‘OFWs sa Iraq, Middle East hindi pipilitin umuwi’
Ito ang sinabi ni Presidential Spokesperson Salvador Panelo sa kabila ng unang balita na nais ni Pangulong Duterte na pauwiin sa bansa ang mga Pinoy sa Iraq at iba pang bahagi ng Middle East dahil sa iringan at posibleng digmaan sa pagitan ng Amerika at Iran.
“Unang-una, kung meron na talagang open hostilities, repatriation is out of the question kasi shooting war na eh. Now, with respect doon sa mga ayaw, paano natin pipilitin yun kung ayaw. We cannot forcibly drag them to a ship or to whatever to bring them out,” ani Panelo.
Tinatayang nasa 4,000 ang mga Pinoy workers sa Iraq at mahigit sa 1 milyon naman ang nasa Middle East region, ayon sa Department of Foreign Affairs at inilagay na nito sa Alert Level 4 sitwasyon doon dahil sa kaguluhan. May mandatory repatriation order na rin ang ahensya dahil ito lamang ang tanging paraan upang mailigtas ang mga overseas Filipino workers sa tiyak na kapahamakan.
Sinabi pa ni Panelo na kung talagang ayaw umuwi ng mga Pinoy ay dapat nasa ligtas na lugar sila. “Palagay ko, if you will give them a choice between being placed in a safe place and coming home, eh pipiliin nila doon muna sa safe place. We have to place them in a safe place. Hindi naman sila kailangan umuwi habang nagkakaroon ng giyera doon o digmaan. Syempre hindi mo naman maiuuwi ’yan talaga eh. Hahanapan mo ng lugar na ligtas malapit dun like Saudi Arabia,” wika pa nito.

OFW Bank to start operations soon
THE PROPOSED BANK for overseas Filipino workers (OFWs) will start operations as soon as all appointments of the board of directors are made, Malacañang said.
Presidential Spokesperson Salvador Panelo made the assurance after Labor Secretary Silvestre Bello III raised concerns that no appointment has been made in the bank’s board of directors. “As soon as there is an appointment with the three members of the board, operations na kaagad ‘yan,” Panelo said.
The board will be chaired by the Landbank president. Other members are Landbank-designated OFW president as vice chairperson; four Landbank-designated directors or officers as members; a member representing the Department of Labor and Employment; a member representing the Overseas Workers Welfare Administration; and a private sector member representing overseas Filipinos.
Panelo said the OFW Bank has remained non-operational for more than a year since President Rodrigo Duterte signed Executive Order 44 on its establishment because board members have yet to be appointed.
He said Duterte has already instructed the Department of Finance (DOF) to speed up the review of the appointments. “Si Presidente (ang mag-a-appoint) pero bini-vet siya nila Secretary of Finance. Pinapamadali niya yung vetting. As soon as the recommendation of the Secretary of Finance is there, makaka-appoint agad si Presidente,” he said.
Panelo shrugged off remarks that the appointment of board members is taking too long, noting that this is natural, considering there is so much work to do in government. He, however, assured that the Duterte administration continues to prioritize all problems concerning OFWs.
He also said the DOF is also trying to make the bank digital to make it easier for OFWs to use their smartphones in all of their transactions.
In September 2017, Duterte signed EO 44 directing the Philippine Postal Corp. and the Bureau of the Treasury to transfer their Postalbank shares to the Landbank at zero value. Under the EO, Landbank was ordered to ensure the capitalization of the Overseas Filipino Bank. (Azer Parrocha)

No need to prove ‘oust-Duterte’ matrix
MALACAÑANG HAS flatly rejected demands by media groups and people linked to the so-called “Oust Duterte Matrix” to show proof or evidence of the accusations.
The matrix was released by Malacañang on April 22, which accused Rappler, Vera Files, the Philippine Center for Investigative Journalism (PCIJ), and the National Union of Peoples' lawyers (NUPL) as plotting to overthrow President Rodrigo Duterte.
Duterte first released the matrix to The Manila Times, the country’s oldest newspaper, according to Presidential Spokesperson Salvador.
Panelo said there is no need to prove the matrix because for now it remains a just a conspiracy which has not yet been carried out and is not actionable in court. “Those named in the matrix demand proof of their participation in the ouster plot. Such is totally unnecessary. The matrix shows that there is an ouster plot. It is just a plot, a plan, an idea. The same is not actionable in court it being just a conspiracy.
Conspiracy is not a crime unless the law specifically classifies a particular conspiracy to undertake a project or actualize a plan as a crime,” he said.
Citing Article 8 of the Revised Penal Code, Panelo said: "Conspiracy and proposal to commit felony are punishable only in the cases in which the law specially provides a penalty therefor."
Panelo, a prominent lawyer, said only once the plot has been committed will the Palace file cases in courts and eventually show proof of the plotters’ participation in the ouster plot. “Only when all the elements of any of these crimes have been committed will we file a case against the conspirators.
Should their plans lead to overt acts punishable by law then criminal cases will also be filed against them. It is only when the cases are filed in court that proof will be submitted to substantiate the criminal charges,” he said.
Foreign source Panelo also defended anew the decision of Duterte to release the matrix, which he claimed came from a foreign source, noting that it was obtained through means that did not violate the Constitution.
“The President said the information on the ouster plot was received by him from a foreign source. It does not conclusively mean, however, that the information was originally obtained by the foreign country by an unlawful method that violates the privacy of an individual,” he said.
Panelo floated the possibility that, through intelligence information sharing between countries, the information may have been acquired by a Filipino citizen who shared the same to the foreign country, which then transmitted it to Duterte.
He also dismissed as erroneous speculations that the information was obtained through illegal means such as wiretapping since there were ways to acquire them legally.
“It is also erroneous to speculate that the information was obtained through wiretapping or any similar device prohibited by laws as it could have been personally heard or witnessed during a conversation between plotters in a place where there is no reasonable expectation of privacy, which according to jurisprudence is not violative of our privacy laws,” Panelo said.
“It could also have been heard by one of their colleagues who does not agree on the ouster plan, who then shared the information to another, who in turn also relayed the information from whom PRRD received it. The possibilities are endless,” he added.
Right to information Panelo said the release of the matrix is also pursuant to Article 3, Section 7 of the Constitution which provides that the right of the people to information on matters of public concern shall be recognized.
“The people deserve to know that there are ouster plans against the leadership of their government,” Panelo said. “It is therefore the constitutional duty of the Administration to report to our countrymen the presence of groups which are motivated to unseat their President whom they have given the mandate to govern.”
Panelo said the matrix was bared to show plotters that the Duterte administration is aware of their conspiracy. “The matrix was disclosed to the public for the ring leaders and their co-plotters to know that we know, to put them on notice that pursuing their plan by committing overt acts punishable by law will open themselves to criminal prosecution,” he said.
He also rejected claims that the ouster plot was meant to stifle political dissent and opposition, noting that they can still openly criticize the President and his administration. “The fact alone that critics and those in the matrix as well as the personalities or groups identified in the matrix are still vigorously voicing their adverse opinions against the administration and even have increased their attacks a notch higher in this election season is eloquent proof that there is no stifling of dissent nor are their freedom to express their thoughts threatened,” Panelo said.
He said compared to previous administrations, dissent during the Duterte administration is freest. “No person has been hailed to court on account of the individual’s exercise of the freedom of speech or by reason of one’s disagreement against the Administration or its policies,” Panelo said.
He said certain individuals who are now facing charges, including detained Senator Leila de Lima, Senator Antonio Trillanes IV, and Rappler CEO Maria Ressa, are probably guilty of the crimes they are charged with. De Lima has been detained for two years due to drug charges.
Trillanes has been indicted for inciting to sedition while Ressa was arrested twice over cyber libel and tax evasion charges. However, Panelo insisted that these charges were unrelated to their being critical of the administration. (Azer Parrocha)

Philippines pursues high-quality, good-impact projects with cooperation from China
AFTER PRESIDENT DUTERTE'S highly successful visit to China, Manila is ready to pursue more high-quality and good-impact projects with cooperation from Beijing, said Presidential Spokesman Salvador Panelo.
He said Duterte had productive and fruitful bilateral meetings with top Chinese leadership where he affirmed the commitment to friendship and understanding with China. Duterte also expressed to Chinese leaders the country's readiness to pursue more high-quality and good-impact projects with China, Panelo said.
Duterte visited China from April 24 to 27, during which he attended the second Belt and Road Forum for International Cooperation together with many other countries' leaders. Panelo said during the leaders' roundtable meeting, Duterte stressed the value of nations, especially in Asia, working together with a shared goal of inclusive, equitable and sustainable growth and prosperity.
As China is the largest trading partner and a major source of foreign investments of the Philippines, economic cooperation also highlights Duterte's visit. Panelo said Duterte witnessed the signing of multiple business agreements in Beijing between the two countries, covering a wide range of areas of investments, such as energy, infrastructure, agriculture and human resources.
"President Duterte gave his assurance to prospective foreign investors of all nationalities that the Philippine government will create an enabling environment that allows their business establishments and investments to prosper," Panelo said. Duterte orders review of all govt. contracts
PRESIDENT DUTERTE has ordered the Solicitor-General, the Secretary of Justice, and all those in the legal departments of different government agencies to finally review all contracts entered into by the government.
The order coincided with mounting calls by the public for Duterte to bare all contracts entered by the government with China, especially on infrastructure programs and other loans that could be disadvantageous.
But Presidential Spokesperson Salvador Panelo said Duterte’s decision came after the President himself discovered an onerous provision contracted by the Ramos’ administration when the government entered a deal with Maynilad.
“In that contract the Republic of the Philippines was prohibited from interfering into the terms of contrac and that’s why we lost in the arbitration tribunal, and I think we were made to pay 3.5 billion pesos because according to the ruling, the government intervened and by reason of intervention Maynilad suffered damages,” Panelo said.
He said Duterte is adamant in following the provisions of the Constitution. He said anything that runs counter to the highest law of the land can be rescinded and struck down by the government.
Panelo claimed that Duterte’s order is to review, evaluate, scrutinize every contract entered into by the government and or its agencies with private entities and or states, and to determine whether there are onerous provisions in the contract that would put Filipinos at a disadvantage or would be in violation of the Constitution.
“Even if it is executed, if it’s in violation of the Constitution, you can rescind and strike it down. We’ll ask the court to rescind it,” Panelo said, adding, Duterte was disappointed to know that a private company is prohibiting the government from taking actions regarding water services. “That contract was entered into by the government and drafted by lawyers of the government. There could be collusion between the lawyers of the government and the lawyers of the private company. We cannot do that. We have to prosecute them,” Panelo explained.
Quoting Duterte, Panelo said this new promulgation is the President’s way of keeping with his mandate to serve and protect the Filipino people. “In other words, the President is warning all and sundry that for as long as he is the President he will not allow anything that will go against the interest of the Filipino people. He will use the Constitution, all the powers given him to protect the Filipino people and to serve them faithfully,” he said.
Panelo said Duterte’s new directive to the Cabinet is to review all contract regardless if it is already in place or not. “We’ll have to examine every provision in the contract. Anything against public policy or against the law, against the Constitution, we have to strike down. It would be a continuing investigation of contracts,” he said. Filipinos satisfied with Duterte in latest survey
The latest Social Weather Stations (SWS) survey released recently showed that 3 out of every four Filipinos are satisfied with the general performance of the administration of President Rodrigo Duterte.
The fourth quarter 2018 survey said 76% of Filipinos are satisfied while only 9% are dissatisfied and 15% are neither satisfied nor dissatisfied, for a net satisfaction rating of +66 classified by SWS as “very good”.
The pollster explained that +66 is 16-point higher compared to "very good" +50 rating obtained by the administration in September 2018. It said that the Duterte administration scored "excellent" ratings in promoting women's rights and building and maintenance of public works with +71 and +70 net satisfaction ratings, respectively.
The administration scored "very good" ratings in helping the poor (+68), protecting human rights (+62), reconstructing Marawi City (+60), fighting terrorism (+55), transparency in government activities (+54), and deciding quickly (+50). On the other hand, the administration scored "good ratings" in fighting crimes (+44), reconciling with Muslim rebels (+43), eradicating graft and corruption (+42), defending Philippine sovereignty in the West Philippine Sea (+40), reconciling with communist rebels (+39), fulfilling commitments in international treaties (+39), and foreign relations (+38).
According to SWS, the national administration’s net satisfaction rating rose by one grade in all areas.
In Mindanao, net satisfaction rating rose from very good to excellent, up by 8 points from +67 to +75 while it jumped from good to very good or up by 21 points from +42 to +63 in Visayas; from good to very good (from +40 to +60) in Metro Manila; and, also from good to very good (+48 to +65) in Balance of Luzon.
The survey was conducted from December 16-19, 2018 with 1,440 respondents and a margin of error of ±2.6 percent.
Presidential Spokesperson Salvador Panelo described the survey results as “loud and clear repudiations” of his critics and detractors who questioned his policies and reforms.
“These figures are loud and clear repudiations of the critics and detractors of PRRD who have described him as misogynistic, anti-poor and anti-human rights, and who have taken turns in questioning the Build-Build-Build Infrastructure Program and lambasting the rehabilitation and reconstruction of Marawi,” Panelo said.
He said Duterte’s critics and detractors should realize that their backlash directed at the President is ignored by those who support him. “While the Administration never impelled the vocal minority from expressing their dissent, it is time they finally realize that a sizeable but silent majority has paid no attention to their endless tirades against PRRD and the Administration, as well as its policies, particularly with respect to the aforesaid matters.
The Palace considers this increase in satisfaction rating as a vote of public confidence and a demonstration of the people’s unshakeable trust to the present Administration,” he said.
He also reassured the public that the Duterte administration will proceed with programs and services that benefit all Filipinos. “As we go into the third year of the President’s term, the Filipinos can rest assured that we would not be lulled into complacency while we continue to roll out the programs and services he started in bringing a comfortable life for all under a peaceful and corrupt-free environment,” Panelo said. It said that the Duterte administration scored "excellent" ratings in promoting women's rights and building and maintenance of public works with +71 and +70 net satisfaction ratings, respectively.
The administration scored "very good" ratings in helping the poor (+68), protecting human rights (+62), reconstructing Marawi City (+60), fighting terrorism (+55), transparency in government activities (+54), and deciding quickly (+50). On the other hand, the administration scored "good ratings" in fighting crimes (+44), reconciling with Muslim rebels (+43), eradicating graft and corruption (+42), defending Philippine sovereignty in the West Philippine Sea (+40), reconciling with communist rebels (+39), fulfilling commitments in international treaties (+39), and foreign relations (+38).
According to SWS, the national administration’s net satisfaction rating rose by one grade in all areas.
In Mindanao, net satisfaction rating rose from very good to excellent, up by 8 points from +67 to +75 while it jumped from good to very good or up by 21 points from +42 to +63 in Visayas; from good to very good (from +40 to +60) in Metro Manila; and, also from good to very good (+48 to +65) in Balance of Luzon.
The survey was conducted from December 16-19, 2018 with 1,440 respondents and a margin of error of ±2.6 percent.
Presidential Spokesperson Salvador Panelo described the survey results as “loud and clear repudiations” of his critics and detractors who questioned his policies and reforms.
“These figures are loud and clear repudiations of the critics and detractors of PRRD who have described him as misogynistic, anti-poor and anti-human rights, and who have taken turns in questioning the Build-Build-Build Infrastructure Program and lambasting the rehabilitation and reconstruction of Marawi,” Panelo said.
He said Duterte’s critics and detractors should realize that their backlash directed at the President is ignored by those who support him. “While the Administration never impelled the vocal minority from expressing their dissent, it is time they finally realize that a sizeable but silent majority has paid no attention to their endless tirades against PRRD and the Administration, as well as its policies, particularly with respect to the aforesaid matters.
The Palace considers this increase in satisfaction rating as a vote of public confidence and a demonstration of the people’s unshakeable trust to the present Administration,” he said.
He also reassured the public that the Duterte administration will proceed with programs and services that benefit all Filipinos. “As we go into the third year of the President’s term, the Filipinos can rest assured that we would not be lulled into complacency while we continue to roll out the programs and services he started in bringing a comfortable life for all under a peaceful and corrupt-free environment,” Panelo said. Solons say wiretapped info on so-called ‘narco list’ cannot be used as court evidence
LAWMAKERS said illegally wiretapped information, even if provided by foreign governments, is a "fruit of the poisonous tree" and therefore inadmissible in court.
Senator Panfilo Lacson questioned Presidential Spokesperson Salvador Panelo's claim that the information involving personalities and political figures with drug links were sourced from wiretapped communications done by foreign governments. Fruit of the poisonous tree is a legal doctrine which describes evidence obtained indirectly through illicit means and is inadmissible in court.
"Malacañang's claim that the narco list information is based on wiretaps done by foreign governments doesn't make things right unless those who conducted the wiretap were armed with judicial authorization in which case, the proceeds should have been used as evidence in court as it has strong probative and evidentiary value to prosecute the personalities involved. Upon the other hand, if the wiretap is done illegally, it is nothing but the fruit of a poisonous tree," Lacson said.
Senator Franklin Drilon also echoed Lacson's remark, saying the wiretapped information has no value at all. "It cannot be used as evidence, having been obtained illegally. In law, such 'wiretapped' information is the 'fruit of the poisonous tree' not admissible as evidence," Drilon said.
Panelo earlier said there is nothing wrong with receiving wiretapped communications from foreign countries even though wiretapping is illegal under Philippine law. But Republic Act 4200, or the Anti-Wiretapping Law, prohibits the tapping of any wire or cable or using other devices to record, intercept, or secretly overhear any private communication or spoken word when it is unauthorized by all parties in the conversation, except when it is done pursuant to a court order.
The government said the list of politicians allegedly involved in the illegal drug trade is set to be made public to enable voters to make a wise choice in May's mid-term elections. "We hope to release it…we are vetting it right now. We are making sure of the list," said Department of the Interior and Local Government spokesperson, Undersecretary Jonathan Malaya. While several senators have opposed the disclosure of the names on the list, Malaya said the public has the right to be informed regarding this matter.
"To us, since the election is coming and we want to eradicate drugs, the people should be aware of the protectors, the coddlers of drug syndicates. We have a different opinion with the senators," he said. But it was unclear why the government up to now has not filed criminal charges against those in the so-called narco list. NBI nabs man who pretends to be Duterte spokesman
THE NATIONAL Bureau of Investigation (NBI) announced the arrest of a man in Mandaue City who allegedly duped unsuspecting people by pretending to be Presidential Spokesperson and Chief Presidential Legal Counsel Salvador Panelo on social media.
Jose A. Villafuerte, a native of Bulacan, solicited donations from his victims by pretending to be Panelo on Facebook.
The social media account bore Panelo's name and copied and reported posts from the legitimate Facebook account of Panelo. He was arrested in an operation conducted by the NBI Special Task Force on February 21, the NBI said.
"All the legitimate activities and photos exclusively done by the Secretary and the OCPLC (Office of the Chief Presidential Legal Counsel) are posted as well," the NBI said.
There were instances where victims who wanted to converse with Panelo and duped into thinking it was the real account would be asked to send money which will be used allegedly as donations to bogus projects being claimed by Villafuerte as his. In the entrapment operation, the respondent demanded from NBI agents money which he claimed will be used in a rehabilitation project for typhoon victims in Naga City.
In exchange, Villafuerte said NBI agents, who pretended to be a businessman named Henry Tan, will receive contracts from the Department of Health. The NBI said it will file charges of computer-related identity theft, obstruction of justice, unlawful use of alias, use of falsified documents, falsification of public documents, usurpation of authority and use of fictitious names against Villafuerte. Bangsamoro plebiscite 'peaceful' despite grenade attacks, harassment of voters
COTABATO CITY – Grenade attacks, harassment and intimidation marred Monday Bangsamoro plebiscite in the Muslim autonomous region in southern Philippines.
A grenade exploded outside the house of a judge in Cotabato City in Maguindanao province, and another was lobbed, but did not go off on the roof.
Reports said the judge was allegedly a known critic of the Bangsamoro Organic Law or BOL, but police said the attack which occurred ahead of the referendum may also be connected to his work.
And a third grenade in front of a polling precinct was also detonated by soldiers in Cotabato, whose mayor, Cynthia Sayadi, led residents in opposing the city’s inclusion to the proposed Bangsamoro region which would be run by the rebel group Moro Islamic Liberation Front or MILF if the new organic law is ratified.
No individual or group claimed responsibility for the attacks, but authorities are holding a member of the MILF Mohalidin Usman after he was linked to the deadly New Year’s Eve bombing outside the South Seas Mall in Cotabato.
He was arrested inside the compound Autonomous Region in Muslim Mindanao during President Rodrigo Duterte’s visit in Cotabato City on January 18. The 25-year old man, according to authorities, is a member of the pro-ISIS group Bangsamoro Islamic Freedom Fighters, which broke away with the MILF. Usman’s family denied all the accusations against the suspected bomber.
Several men, believed to be illegal or so-called “flying” voters, were also mauled outside a polling area in Cotabato after being caught by vigilant residents trying to cast their votes. At least 5 dozen teachers also did not report for election duty after receiving cell phone messages threatening them with harm should they go to work.
Murad Ebrahim, the MILF chieftain, cast his vote at the Simuay Junction Central Elementary School in Darapanan in Maguindanao’s Sultan Kudarat town, a stronghold of the rebel group. Supporters took turns in shaking his hands as they greeted him, who arrived with a group of bodyguards.
The 71-year old rebel leader said it was his first time to vote and that he was happy and enthusiastic. “As a revolutionary, we are prepared for whatever scenario, as long as the democratic processes is conducted in good manner, without intimidation, without cheating, we are determine to accept whatever is the result (of the plebiscite).”
“Now if when and if BOL will not be ratified, then we will continue to struggle until the (peace) agreement is implemented. It is the duty of the government to implement the agreement. We are only a partner, but the main responsibility is with the government, they have to implement the agreement,” Ebrahim said.
Cotabato City, along with Isabela City in Basilan province; and Sulu and North Cotabato provinces strongly opposed to be part of the new Bangsamoro region.
In Isabela City, a pregnant woman sought police help after a man grabbed her ballot and tore it to pieces inside a polling precinct. She said the man was angered by her rejection of the BOL. The still unidentified man escaped after the incident.
Referendum in Sulu’s 19 municipalities were peaceful, according to authorities, saying, there were no untoward incidents.
Sulu Governor Toto filed a petition with the Supreme Court questioning the legality and constitutionality of the organic law. And the Philippine Constitution Association or PHILCONSA filed also filed a separate petition with the Supreme Court to declare the organic law as unconstitutional, null and void.
Both petitions questioned the creation of a Bangsamoro Autonomous Region or BAR to replace the current Autonomous Region in Muslim Mindanao which is composed of Basilan, Sulu, Tawi-Tawi, Lanao del Sur and Maguindanao.
Constitutional framers argued the 1987 Constitution only recognizes one autonomous region in Muslim Mindanao. The creation of a Bangsamoro political entity is contrary to the Constitution which created only provinces, cities, municipalities and barangays, and autonomous regions in Muslim Mindanao and the Cordilleras, according to PHILCONSA.
“When R.A. 11054 abolished the ARMM and created the BARMM, a new and distinct territorial and political subdivision in lieu thereof, without first amending the Constitution, respondent’s legislative and executive departments violated and/or amended Sec. 1, Art. X of the Constitution, without jurisdiction or authority, with grave abuse of discretion tantamount to lack of and/or in excess of jurisdictions.”
“The legislative and the executive departments, creations of the Constitution, must observe and stand beside the Constitution and not act above, defy or supplant it,” PHILCONSA said.
Rey Sumalipao, election regional director, said the conduct of the plebiscite is peaceful. “The plebiscite is peaceful, it is really peaceful,” he said.
Salvador Panelo, the Presidential spokesman, said Duterte would respect whatever the result of the plebiscite will be. “The President would respect whatever decision the public makes during the plebiscite and comply with the sovereign voice of the people in Mindanao.”
“We are hopeful that the BOL, which would pave the way for a Bangsamoro Autonomous Region in Muslim Mindanao, would be ratified. The President has already urged the voters to vote yes for peace and development in Mindanao,” he said.
The Commission on Elections said the total number of registered voters in the ARMM plebiscite is 1,980,441 and 71,124 in Isabela City, and 113,751 in Cotabato City. Another referendum is set on February 6 for Lanao del Sur with 352,494 registered voters and North Cotabato with 286,867 voters.
Plebiscite updates were not available on the website of the poll body. The website https://www.comelec.gov.ph/ cannot be accessed as of press time. It was unclear if it was hacked or not, but it showed a notice, saying, “Web server is down.”
The plebiscite is a result of the March 2014 interim peace deal between the MILF and Manila. The rebel group vowed to surrender a third of its huge weapons stockpiles if the organic law is ratified.
Rebel forces have tripled if not doubled due to its massive recruitment in the South taking advantage of the peace talks with the Filipino government at the time of then President Benigno Aquino and now President Rodrigo Duterte.
It now boasts of heavy armaments, including anti-aircraft machine guns, B40 anti-tank rockets, mortars and assorted high-powered rifles, and an army of civilian supporters, many of them counting on the prospects of better life with the new Bangsamoro region under the MILF rule.
For his part, Ebrahim said the decommissioning of weapons is part of the accord and vowed to implement it. “The decommissioning process is part of the agreement and as part of agreement, we are bound to implement our side. And we assure the people and the government that once the process will be implemented as a condition for the decommissioning then we will immediately undergo decommissioning (process). Our fighters are already well aware of this and they have expressed their full support for the decommissioning process,” he said.
Ebrahim’s group originally was part of the Moro National Liberation Front under Nur Misuari, but broke away in the late 1970s, and fought the democratic government for the establishment of a separate Muslim homeland.
Misuari eventually signed a peace agreement with Manila in September 1996 and after the accord agreement was signed, he became the governor of the Muslim autonomous region. But despite the peace accord, there was a widespread disillusionment with the weak autonomy they were granted.
Under the peace agreement, Manila would have to provide a mini-Marshal Plan to spur economic development in Muslim areas in the south and livelihood and housing assistance to tens of thousands of former rebels to uplift their poor living standards.
In 2001, Misuari’s loyal forces and former rebels who joined the Philippine Army following the September 1996 peace accord, attacked a key military base in Jolo town and civilian targets in Zamboanga City in an effort to stop the government from calling an election in the ARMM.
Misuari then escaped by boat to Malaysia, where he had been arrested and deported to the Philippines and was eventually pardoned and released by then President Gloria Arroyo in exchange for MNLF support to her election bid as well as her allies in the Senate and Congress in 2004. He also ran thrice for governor in Sulu even while under detention, but lost miserably.
Now, when Duterte became president, he ordered police and military not to arrest Misuari – his friend and political ally – saying he would talk peace with the MNLF, and even invited the former Libyan firebrand in the Presidential Palace to talk about peace. (Mindanao Examiner)

Auditing protocols shouldn’t derail gov’t projects, COA told
THE COMMISSION on Audit (COA) should observe auditing protocols without derailing government projects, Presidential Spokesperson Salvador Panelo said.
He said President Rodrigo Duterte is frustration that government projects were being delayed because of unnecessary COA regulations. “Auditing protocols can be observed without derailing government projects.
It requires creativity and dexterity but always within the impositions required by law,” Panelo said.
Panelo said Duterte has several times also made a similar statement which could also be regarded as a message to Congress. “I think it’s addressed to Congress. If there are provisions there that will impair the delivery of services then Congress should amend the procedures of the auditing protocols. For instance if the requirement is 100 days, puwede mo gawin 25 days,” he said.
He also defended the President’s rhetoric statement about kidnapping and torturing COA personnel because of the agency’s strict regulations on government projects. He said Duterte was just joking when he made those statements. “It was merely Duterte’s style to speak in a hyperbolic style.
The remarks of President Rodrigo Roa Duterte about the Commission on Audit were expressions of his exasperation and vexation against its application of stringent rules that delays government projects, made in playful jest as his usual hyperbolic style,” Panelo said.
Panelo pointed out that while Duterte’s detractors failed to understand his “spicy remarks”, Filipinos who voted for him understood that he was simply being an “action man” annoyed by government project delays.
“We have an action man President who is visibly irked with inefficiency and delays in the delivery of public service which can be avoided by COA’s application of strict rules liberally but not in derogation of what the law requires and still within its ambit,” he said, adding, it was this side of the President, which “catapulted him to the presidency” and changing his style would appease his critics.
“For him to change the very endearing ways that have struck a chord with the masses of our people just to please and appease his critics and the opposition is akin to dreaming an impossible dream,” Panelo said. “The President is a forthright person and the more his critics and detractors lambast him on his style and action, the more he will stick to them.”
Panelo said that despite tirades against COA, Duterte still acknowledges its role in exposing corruption scandals within the government. “He (Duterte) always welcomes any information leading to the discovery of any corruption or scandal. He’s been telling all of us that we have to cooperate with each other,” he said. (Azer Parrocha)

No cause for worry on Duterte’s health, says Malacañang
MANILA HAS reassured the public that there is no cause for worry about the well-being of President Rodrigo Duterte following a recent survey, which showed that more Filipinos are worried about his health.
Presidential Spokesperson Salvador Panelo said Duterte “remains in robust health for the sake of the country and the people.” “A grateful President assures the nation that there is no cause for worry as he is in a fine state of health, and his punishing schedule of activities in attending and responding to the needs of the citizenry is proof of his good physical condition. Even as he performs his constitutional duties, he shall endeavor to always watch over his health,” he said.
Social Weather Stations (SWS) survey conducted on December 16 to 19, 2018 showed that 66 percent of Filipinos are worried about Duterte’s health, an increase of 11 percent from September 2018. “His body language and his actions, his activities all negate the fear that this man is sick of nearing death or he is incapable of continuing,” Panelo said, however, he viewed the survey results with a positive outlook, noting that it “translated into the number of Filipinos caring for the President.”
“It means that not only many Filipinos love the President but those who care for him has increased by 11 percent. The survey results show that an overwhelming number of Filipinos are praying for his good health, for his well-being and for him to finish his term,” Panelo said.
Panelo said the survey may mean that more Filipinos fear the President may not be able to continue his aggressive crackdown on illegal drugs. “They fear that such an unwelcome event will deprive them of the genuine change they have seen in his unorthodox, tough yet compassionate and caring governance,” he said.
“Our countrymen would not want to be stripped of the searing iron-clad political will kind of leadership given them by a debilitating disease or an untimely departure which will derail the unrelenting war against criminality, corruption and illegal drugs,” he added.
Moreover, Panelo said the SWS survey is a “resounding rejection of the opposition”, who continuously make “ruthless and baseless” accusations against the President.
Asked if the survey would yield the President to release regular medical bulletins, Panelo said that he did not find it necessary since the Constitution only required updates in case of serious illness. “It will not because the Constitution requires serious illness. The President knows he is not in serious illness kaya (that’s why) he is not obligated to release anything about his condition,” Panelo said.
Panelo also pointed out that the President, who he described as “transparent”, already gives regular updates about his health in his speeches. Previously, Duterte himself admitted that he suffered from a spinal injury he sustained from a motorcycle incident many years ago that he constantly uses Fentanyl to ease his pain. He also has bouts with migraine.

Survey shows Duterte still popular
THE PALACE thanked the Filipinos after President Rodrigo Duterte’s net satisfaction rating jumped by six points in the latest Social Weather Stations (SWS) survey and this “puts a lie to critics and detractors.”
The fourth quarter SWS survey conducted in December showed 74 percent of Filipinos are satisfied with the performance of the first President from Mindanao. The figure is four points higher compared to the third quarter survey.
According to the pollster, the “undecided” fell by three points from 14 percent and “dissatisfaction” dropped by a point from 16 percent, giving Duterte a “very good” net satisfaction rating of +60, which is higher compared to +54 last September.
“We thank the Filipino people for their continued support for the President, as such only motivates us to unceasingly work harder and serve them better as we aim for the best for the Philippines and its people,” Presidential Spokesperson Salvador Panelo said.
Panelo said the consistent satisfaction rating of the President puts a lie to critics and detractors who find nothing good in his style of governance. “The support of the Filipinos for our Chief Executive also sends a strong message to foreign human rights groups and foreign governments to put a stop to their baseless and unkind accusations on his war on drugs,” he said.
“In addition, the survey result is a slap on their faces for their outrageous intrusion on the sovereignty of our country.” The survey, which showed an uptick in all socioeconomic classes, Panelo said, would encourage Duterte to continue his war against all forms of criminality and corruption.
He said it will also encourage the President to pursue “unrelenting dismantling of the drug apparatus and destruction of the drug syndicate; to crush once and for all the Muslim rebellion, communist insurgency and terrorism in the country; to keep improving the social services given to (the) people; and to end the assaults on our natural resources and environment.”
“The scorecard on the President's performance rating similarly shows the correct foreign policy he has embarked (on),” Panelo said. Duterte’s six-point rise was due to increases of 22 points in Metro Manila, 13 points in the Visayas, and three points in Balance of Luzon. He suffered a four-point decline, though, from +82 but still has excellent satisfaction rating in Mindanao.
The President has received a higher urban net satisfaction rating, registering a huge 22-point increase from +42 points in September. Duterte’s net satisfaction rating also rose in all socioeconomic classes, among both men and women, in all age groups, except 45-54, and among high school and college graduates. (Jelly Musico)
