Tawi-Tawi village chieftain falls in drug sting
ZAMBOANGA CITY – Undercover cops arrested a village chieftain of Tawi-Tawi province following a drug sting in Zamboanga City, officials said Wednesday.

Regional police chief Emmanuel Licup said the 47-year old Julficar Ladjahali, of Bongao town, was arrested along with Nixon Imdani, 46, after they allegedly sold methamphetamine hydrochloride also known as “shabu” to anti-narcotics agents in the village of San Jose Gusu.
He said members of the Drug Enforcement Unit also seized six packets of suspected shabu, one .45-caliber pistol and a magazine loaded with 15 ammunition, 25 bullets for 9mm pistol and two magazines for automatic rifle and 10 ammunition.
“The arrested persons are now detained and all the confiscated items will be brought to Zamboanga City Crime Laboratory Office for examination,” Licup said.
Mayor Beng Climaco also reiterated her order to authorities to intensify the government’s anti-drug campaign as she praised the police and other law enforcement agencies for their active role in eradicating illegal drugs here.
Climaco also asked officials of Zamboanga’s 98 villages to submit a checklist detailing security and safety measures in their respective areas. The security checklist was given out during the expanded meeting of the City Peace and Order Council and the City Disaster Risk Reduction Management Council on January 31 which Climaco heads.
Village officials are to submit the following: List of notorious personalities or suspected armed groups, list of Barangay Intelligence Network members, list of barangay tanods, list of foreigners staying in the barangay, list of religious leaders and elders and other persons of influence, list of all residents, list of all civic, religious organizations and sectoral groups to include youth groups and LGBTQ (lesbian, gay, bisexual, transgender, queer), guard system of tanods, list of finger wharves, list of bancas and other water crafts, list of current government projects in the barangays, list of issues and concerns the barangay is facing.
Climaco said checklist is part of the comprehensive security measures that the police, military and all other law enforcement agencies have implemented here following the recent twin suicide bombings at a cathedral in Jolo town in Sulu province and the grenade attack on a mosque in Talon-Talon village here. Man brutally murdered after arrest of Sayyaf in Jolo
PAGADIAN CITY – A man was brutally murdered in the southern Filipino town of Jolo hours after police arrested a suspected Abu Sayyaf militant from his home.
Police were investigating whether the killing was connected to the Thursday capture of the pro-ISIS militant allegedly involved in a string of ransom kidnappings in the restive region.
It was not immediately known whether the militant was also involved in kidnappings in nearby Sabah in Malaysia. The identity of the murdered man and the name of the militant were not made public by the police because of the ongoing investigation.
Police also seized a rifle and a pistol, including 2 hand grenades and methamphetamine hydrochloride or shabu from the house of Hayudini in the village called Kajadtian. (Mindanao Examiner)

Japanese man arrested in Zamboanga City
ZAMBOANGA CITY – Philippine police arrested a Japanese man and a Filipino woman in a drug sting in the southern port city of Zamboanga, officials said Friday.
Chief Inspector Helen Galvez, a regional police spokeswoman, said the 59-year old Hiroyuki Takahashi and Mary Jane Huerto, 43, were arrested in the village of Tetuan before midnight after selling methamphetamine hydrochloride or “ice” to undercover agents.
Agents seized four packets of the illegal drugs also known locally as “shabu” and the marked money used to buy the ice. Takahashi and the woman were being investigated by the police here.
Other reports said the Japanese man has been living in Zamboanga for the past six years, but it was unknown whether he was part of a drug syndicate or not. Little about him is known and there was no immediate statement from the Japanese embassy of the Department of Foreign Affairs on Takahashi’s arrest.
“The confiscated items were brought to the crime laboratory office examination while the subjects are presently detained at Zamboanga City police station for the filing of appropriate charges in court,” Galvez said.
Just this week, police undercover agents also seized one kilo of shabu from 3 local men who sold the drug to a poseur buyer inside a restaurant in downtown Zamboanga. (Mindanao Examiner)

Cebu cops seize P320-M illegal drugs
THE CEBU PROVINCIAL Police Office (CPPO) said it has recovered more than P320 million worth of illegal drugs from January 2016 up to the present.
Supt. Janette Rafter, a police spokeswoman, said the accomplishments in the government's drug war were in line with the mandate of the local police and from orders by President Rodrigo Duterte to intensify the campaign. She said some 22,000 kilos of shabu were seized in the operations by the police and the rest were marijuana, party drugs, and analgesic ampoules of nalbuphine hydrochloride.
Rafter said the CPPO has also arrested over 8,500 drug pushers from different parts of the province from January 2016 to early November this year. “I cannot say that we in the CPPO are 100 percent successful in our operations, but we have made a significant effort in the fight against illegal drugs,” she said.
On the other hand, the Philippine Drug Enforcement Agency (PDEA) 7 (Central Visayas) has conducted a total of 56 operations since January this year.
Leia Alcantara, PDEA-7 spokesperson, said the anti-narcotics operations led to the arrest of 102 suspected drug personalities and confiscation of 2,840 kilos of shabu, valued by the Dangerous Drugs Board at about P24 million. Alcantara said PDEA-7 has been successful in apprehending high-value targets in the region, but new personalities continue to pop up because of the big market for illegal drugs.
“The market for illegal drugs is so big. It is worth billions of pesos. That is why new players would take the risk because of the huge market,” Alcantara said.
“We have still so much to do, but we are on the right track in terms of supply and demand reduction,” Alcantara added. For her part, Cebu Provincial Anti-Drug Abuse Office (CPADAO) head, Ivy Durano-Meca, said the fight against illegal drugs is a shared responsibility, and not just among concerned government agencies but together with the community.
“The community, especially the family, needs to take part. I hope the community will continue to get involved in the fight against drugs,” Meca said. Rafter, Alcantara, and Meca said that without the community’s support, all their concerted efforts will just be in vain. “I would like to share with you this quote: If you want to heal the world, heal your nation. If you want to heal your nation, heal your community. If you want to heal your community, heal your family,” Rafter said in parting. (PNA)

Cebu City councilman calls on public to help solve crimes
CEBU CITY - Councilor Joel Garganera has urged Cebuanos to help authorities solve crimes amid the alarming peace and order situation in Cebu City.
Garganera, who also chairs the Police Advisory Council, said the community should get involved in crime solution by providing police with information on suspected perpetrators.
The local legislator made the call following the arrest of notorious thief Emelito Familiar Jr., the suspect in the killing of 23-year-old student Charie Mae Mancia inside her boarding house in Barangay Tinago recently.
Familiar was arrested by members of Waterfront Police Station after his relatives informed authorities of his whereabouts in Mandaue City.
Garganera said Familiar was easily identified and immediately pursued not just because of the relatives’ cooperation but also because of the information provided by the suspect’s neighbors.
“The series of killings in Cebu is alarming. But we have seen the swift solution of a crime because of the public’s involvement. When we talk about peace and order, we cannot fully rely on the capability of the police. It needs the cooperation and trust of the community,” he said.
Garganera also encouraged the public to trust the authorities, who really need the civilians’ support to be effective in the fight against criminality. Familiar stabbed Mancia to death after the victim found him inside her room.
Investigators said the suspect’s plan was only to steal some valuables from Mancia’s room, but it resulted to murder. The victim, who was a native of Aloguinsan town and a first year Accountancy student at the Asian College of Technology, died of multiple stab wounds in her neck and other parts of the body. THE PHILIPPINE NATIONAL POLICE continue its campaign against rogue members following the arrest of several officers accused of rape and the killing of a senior police official in a drug sting operation recently.
PNP Director General Oscar Albayalde said: “Tayo ay nalulungkot kung bakit hanggang ngayon meron pa rin tayo nakukuha or nahuhuli or minsan na eengkwentro na miyembro ng PNP na nai-involve sa illegal activities particularly sa illegal na droga. Although we want to assure the public, the Filipino people na hindi po tayo titigil hanggat maubos sa aming hanay itong mga tiwaling pulis."
He said some 1,700 cops are on the police counter-intelligence watch list suspected as involved in illegal activities.
Among the police officers killed in counter-intelligence operations were Senior Insp. Raymond Hortezuela who was slain in Mandaue City in Cebu; PO2 Gemmo Meneses who was killed by police operatives in Morong, Rizal; PO3 Marco Hashim Alegre who was killed in a buy-bust in Occidental Mindoro; and PO2 Ian Rey Abitona who was killed in Infanta, Quezon. Letters from Davao: Washing dirty linen By Jun Ledesma
THIS CONTROVERSY OVER a load of shabu allegedly slipped through the Bureau of Customs in Cavite via a magnetic lifter is getting to be curiouser and curiouser. That surprises me however is the seemingly childish whining of PDEA Director Gen. Aaron Aquino blaming Customs Commissioner Sid Lapena for the lapses and other insinuations.
And I thought that duties and responsibilities had been delineated before Lapena and Aquino assumed their respective posts. The marching order of DoF Sec. Sonny Dominguez to Lapena was to increase revenue collection target and he delivered. When he was PDEA head, he dismantled nearly all of the shabu laboratories in the country and intercepted a number of shabu shipments that enter Philippines shores.
It is now the turn of Director Aquino and all we heard is passing the buck. And then comes Atty. Lourdes Mangaoang, Deputy Customs Collector at NAIA, joining the fray. She used to be head of the X-ray Division of BOC and for sure she knew that those magnetic lifters cannot escape her X-ray vision. If she had previous knowledge, how come she surfaced only now? What prompted Lapena to transfer her (she was not dismissed) to another division? What prompted her to go to Cavite to inspect the lifters by herself then reported to Lapena that the lifters had residues of shabu. Am curious.
A whistle blower had talked under investigation by Sen. Dick Gordon. He had pointed the masterminds and for as long as he is alive we will have the chance to go to the bottom of this mysterious P6.8-billion shabu shipment which seemed to be the only cheap commodity peddled in Manila today. Should not Aquino focus on this problem now and stop blaming others and washing dirty linens in public? By the way things are going PDEA is helpless and hopeless in finding out where that huge volume of shabu went. (Jun Ledesma)

2 Sayyafs killed, 4 captured in Sulu
SULU – Security forces killed 2 Abu Sayyaf militants and captured four others in an operation in the southern Philippine province of Sulu, officials said Friday.
Lt. Col. Gerry Besana, a spokesman for the Western Mindanao Command, said policemen, backed by soldiers, launched the joint operation on October 10 in Kajatian village in Indanan town where they clashed with the militants that killed Hassan and Kemar Jade.
Troops also captured Lino Tantung, 42; Hamjir Sahidal, 19; Sajiyal Alamia, 46; and Arajal Aida, 46, and recovered a 12-gauge shotgun and two .45-caliber pistols and ammunition. They also seized suspected crystal meth from Sahidal.
“The operation is part of the intensified joint law enforcement by the Joint Task Force-Sulu and Sulu police forces in accordance with the war on drugs of President Rodrigo Duterte. This also forms part of the sustained effort of JTF-Sulu to get rid of banditry and violent extremist groups in the area,” Besana said.
Lt. Gen. Arnel dela Vega, chief of the Western Mindanao Command, urged militants to peacefully surrender to the government. “Time again the government forces have given any terror groups two options – one is to lay down their arms and return to the folds of the law; or fight and deal with the full force of the law,” he said. “The Joint Task Force-Sulu have convinced significant a number of Abu Sayyaf members who decided to surrender and now living a new life with their families.” (Mindanao Examiner)

Troops also captured Lino Tantung, 42; Hamjir Sahidal, 19; Sajiyal Alamia, 46; and Arajal Aida, 46, and recovered a 12-gauge shotgun and two .45-caliber pistols and ammunition. They also seized suspected crystal meth from Sahidal.
“The operation is part of the intensified joint law enforcement by the Joint Task Force-Sulu and Sulu police forces in accordance with the war on drugs of President Rodrigo Duterte. This also forms part of the sustained effort of JTF-Sulu to get rid of banditry and violent extremist groups in the area,” Besana said.
Lt. Gen. Arnel dela Vega, chief of the Western Mindanao Command, urged militants to peacefully surrender to the government. “Time again the government forces have given any terror groups two options – one is to lay down their arms and return to the folds of the law; or fight and deal with the full force of the law,” he said. “The Joint Task Force-Sulu have convinced significant a number of Abu Sayyaf members who decided to surrender and now living a new life with their families.” (Mindanao Examiner)
