Duterte urges Bangsamoro to ratify BOL
COTABATO CITY - President Rodrigo Duterte visited the Autonomous Region in Muslim Mindanao (ARMM) on Friday and threw his support to the ratification of the Bangsamoro Organic Law (BOL).
Speaking inside the ARMM compound, Duterte urged the Bangsamoro to vote for the ratification of the BOL. Presidential spokesman Salvador Panelo said the “President’s voice is a powerful influencing voice.”
“Your approval of this law will not only serve as an expression of your desire to end more than half a century of armed struggle in the region. It will also serve testament of your determination to bring genuine peace and development in Muslim Mindanao to an autonomous government that truly represents and understands the needs of the people. Mga mahal kong Moro brothers and sisters, Magboto kayo ng Yes!,” President Duterte urged the public.
ARMM Governor Mujiv Hataman is urging his constituents to support the Bangsamoro government and participate in the plebiscite. Governor Hataman has already met his cabinet on plans for the final stretch of the present autonomous regional government.
He reiterated that the BOL is the answer to the aspirations of the Bangsamoro. “Ang Yes sa BOL ay Yes sa ating mga pangarap. Kung may BOL, mas malaya ang pamahalaang Bangsamoro na magdesisyon para sa sarili. Bukod pa rito, ang BOL ang pinaka-sagisag ng tagumpay ng prosesong pangkapayapaan. Kung mararatify ito, magiging malinaw ang mensahe sa lahat, tapos na ang gulo,” Governor Hataman said.
Here is the text of Governor Hataman's speech: "Sa Lunes nga po, isang mahalagang muhon o milestone sa kasaysayan natin ang magaganap. Pagbobotohan na ang plebisito para buoin ang mas makatarungang Bangsamoro.
Maraming ulit ko na pong idiniin ang aking panawagan: Ang Yes sa BOL ay Yes sa ating mga pangarap. Kung may BOL, mas malaya ang pamahalaang Bangsamoro na magdesisyon para sa sarili. Mababawasan na ang paulit-ulit at mahabang pasahan ng pakiusap at pagmamakaawa sa pagitan natin at ng Maynila. Mas mapapabilis ang pagbaba ng serbisyo ng gobyerno.
Bukod pa rito: Ang BOL ang pinaka-sagisag ng tagumpay ng prosesong pangkapayapaan. Kung mararatify ito, magiging malinaw ang mensahe sa lahat: Tapos na ang gulo. Bagaman kailangan pa ring bantayan at kailangan pa ring ingatan, masasabi nating narito na ang kapayapaan. Salamat po sa lahat ng mga aktor at stakeholder na nakiisa upang maabot natin ang puntong ito, lalo na nga po sa mga direktang nagsumikap upang maratipika ang BOL.
Kay Pangulong Duterte: Isang taos-pusong pasasalamat. Magkaiba man ang mga partidong pulitikal, malinaw sa akin, pagdating sa Bangsamoro at sa BOL, pagdating sa Mindanao, magkahanay na magkahanay ang puso’t isip namin ni Pangulong Duterte. Muli, maraming salamat po kay Pangulong Duterte. Tandaan din po natin: Kakailanganin ng Bangsamoro ang patuloy na suporta mula sa lahat. Paglipas ng susunod na linggo, marami pang kailangang gawin para masigurong magtatagumpay hindi lamang ang plebisito, kundi pati ang transisyon, at ang pagsilang at pagsulong ng BARMM.
At sa mga paglalakbay pa nating hinaharap, huwag sana nating kalilimutan: Nasa pagkakaisa pa rin ang susi ng anumang tagumpay. Binubuklod tayo ng ating kasaysayan. Totoo ito dahil sama-sama tayong dumaan sa pasakit, sama-sama tayong dumaan sa hamon at pagsubok, sama-sama tayong lumaban, at sama-sama tayong nagtagumpay.
Totoo ito para sa bawat isa sa ating mga ninuno na humawak ng sibat, barong, o armalite, sino mang mananakop ang kalaban. Totoo ito sa bawat magulang na naghintay sa anak, at sa bawat anak na hindi nakabalik; totoo ito sa lahat ng lumisan at sa lahat ng naiwan. Totoo ito para sa mga kapatid natin, Moro man o hindi, na nagbuhos ng pawis at nagtaya ng sariling kapakanan upang isulong ang BOL. Insha Allah, patuloy nating pagtitibayin at ipamamalas ang ating kapatiran, bilang Moro, bilang Pilipino. Maraming salamat po."
Engr. Baintan Ampatuan, chief of the ARMM’s planning and development office, said they are “now writing the ARMM transition report.” It includes an inventory of ARMM officials and personnel since 1991, assets, liabilities, devolution documents, technical documents, executive issuances, and legislations.
MILF Chair Al Haj Murad Ebrahim said the the visit of President Duterte boosted the morale of pro-BOL supporters. “The president himself has been persistent in the ratification of the BOL. His visit boosted the morale of our supporters,” Chairman Murad said.
Around 2.8 million voters are expected to participate in the plebiscite based on estimates of the Commission on Elections. The plebiscite will be held on January 21 in areas under the ARMM, Cotabato City, and Isabela City, and on February 6 in the provinces of Lanao del Norte and North Cotabato, which are both outside ARMM’s coverage. Thousands of pro-BOL supporters and ARMM employees attended the peace rally here which was jointly organized by the Office of the Presidential Adviser on the Peace Process and the Moro Islamic Liberation Front (MILF). Operation in various ARMM agencies were suspended in support of the event.
It will be the last ARMM visit of the President before the ratification of the new Bangsamoro government. ARMM will cease to exist after the expected ratification of the BOL. Politician’s house in Zamboanga bombed
ZAMBOANGA CITY – A homemade bomb exploded at the house of a village official in Zamboanga City in southern Philippines, but there were no reports of casualties, police said Wednesday.
Police said the blast damaged the porch of the house of Henry Gregorio, a village councilor in Tagasilay. The bomb exploded at around 2.50 in the morning of Tuesday, according to Chief Insp. Helen Galvez, a regional police spokeswoman.
“The porch of the house was partially damaged due to the explosion. No casualties were reported,” Galvez said.
Gregorio told police investigators that an unidentified man went to his place recently and asked about his identity and then left the place. It was unknown whether the man was a suspect in the bombing or not.
Galvez said the police had recovered some debris from the area and were investigating the blast. “Members of the Explosive Ordnance Division who responded to the blast are conducting an investigation. They took some debris in the blast site for laboratory examination,” she said.
The motive of the bombing is still unknown and police were looking into grudge as one of its motives for the attack.
Mayor Beng Climaco has ordered authorities to tighten security here following a deadly bombing on New Year’s Eve outside the South Seas Mall in Cotabato City.
