South Cotabato’s poor get govt. aid
Duterte personally handed over the assistance to beneficiaries of the anti-poverty programs of the Department of Social Welfare and Development's (DSWD).
Some 38 community organizations composed of about 1,000 poor families received checks for livelihood grants under the Sustainable Livelihood Program (SLP) while 300 other poor households got their cash subsidies under the Unconditional Cash Transfer (UCT) program.
Duterte urged the beneficiaries to use the grants properly, stressing that these were intended to make their lives better. "Let us be clear. These were not given to you so you can buy liquor, get into gambling, and buy drugs. We will not understand each other with that," he said. "When you get home, give some to your children and buy them good food. Then use the rest for your daily needs."
The event was also attended by Social Welfare Secretary Rolando Bautista, Presidential Adviser on Overseas Filipino Workers Affairs and Muslim Concerns, Abdullah Mamao; South Cotabato Governor Daisy Fuentes, among others.
Zorahayda Taha, DSWD regional director, said the SLP beneficiaries, composed of up to 30 members, received grants of between P300,000 and P450,000 as seed fund for their approved business enterprises. She said these include rice retailing, flower production, chicken egg production, cattle-raising, poultry production, bakery, and dressmaking.
Under the program, each individual member of the SLP group may avail of as much as P15,000 in livelihood grant.
For the UCT subsidy, Taha said the beneficiaries were from Barangays Poblacion, Lopez Jaena, and BS Aquino in Norala town - about 300 households, who received P2,400 each, after being chosen as representatives for the event.
The subsidy program was launched by the national government to help poor households cope with the impact of the Tax Reform for Acceleration and Inclusion Law Emma Sorsano, president of an SLP association based in Lake Sebu town, expressed gratitude to the government for giving them the chance to eventually get out of poverty through their hog fattening project.
"We will do our best to grow and sustain this for our families and communities in Lake Sebu. It's hard to earn money but it is harder to see our families starve and we can't do anything about it," she said. (Allen Estabillo)

Beware of fake anti-rabies vaccines
John Codilla, of the Integrated Provincial Health Office (IPHO), said they have monitored a number of fake vaccines that were used by victims who sought treatment at the provincial hospital. He said they are currently investigating the possible sources or suppliers of the counterfeit vaccines, which allegedly carry the barnd Verorab. “We confiscated some of these fake vaccines at the provincial hospital,” he said.
Codilla said they have issued advisories to all Animal Bite and Treatment Centers (ABTC) in the province to properly evaluate the vaccines before administering them to bite victims and seize the fake items. Before using, he urged residents to present the vaccines first to the ABTCs to properly check their validity.
The World Health Organization also issued an alert last month regarding counterfeited Verorab vaccines circulating in parts of the Philippines. It said the genuine vaccine is manufactured by Sanofi Pasteur.
The Department of Health (DOH) earlier said at least two brands are currently available and approved for use by the Food and Drug Administration and these are Speeda and Vaccirub. It temporarily suspended the procurement of Rabipur, a vaccine recommended by the WHO, after it was found to be contaminated with bacterial residues.
Codilla said the move has so far affected the supply of anti-rabies vaccines, with shortages reported in parts of the country, including Region 12. He said there are available human rabies vaccines but are limited for advanced cases of infections.
The DOH provides free vaccines to patients who were bitten by rabid animals, especially dogs, in the upper part of the body, he said. In the wake of the shortage of anti-rabies vaccines, Codilla advised residents to avoid resorting to traditional methods like “tandok, bato and dahon.”
He said these had been proven ineffective and could potentially contaminate and worsen the bite wounds. (Anna Liza Cabrido)

General Santos City is now 3rd legislative district of South Cotabato
Duterte signed Republic Act 11243 on March 11 and a copy of which was released to media only recently.
General Santos City is currently part of the province’s first legislative district.
Under the law, “The First Legislative District of the Province of South Cotabato is hereby reapportioned in order to create the Lone Legislative District of General Santos City to commence in the next national and local elections after the effectivity of this Act.”
The legislative districts of South Cotabato will now be composed of: First Legislative District: Polomolok, Tampakan and Tupi. Second Legislative District: Koronadal City, Banga, Lake Sebu, Norala, Santo Niño, Surallah, Tantangan and T’Boli. And the Third Legislative District is now General Santos City.
The new law states that “the incumbent Representatives of the present First and Second Legislative Districts of the Province of South Cotabato shall continue to represent the districts until the new Representatives shall have been elected and qualified.”
Moreover, “the Commission on Elections shall issue the necessary rules and regulations to implement this Act within 30 days after its effectivity”. General Santos is classified as a highly urbanized first-class city and the 15th most populous city in the country with 594,446 inhabitants as per 2015 census, according to the Philippine Information Agency.
The Act was passed by the House of Representatives on May 2, 2017, amended by the Senate on September 3, 2018 and which amendments were concurred in by the House of Representatives on January 29, 2019. (Azer Parrocha)
