2 Zambo village chieftains murdered

PAGADIAN CITY – Unidentified gunmen killed two village chieftains in separate attacks Saturday in Zamboanga Peninsula, police said.

Police said Ibrahim Ingad, of New Labangan village in Pagadian City in Zamboanga del Sur province was shot dead at around 6.45 p.m. Ingad just stepped out of his house when 2 men, armed with shotguns, opened fire and killing him instantly.

The assailants escaped on a motorcycle after the shooting. “Ibrahim Ungad was gunned down by two unidentified armed men in front of his residence,” said Brig. Gen. Emmanuel Luis Licop, the regional police commander.

He said in Zamboanga del Norte’s Sindangan town, the chieftain of La Roche village, Edgardo Viñas, was also shot dead just after presiding over a session inside his office. The attacker just walked right through the session hall and without warning shot Viñas, who was also the president of the Association of Barangay Councils.

The gunman, wearing a crash helmet, fled on a motorcycle after the killing which occurred around noontime, said Licup. “After he adjourned the session, an unidentified person surfaced and shot the victim with the use of long firearm. The suspect fled on a black motorcycle,” he added.

Licup said both killings were being investigated and that he ordered policemen to track down the murderers and at the same time to tighten security in the provinces. Both attacks occurred a week before the midterm elections. (The Zamboanga Post)

Sayyaf fighter captured in Zamboanga

ZAMBOANGA CITY – Police are holding an Abu Sayyaf fighter, who is also a hired killer, following his capture in Zamboanga City in southern Philippines, officials said Friday, adding the militant is currently being interrogated.

Officials said Uring Akil, a follower of notorious Abu Sayyaf leader Furuji Indama, was captured Thursday at Our Lady of Fatima Subdivision in the village of Boalan where policemen tracked down his hideout.

Akil, a native of Basilan province, is facing a string of criminal charges and also in the wanted list of the police. Initial interrogation report said Akil was also involved in the selling of illegal drugs and a member of the “Anjawani guns-for-hire group” operating in Basilan and Zamboanga.

Brig. Gen. Emmanuel Luis Licup, the regional police commander, lauded the capture of Akil and praised those involved in the operation. “There is no place for terrorists to hide in Zamboanga. We will get you and put you behind bars,” he said.

It was not immediately known whether Akil’s group was planning a terror attack here or how he managed to flee Basilan despite ongoing operation against the Abu Sayyaf in the restive region. (The Zamboanga Post)

Tawi-Tawi village chieftain falls in drug sting

ZAMBOANGA CITY – Undercover cops arrested a village chieftain of Tawi-Tawi province following a drug sting in Zamboanga City, officials said Wednesday.

Regional police chief Emmanuel Licup said the 47-year old Julficar Ladjahali, of Bongao town, was arrested along with Nixon Imdani, 46, after they allegedly sold methamphetamine hydrochloride also known as “shabu” to anti-narcotics agents in the village of San Jose Gusu.

He said members of the Drug Enforcement Unit also seized six packets of suspected shabu, one .45-caliber pistol and a magazine loaded with 15 ammunition, 25 bullets for 9mm pistol and two magazines for automatic rifle and 10 ammunition.

“The arrested persons are now detained and all the confiscated items will be brought to Zamboanga City Crime Laboratory Office for examination,” Licup said.

Mayor Beng Climaco also reiterated her order to authorities to intensify the government’s anti-drug campaign as she praised the police and other law enforcement agencies for their active role in eradicating illegal drugs here.

Climaco also asked officials of Zamboanga’s 98 villages to submit a checklist detailing security and safety measures in their respective areas. The security checklist was given out during the expanded meeting of the City Peace and Order Council and the City Disaster Risk Reduction Management Council on January 31 which Climaco heads.

Village officials are to submit the following: List of notorious personalities or suspected armed groups, list of Barangay Intelligence Network members, list of barangay tanods, list of foreigners staying in the barangay, list of religious leaders and elders and other persons of influence, list of all residents, list of all civic, religious organizations and sectoral groups to include youth groups and LGBTQ (lesbian, gay, bisexual, transgender, queer), guard system of tanods, list of finger wharves, list of bancas and other water crafts, list of current government projects in the barangays, list of issues and concerns the barangay is facing.

Climaco said checklist is part of the comprehensive security measures that the police, military and all other law enforcement agencies have implemented here following the recent twin suicide bombings at a cathedral in Jolo town in Sulu province and the grenade attack on a mosque in Talon-Talon village here. Sayyaf, hawak ng pulisya sa Zambo

ZAMBOANGA CITY – Inaalam ngayon ng pulisya kung may plano ba ang Abu Sayyaf na maghasik ng lagim o dumukot sa Zamboanga City matapos na madakip ang isang miyembro nito na sabit diumano sa mga kasong kidnapping sa kalapit na Basilan province.

Hindi pa naglalabas ng resulta ng imbestigasyon ang pulisya dahil patuloy pa ang imbestigasyon kay Daud Isnani, 33, na nadakip sa Barangay Talon-Talon ng mga operatiba ng Regional Anti-Criminality Task Group ng Regional Intelligence Division 9 ng pulisya.

Galing umano sa Basilan si Isnani at hinihinalang sa coastal area ito lumusot upang makapasok sa naturang barangay. Nabatid may mga warrants of arrest laban kay Isnani mula Isabela City sa Basilan, ilang milya lamang ang layo mula dito.

Kinumpirma naman ni Chief Superintendent Emmanuel Luis Licup, ang regional police commander, na hawak nga nila ang suspek. May 7 kaso ng kidnappings si Isnani, ayon pa sa opisyal.

“Daud Isnani y Baluan was arrested by virtue of the warrant of arrest for the crime of kidnapping and serious illegal detention issued by 9th RTC Branch 1 in Isabela City on January 28, 2008 with no bail bond recommended,” ani Licup.
Pinuri naman ni Mayor Beng Climaco ang mga parak at sa pagkakadakip sa suspek. “Our authorities are always on alert and so is the community members and we shall not allow lawless elements in our city,” sabi pa ni Climaco. (Mindanao Examiner)

Senior police official killed in Dipolog drug sting

PAGADIAN CITY – A senior police official was killed in an alleged shootout during a drug sting carried out by undercover cops in Dipolog City in southern Philippines, officials announced Tuesday.

Chief Inspector Helen Galvez, a regional police spokeswoman, said Superintendent Santiago Rapiz was slain late Monday outside the Andres Bonifacio College Gymnasium where he reportedly sold crystal meth to members of the Counter-Intelligence Task Force and anti-narcotics agents.

Rapiz was previously assigned at the Regional Police Directorate for Personnel and Records Management in Bacolod City in Negros Occidental province and had been transferred in October 18 at the Zamboanga del Norte provincial police headquarters where he was with the Logistics Branch.

“The operation resulted in an armed encounter between the operatives and the suspect that led to the death of Superintendent Santiago Ylanan Rapiz. After he sensed the operation, Rapiz tried to escape but was cornered by the arresting elements.”

“However, instead of giving up to the authority, he drew his firearm and fired towards the arresting elements. The operating units retaliated and fired back hitting him. He was immediately rushed to Corazon Aquino Hospital in Dipolog City, however, he was pronounced dead on arrival by the attending physicians,” Galvez said.

Photos released by the police showed the slain official lying on a grassy area without a shirt and was only wearing a pair of short pants and sneakers. A .45-caliber pistol was also near his corpse.
Galvez said operatives recovered the suspect meth worth about P50,000 they bought from Rapiz.
She said Chief Superintendent Emmanuel Luis Licup, commander of the regional police force, has repeatedly warned cops to stay away from illegal drugs.

“Regional Director Licup earlier gave a stern warning that the Police Regional Office 9 is seriously implementing the Internal Cleansing Program in the region,” Galvez said.

Citing data from the regional police, Galvez said over 30 policemen had been tested positive for illegal drug use during random drug testing and that 11 cops were arrested in anti-drug operations since January in western Mindanao.

She said the Counter-Intelligence Task Force had already “neutralized” two policemen – PO3 Ronald Bernardo and PO2 Maria Oliver Olaso - involved in illegal drug trade in two separate stings in Zamboanga City. Both Bernardo and Olaso were assigned with the drug enforcement team of the local police force.

The Zamboanga City Police Office said its anti-drug campaign resulted in the arrest of over 1,200 people from January to October.

Zamboanga City Mayor Beng Climaco lauded the local police force and other law enforcement units, including the Philippine Drug Enforcement Agency for continuously reinforcing the anti-drug campaign, as she reiterated her administration's all-out support to President Rodrigo Duterte’s war against illegal drugs.
