OPINION: Of PNA and Sputnik by Jun Ledesma
WHAT HAS RAPPLER'S Pia Ranada against the Philippine News Agency’s plan of having a sharing arrangement of news and feature articles with Russia’s Sputnik own news agency? For owing so much allegiance to US-based Omidyar Network that invested on Rappler, Ranada cannot keep her bias and prematurely hint that PNA’s idea of exchanging news articles and opinion items with Sputnik is not to the comfort of the Philippines in terms of security.
In asserting that Sputnik is part of Russia’s propaganda machine, Rappler only succeeded in resurrecting the scandal involving the role of Omidyar Network (ON) in demonizing and destabilizing the government of Ukraine that led to the overthrow of its President Yanukovych, a pro-Russian leader. ON, if we remember, figured prominently in the scandal involving its substantial dollar investment on Rappler which led to the revocation of its license. This media outfit had paraded as a 100% Filipino corporation but the fact that it issued Philippine Depository Receipts indicated that ON exercises control on its business and editorial policies. Of course, the easy exit from this tight fix was for ON to waive its PDRs and “donated” them to its Filipino staff.
The last thing that Rappler’s Ranada should do therefore is to preach that “there is nothing to gain from this news cooperation except to learn from a country that has succeeded in turning lies into truths…”.
Brave words from a social news network that had been involved in spreading preposterous stories involving the Davao Death Squad and super-bloated figures of what it claimed as victims of Extra-Judicial Killings. It is the height of journalistic hubris to suggest that they alone, and not the staff and writers of PNA, have the credentials to take the responsibility of monitoring and identifying what are trolls and fakes in various media platforms.
There are a lot of things to know and learn about Russia and this plan of sharing of news and other articles can only lead to better understanding of the political, economic and social issues surrounding Russia that had been deprived of us until today. From my short-pant days and now when I have few strands of hair left and shaking knees, I remain to be in limbo about what is inside Russia.
But yes, last October I made it to St. Petersburg, a Russian City by the Baltic Sea. Stayed in that magnificent city for two days. And I must say that indeed I am quite lucky to have set foot in this cultural, economic and scientific center of Russia. Isn’t it informative if we read stories, see video clips and photos about what’s in Russia and they about the Philippines? We have a lot of things to learn from each other and for as long as the Philippine News Agency will not accept investments from shady source I do not think that news exchanges will have any impact on our security at all.
By the way Sputnik news agency has regional offices in Washington, Beijing, Singapore, London Cairo and Edinburgh. So what are we so scared of? (Jun Ledesma)

Cebu City councilman calls on public to help solve crimes
CEBU CITY - Councilor Joel Garganera has urged Cebuanos to help authorities solve crimes amid the alarming peace and order situation in Cebu City.
Garganera, who also chairs the Police Advisory Council, said the community should get involved in crime solution by providing police with information on suspected perpetrators.
The local legislator made the call following the arrest of notorious thief Emelito Familiar Jr., the suspect in the killing of 23-year-old student Charie Mae Mancia inside her boarding house in Barangay Tinago recently.
Familiar was arrested by members of Waterfront Police Station after his relatives informed authorities of his whereabouts in Mandaue City.
Garganera said Familiar was easily identified and immediately pursued not just because of the relatives’ cooperation but also because of the information provided by the suspect’s neighbors.
“The series of killings in Cebu is alarming. But we have seen the swift solution of a crime because of the public’s involvement. When we talk about peace and order, we cannot fully rely on the capability of the police. It needs the cooperation and trust of the community,” he said.
Garganera also encouraged the public to trust the authorities, who really need the civilians’ support to be effective in the fight against criminality. Familiar stabbed Mancia to death after the victim found him inside her room.
Investigators said the suspect’s plan was only to steal some valuables from Mancia’s room, but it resulted to murder. The victim, who was a native of Aloguinsan town and a first year Accountancy student at the Asian College of Technology, died of multiple stab wounds in her neck and other parts of the body. Duterte to assert legality of drug war before International Criminal Court
PRESIDENT RODRIGO DUTERTE is ready to face the International Criminal Court (ICC) to “personally” defend the legality of his administration’s war on drugs, Presidential Spokesperson Harry Roque said following reports that the ICC would begin preliminary examination on the crimes against humanity linked to the campaign.
“The President has said that if need be, he will argue his case personally before the International Criminal Court,” Roque said, adding, Duterte has welcomed the preliminary examination as a chance to defend his drug war because he’s “sick and tired” of being accused of crimes against humanity.
Roque said: “This is an opportunity for him to prove that this is not subject to the court’s jurisdiction because of both complementarities that domestic courts and the fact that we have a domestic, international, humanitarian law statuted in our jurisdiction are reasons enough for the court not to exercise jurisdiction.”
He said the case was not subject to the jurisdiction of the ICC because Philippine courts were “more than able and willing” to exercise jurisdiction. He added there was even a pending complaint against the killings allegedly attributed to the war on drugs in the Office of the Ombudsman which has the power to recommend an impeachment, if successful, would lead to a criminal prosecution against Duterte.
“The President has made it clear that he will communicate, he will assert the principle of complementarity, he will assert the legality of the war against drugs as a valid exercise of sovereign powers and therefore the element required for a crime against humanity is lacking,” he said.
Roque explained that elements required for a crime against humanity must be either widespread or systematic attack directed against civilian populations with knowledge that it was being directed against civilian population.
He pointed out that the alleged extrajudicial killings “will not prove anything” because of the lawful sovereign act to deal with the problem of illegal drugs. “Because the war on drug is a lawful, legitimate police operation, it cannot be characterized as an attack against civilian populations because they are civilians. It is a lawful use of force and therefore we submit that the element of directing an attack against directing an attack is simply lacking,” Roque said.
Duterte was looking forward to engaging the ICC-Office of the Prosecutor and expressed confidence that it would not go beyond its preliminary examination, according to Roque. “The President himself is a lawyer, he looks forward in fact to engaging the prosecutor of the court as a former prosecutor himself,” he said.
Roque also stressed that Duterte stood by his position that he swore an oath to protect this republic against all threats to national security including the war on drugs.
He said Duterte wanted to put the prosecutor on the stand to ask who prodded them to proceed to preliminary examination noting that it was his suspicion that it was because the domestic enemies of the state behind this.
“Obviously there’s been concerted public relations initiative against the President. Obviously this is intended to embarrass the President. But the President is a lawyer he knows what the procedures are. They will fail,” Roque said, clarifying that the decision of the ICC-Office of the Prosecutor stemmed not from a complaint, but two “communications” submitted by lawyer Jude Sabio, and Senator Antonio Trillanes IV and Representative Gary Alejano in 2017.
Sabio, in his communication, cited the number of people alleged killed by so-called Davao Death Squad in Davao City and the war on drugs which began in June 2016. While Trillanes and Alejano also cited Duterte’s pronouncements on killing drug addicts. “It’s not a complaint, it’s a communication because there’s no complaint yet, there are no charges yet. It emanated from the communication filed by individuals alleging crimes against humanity in the Philippines,” Roque said.
Roque also pointed out that it was not a preliminary investigation but examination because it merely involved the “collection and verification of information.”
He explained that the objective of the ICC- Office of the Prosecutor to conduct a preliminary examination is to determine if there is reasonable basis to proceed to a preliminary investigation. “I repeat no one should claim victory because we are only in a stage of preliminary examination,” he added.
