration among the stakeholders especially the peace-loving civilians in the area who continuously report the presence of these lawless groups,” said Col. Bagnus Gaerlan, Jr., commander of 102nd Infantry Brigade. (Mindanao Examiner)

Army deploys more troops to battle pro-ISIS group
ILIGAN CITY – The Philippine Army said it deployed more troops to run after a group of pro-ISIS militants who killed 2 soldiers and wounded another in fierce fighting in the restive Muslim province of Lanao del Sur.
It said the fighting also killed two militants, but soldiers only recovered one body in the remote village of Calaludan in Pagayawan town. Monday’s clashes were the result of a tipoff from villagers on the presence of Dawlah Islamiya members, according to Captain Clint Antipala, a spokesman for the 1st Infantry Division.
Quoting a report from Colonel Romeo Brawner, commander of the 103rd Infantry Brigade, Antipala said “Additional troops were sent (to the province) in order to pursue the fleeing terrorists as well as to ensure the safety and security of the local populace in the area.”
Antipala said soldiers from the 55th Infantry Battalion were pursuing the militants, whose leaders pledged allegiance to ISIS and vowed to fight for the establishment of a caliphate in the troubled South.
“We are sustaining our focused military operation in order to destroy the remnants of this group DI-Lanao and make the province free from terrorists,” Brawner said in his report.
Brigadier General Roberto Ancan, the division commander, condoled with the families of the slain soldiers “who paid the ultimate sacrifice in protecting our people against the terrorist group.”
Security was also tightened in the province and more checkpoints were established to ensure safety of residents in Lanao del Sur. (Mindanao Examiner)

Troops kill insurgent in new fighting in South
PAGADIAN CITY – A communist insurgent was killed in a firefight Monday with government troops in the southern Filipino province of Misamis Occidental, officials said.
Capt. Clint Antipala, a spokesman for the 1st Infantry Division, said the fighting erupted in the village of San Pedro in Aloran town after patrolling soldiers caught up with a band of New People’s Army rebels.
A military photo released to the regional newspaper Mindanao Examiner show the recovered AK-47 assault rifle following a firefight between troops and NPA rebels in Misamis Occidental's Aloran town on Monday, February 18, 2019 that left one gunman dead.
He said villagers secretly provided information to the military on the presence of rebels in the area. The gunmen were reportedly recruiting in the village. Antipala, quoting a report by Lt. Col. John Andrada, commander of the 10th Infantry Battalion, said soldiers also recovered one AK-47 assault rifle in the site where the fighting took place.
“The encounter was the result of the information received by our troops from a concerned civilian who reported the presence of the armed group in their community while we are conducting community security operations,” Andrada said in his report to Brig. Gen. Roberto Ancan, the division commander.
“The troops scoured the scene of encounter and recovered one AK-47 rifle, three magazines and subversive documents with high intelligence value. Blood stains were seen along the withdrawal routes of the enemies believed to be those of wounded NPA members,” Andrada added.
Ancan has renewed his calls to rebel forces to surrender peacefully and avail of the government’s amnesty program.
“Listen to the call of the people, lay down your arms, return to the fold of the law and avail the government’s Enhanced Comprehensive Local Integration Program. It is very tragic that he had taken arms against the people of Misamis Occidental when only through peace can development and social justice be achieved,” he said, referring to the slain rebel.
The NPA has been fighting for many decades now in an effort to overthrow the democratic government and put up a Maoist state in the country. (Mindanao Examiner)

Just recently, about a dozen members of the New People’s Army surrendered to the 82nd Infantry Battalion in Kapai and Tagoloan towns in Lanao del Sur province, according to Capt. Clint Antipala, a spokesman for the 1st Infantry Division.
Quoting the battalion commander, Lt. Col. Jayson Jumawan, Antipala said the rebels, who belonged to the Semi Legal Team, Guerilla Front 12 of North Central Mindanao Regional Committee, handed over a rifle and a pistol during their surrender.
“They are still being interrogated and we welcome their surrender,” Antipala said.
Major General Roseller Murillo, the division commander, lauded the battalion for its effort in “winning hearts and minds” that led to the peaceful surrender of the NPA members.
"Our campaign against communist rebels and other terrorist groups is relentless and will continue to insulate communities from their terror activities. We will also complement our operations with other infantry divisions to isolate and destroy the enemies to attain just and lasting peace in Mindanao,” he said. (Mindanao Examiner)
