Muslim scholar shot dead in Zamboanga
PAGADIAN CITY – Motorcycle gunmen shot dead a Muslim scholar in an attack in the southern Philippine province of Zamboanga del Norte, police said Friday.
Police said the 37-year old Ustadz Abdurahman Abubakar was travelling on a motorcycle with his wife and child when the gunmen, who were tailing them, shot him from behind several times in the village of Malambuhangin in Siocon town.
The assailants fled after the shooting leaving behind Abubakar’s wife and child unscathed. The killing, which occurred late Thursday afternoon, is being investigated by the police, according to Major Helen Galvez, a regional police spokeswoman.
“The unidentified suspects shot the victim several times hitting his left shoulder and right forehead that cause his instantaneous death. The suspects hurriedly fled away to the hinterlands,” she said.
Abubakar’s family did not give any statement on the murder and no individual or group claimed responsibility for the killing. Attacks on Muslim scholars and religious leaders are in the region.
But in January, two unidentified men also attacked a local mosque, exploding a fragmentation grenade that killed 2 Islamic missionaries or Tablighi Jamaat in Zamboanga City.
Five other missionaries were wounded in the attack on Kamalhaldikan Mosque. At least 11 people were sleeping at the mosque when the attack occurred, killing Sattal Bato, 47, and Rex Habil, 46.
No individual claimed responsibility for the desecration of the mosque which occurred 3 days after a pair of Indonesian ISIS bombers blew themselves up at the Our Lady of Mount Carmel Cathedral in Jolo town in Sulu province that left dozens of casualties.
Muslim scholars, in a strong worded statement, called the attack on the mosque and the killings of the missionaries, as “devilish, irrational and inhumane act.” (The Zamboanga Post)

Japanese man arrested in Zamboanga City
ZAMBOANGA CITY – Philippine police arrested a Japanese man and a Filipino woman in a drug sting in the southern port city of Zamboanga, officials said Friday.
Chief Inspector Helen Galvez, a regional police spokeswoman, said the 59-year old Hiroyuki Takahashi and Mary Jane Huerto, 43, were arrested in the village of Tetuan before midnight after selling methamphetamine hydrochloride or “ice” to undercover agents.
Agents seized four packets of the illegal drugs also known locally as “shabu” and the marked money used to buy the ice. Takahashi and the woman were being investigated by the police here.
Other reports said the Japanese man has been living in Zamboanga for the past six years, but it was unknown whether he was part of a drug syndicate or not. Little about him is known and there was no immediate statement from the Japanese embassy of the Department of Foreign Affairs on Takahashi’s arrest.
“The confiscated items were brought to the crime laboratory office examination while the subjects are presently detained at Zamboanga City police station for the filing of appropriate charges in court,” Galvez said.
Just this week, police undercover agents also seized one kilo of shabu from 3 local men who sold the drug to a poseur buyer inside a restaurant in downtown Zamboanga. (Mindanao Examiner)

Politician’s house in Zamboanga bombed
ZAMBOANGA CITY – A homemade bomb exploded at the house of a village official in Zamboanga City in southern Philippines, but there were no reports of casualties, police said Wednesday.
Police said the blast damaged the porch of the house of Henry Gregorio, a village councilor in Tagasilay. The bomb exploded at around 2.50 in the morning of Tuesday, according to Chief Insp. Helen Galvez, a regional police spokeswoman.
“The porch of the house was partially damaged due to the explosion. No casualties were reported,” Galvez said.
Gregorio told police investigators that an unidentified man went to his place recently and asked about his identity and then left the place. It was unknown whether the man was a suspect in the bombing or not.
Galvez said the police had recovered some debris from the area and were investigating the blast. “Members of the Explosive Ordnance Division who responded to the blast are conducting an investigation. They took some debris in the blast site for laboratory examination,” she said.
The motive of the bombing is still unknown and police were looking into grudge as one of its motives for the attack.

Zambo cop named outstanding policewoman in nationwide search
ZAMBOANGA CITY – A decorated policewoman in Zamboanga City has been named one of Ten Outstanding Policewomen of the Philippines in a nationwide search launched by the Philippine National Police and Zonta Club of Makati-Paseo de Roxas Foundation, Inc., Arms Corporation of the Philippines and Andres P. Tamayo, Sr. Foundation, Inc.
Chief Inspector Helen Galvez, who is currently the regional police spokeswoman, received the coveted award along with 9 other female police officers at the national police headquarters Camp Crame in Quezon City on December 3.

The other awardees for the 2018 Search for The Outstanding Policewomen of the Philippines are Superintendent Olivia Sagaysay, Senior Police Officer 2 Sonia Corpuz and Senior Police Officer 1 Jean Aguada, of the National Capital Regional Police Office; Chief Inspector Ruth Dizon and Senior Inspector Rowena Jacosalem of the Police Regional Office 11; Senior Police Officer 2 Sonia Corpuz, of the Maritime Group; Senior Inspector Jairilyn Camangian and Senior Police Officer 3 Maria San Juan of the Police Regional Office 1; and Senior Inspector Liezl Abenilla and Police Officer 1 Marjorie Pablo, of the Calabarzon Regional Police office.
Galvez, a native of Zamboanga City and daughter of a humble farmer, is also the first female police chief in Western Mindanao after she headed the Labason municipal police office in Zamboanga del Norte and a police station in Zamboanga City.
During her stint as police chief, Galvez who entered the service in 2008, was largely credited for many various campaign and accomplishments and has a strong legacy on police-community relation further bolstering the morale of the policemen. She also conceptualized the community-based Healing in Oneness Policing through Education (HOPE) program aimed at assisting in the rehabilitation and re-education and even skills training of drug surrenderees for their eventual reintegration to society.
She also strengthened the delivery of a holistic intervention for surrenderees and maintained a strategic monitoring system through a fully committed City Anti-Drug Abuse Council. Galvez ensured efficient cascading of HOPE program to police units and she oversees the merging of the different community-based drug rehabilitation programs of the program. This initiative later became the model duplicated by the regional police office in the Wellness and Recovery Program of the national police.
And Galvez is active on the Drug Users Treatment Enhancement Rehabilitation and Technical Education program of the Department of Health and Zamboanga City Medical Center, among others.
Aside from her outstanding achievements, Galvez excelled in combat shooting skills and became a member of Police Regional Office 9 shooting team and is a multi-awarded shooter in numerous sanctioned matches in both local and national levels.
Galvez is also awarded by then Police Director-General Ronald dela Rosa as 2016 Best Junior Police Commissioned Officer during the 116th Police Service Anniversary Celebration.
The search for the Ten Outstanding Policewomen of the Philippines is an annual competition whose aim is to discover and recognize the efforts and achievements of the female members of our national police force.
The yearly award was started by Zonta Club of Makati-Paseo de Roxas together with the PNP who seeks to identify heroic women in the police force who are able to gain the support of the community to prevent and solve crimes in their locality. (Mindanao Examiner)

Senior police official killed in Dipolog drug sting
PAGADIAN CITY – A senior police official was killed in an alleged shootout during a drug sting carried out by undercover cops in Dipolog City in southern Philippines, officials announced Tuesday.
Chief Inspector Helen Galvez, a regional police spokeswoman, said Superintendent Santiago Rapiz was slain late Monday outside the Andres Bonifacio College Gymnasium where he reportedly sold crystal meth to members of the Counter-Intelligence Task Force and anti-narcotics agents.
Rapiz was previously assigned at the Regional Police Directorate for Personnel and Records Management in Bacolod City in Negros Occidental province and had been transferred in October 18 at the Zamboanga del Norte provincial police headquarters where he was with the Logistics Branch.
“The operation resulted in an armed encounter between the operatives and the suspect that led to the death of Superintendent Santiago Ylanan Rapiz. After he sensed the operation, Rapiz tried to escape but was cornered by the arresting elements.”
“However, instead of giving up to the authority, he drew his firearm and fired towards the arresting elements. The operating units retaliated and fired back hitting him. He was immediately rushed to Corazon Aquino Hospital in Dipolog City, however, he was pronounced dead on arrival by the attending physicians,” Galvez said.
Photos released by the police showed the slain official lying on a grassy area without a shirt and was only wearing a pair of short pants and sneakers. A .45-caliber pistol was also near his corpse.
Galvez said operatives recovered the suspect meth worth about P50,000 they bought from Rapiz.
She said Chief Superintendent Emmanuel Luis Licup, commander of the regional police force, has repeatedly warned cops to stay away from illegal drugs.
“Regional Director Licup earlier gave a stern warning that the Police Regional Office 9 is seriously implementing the Internal Cleansing Program in the region,” Galvez said.
Citing data from the regional police, Galvez said over 30 policemen had been tested positive for illegal drug use during random drug testing and that 11 cops were arrested in anti-drug operations since January in western Mindanao.
She said the Counter-Intelligence Task Force had already “neutralized” two policemen – PO3 Ronald Bernardo and PO2 Maria Oliver Olaso - involved in illegal drug trade in two separate stings in Zamboanga City. Both Bernardo and Olaso were assigned with the drug enforcement team of the local police force.
The Zamboanga City Police Office said its anti-drug campaign resulted in the arrest of over 1,200 people from January to October.
Zamboanga City Mayor Beng Climaco lauded the local police force and other law enforcement units, including the Philippine Drug Enforcement Agency for continuously reinforcing the anti-drug campaign, as she reiterated her administration's all-out support to President Rodrigo Duterte’s war against illegal drugs. Road mishap leaves 8 casualties in Zamboanga town
PAGADIAN CITY – Two persons were killed and 7 others injured when a wayward truck plowed into 6 vehicles outside a public market in the southern Philippine province of Zamboanga del Sur, police said Wednesday.
Police said the truck’s break system malfunctioned and the driver lost control of the vehicle loaded with a cargo of fresh fish and hitting two cars, three other trucks and a motorcycle and left at least 8 casualties. The mishap occurred Tuesday in the village called Paglaun in Dumalinao town.

Chief Inspector Helen Galvez, a regional police spokeswoman, said authorities were investigating the accident. She identified the dead as Ariel Napalcruz, 31, the driver of the wayward truck owned by Jordan Fishing Company in Zamboanga City; and Mario Balabag, 51, also a driver of one of the trucks hit by Napalcruz.
Galvez identified the injured as Cpl. Fedilo Tabotabo, Ronie Asilo, 40; Esterlita Asilo, 66; Simplicio Noval Sr., 49; Juldan Aiyadi, 21; Liezel Pepito, 24; and Milky Magsayo, 26.
“Initial investigation revealed that the truck driver lost control of the wheel after its brake system malfunctioned. It went out of control travelling at high speed and hit other vehicles,” she said.
Police investigator PO3 Keene James Jayme said Wednesday that Napalcruz’s company has settled the damages that resulted from the deadly accident. “The Jordan Fishing has agreed today to settle everything,” he told the Mindanao Examiner regional newspaper by phone from Dumalinao town.
