Cebu hotel and resort owners report fewer bookings due to online competition
CEBU CITY – Hotel and resort owners in Cebu said they are reeling from drop in bookings due to competing online or mobile application-based booking sites offering lower prices in lodging or home stays.
Alfred Reyes, vice president of the Hotel, Resort and Restaurant Association of Cebu, Inc. (HRRACI), claimed that an online site that markets condominium units for lodging or home stays has been raking in higher revenues.
“I would say in terms of revenue, between 30 to 40 percent has been lost. That’s a big loss to our revenue,” he said at the side-line of the Association of Government Information Officers forum at the Philippine Information Agency (PIA) office here.
Loss of revenues by hotels and resorts also means losses in terms of government taxes, he said, noting that owners of condominium units offered through online sites or applications do not pay taxes to the Bureau of Internal Revenue (BIR).
Reyes, who also manages a big hotel company in Mandaue City, said online sites or applications that compete with hotels and resorts have been offering condominium spaces to foreign nationals abroad despite the absence of government regulations with respect to occupant’s safety and security.
“Who is regulating Airbnb? These are rooms but we don’t know if they have fire extinguishers, if their liquefied petroleum gas tanks are properly attached, and everything,” he said.
Airbnb is an online marketplace for arranging or offering lodging, primarily home stays, or tourism experiences. The company does not own any of the real estate listings, nor does it host events but it acts as a broker, receiving commissions from each booking.
Reyes suggested that local government units (LGUs) put in place regulatory procedures over online-booked condominium units under their respective jurisdictions.
“The challenge that we have is that regulating hotels right now is under LGU. So LGUs should also act on it, BIR should also act on it, the Fire Department should also act on it, and the police should also act on it,” he said, claiming that there are condominium units in Cebu that are being occupied by Chinese nationals who are into offshore gaming operation.
Efforts of hotel and resort organizations in assisting the Department of Tourism (DOT) in marketing activities abroad would be wasted if visitors opt to book via online sites, Reyes said, lamenting that hotels and resorts have been investing for marketing strategies to perk up bookings but visitors are lured to online booking sites.
Reyes said owners of hotels and resorts in the country have made representations with the DOT after starting to feel the negative impact of the operation of online hotel booking sites five years ago, he said.
Carlo Anton Suarez, president of HRRACI, for his part, said although the annual Sinulog Festival on January 19 is approaching but hotels in Cebu could still hardly get bookings. “Well, it’s been affecting the whole market share. We want to promote Cebu but how can we promote Cebu? We need everybody’s help,” Suarez said.
Gelena Dimpas, chief of tourism operations at DOT-Central Visayas, said hotel and resort players have already been informed about the agency’s actions. She said the DOT central office has tasked the Tourism Regulation, Coordination and Resource Generation to look into their concerns.
“It is not a lone battle of DOT and we look forward to benchmarking on other countries nga niagi na pud ani nga phase and how they resolved it,” she said. (John Rey Saavedra)

Mandaue City now has own legislative district
PRESIDENT DUTERTE has signed a law creating the lone legislative district of Mandaue City in Cebu province. The law separates Mandaue City from the sixth legislative district of the province of Cebu to constitute the lone legislative district.
"The City of Mandaue is hereby separated from the Sixth Legislative District of the Province of Cebu to constitute the Lone Legislative District of the City of Mandaue, which shall commence in the next national and local elections after the effectivity of this Act," the law reads.
According to the law, incumbent representatives of the present sixth legislative district of Cebu will continue to represent the district until new representatives of Mandaue City have been elected.
The Commission on Elections said it will issue the necessary rules and regulations to implement the provisions of the law within 30 days after its effectivity.
This new law, which originated in the House of Representatives, was passed by the House and Senate of the Philippines on December 4, 2018 and February 4, 2019, respectively. It will take effect 15 days after its publication in the Official Gazette or in a newspaper of general circulation. (Azer Parrocha)

Fishermen, tourists warned vs. hospital wastes at Mactan Sea
CEBU CITY — The City Government of Lapu-Lapu has cautioned fishermen in the tourist island of Mactan against fishing, and for tourists not to swim along the shores of the village of Ibo where hospital wastes were found floating.
The Lapu-Lapu City Legal Officer Ethelbert Ouano said they sent letters to Chong Hua Hospital and Ignacio Cortes General Hospital in Mandaue asking administrators to explain why their waste ended up in the sea of Mactan after hospital labels were discovered in some of the medical trash.
Charles Vailoces, a spokesman for Mayor Paz Radaza, said a report that 3 human fingers were also found inside a garbage bag loaded with dextrose and blood containers, blood chemistry strips, fecal tubes, syringes, and kidney trays, among others, floating at the shore.
Vailoces told the Philippine News Agency that the private hospitals have already acknowledged receiving the show cause order from the City Attorney’s Office. The hospital wastes were discovered when netizens posted on social media photos of trash floating along the shores of Ibo.
The Chong Hua Hospital management said it has initiated a probe on the incident, adding, all its hospital waste were being disposed by a third party.
“Mayor Paz has condemned it. It’s alarming because we know that garbage came from the hospitals may be infectious. We need to be cautious so not to expose our fishermen, our residents, and tourists from possible harm,” Vailoces said. “Tungod tingale sa holiday break, nagtinapulan ang contractors nayabo lang sa dagat. Tungod sa current, naanod dinhi sa Lapu-Lapu (Due to the holiday break, the contractors paid to dispose of the garbage could have thrown them to the sea. The current could have brought them to Lapu-Lapu).”
Environmental Management Bureau-Central Visayas Regional Director William Cuñado said a team of inspectors was already sent to coordinate with the city officials in cleaning up the shores.
Department of Health-Central Visayas Regional Director Jaime Bernadas told the PNA that their environmental occupational health officers were deployed to probe the incident.
He said they will ask the two hospitals about the circumstances that led to their garbage ending up at the shore of Mactan Island.
“Health and sanitation team from the agency as well as from the local government unit were able to recover a few boxes of hospital trash,” he said, adding, that they are aware that the hospitals have been contracting third party firms for their waste disposal. (John Rey Saavedra)

Cebu City councilman calls on public to help solve crimes
CEBU CITY - Councilor Joel Garganera has urged Cebuanos to help authorities solve crimes amid the alarming peace and order situation in Cebu City.
Garganera, who also chairs the Police Advisory Council, said the community should get involved in crime solution by providing police with information on suspected perpetrators.
The local legislator made the call following the arrest of notorious thief Emelito Familiar Jr., the suspect in the killing of 23-year-old student Charie Mae Mancia inside her boarding house in Barangay Tinago recently.
Familiar was arrested by members of Waterfront Police Station after his relatives informed authorities of his whereabouts in Mandaue City.
Garganera said Familiar was easily identified and immediately pursued not just because of the relatives’ cooperation but also because of the information provided by the suspect’s neighbors.
“The series of killings in Cebu is alarming. But we have seen the swift solution of a crime because of the public’s involvement. When we talk about peace and order, we cannot fully rely on the capability of the police. It needs the cooperation and trust of the community,” he said.
Garganera also encouraged the public to trust the authorities, who really need the civilians’ support to be effective in the fight against criminality. Familiar stabbed Mancia to death after the victim found him inside her room.
Investigators said the suspect’s plan was only to steal some valuables from Mancia’s room, but it resulted to murder. The victim, who was a native of Aloguinsan town and a first year Accountancy student at the Asian College of Technology, died of multiple stab wounds in her neck and other parts of the body. DOLE Central Visayas now ISO 9001:2015 certified
CEBU CITY - The Department of Labor and Employment (DOLE) in Central Visayas has recently joined the ranks of ISO-certified government offices in the country.
Regional labor communications officer Luchel Taniza said DOLE’s quality management representative (QMR) Maria Grace Diaz received the ISO 9001:2015 certification from the Certification International Philippines (CIP), DOLE’s ISO external auditor.
Taniza said DOLE-7 Director Johnson Cañete was ecstatic when he received the good news from Diaz in a formal report. “We now have a certificate of registration saying that the DOLE RO-VII operates a management system, which has been assessed as conforming to ISO 9001:2015 (standards),” Diaz said in her report to Cañete.
The external audit was conducted by CIP last January involving the regional office and the field offices in Cebu City, Mandaue, Lapu-Lapu, Negros Oriental, Bohol, and Siquijor, according to Taniza.
The audit centered on the context of the organization, internal and external issues, needs and expectations of interested parties, and the actions taken to address risks and opportunities, among others.
“Regional Director Cañete also encouraged all DOLE-7 employees to translate the ISO Certification into action that would ensure client satisfaction,” Taniza said. (Luel Galarpe)
